THE MINISTER OF JUSTICE

Pursuant to the Civil Enforcement Law dated January 14, 2004;

Pursuant to Decree No. 62/2003/NĐ-CP dated June 6, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Justice;

BASED ON DECREE NO. 50/2005/NĐ-CP OF APRIL 11, 2005 OF THE GOVERNMENT ON THE AUTHORITIES MANAGING CIVIL ENFORCEMENT, CIVIL ENFORCEMENT BODIES, AND STAFF ENGAGED IN CIVIL ENFORCEMENT WORK;

Considering the proposal of the Director of the Civil Enforcement Department,

DECISION:

Article 1. Attached hereto is the Regulation on the model, color, principles for using uniforms and insignias of enforcement officers and other civil servants of local civil execution agencies, Civil Enforcement Department under the Ministry of Justice; card models, issuance, changes, and recovery of Enforcement Officer cards.

Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette and replaces Decision No. 296/QĐ-THA dated July 23, 1997 of the Minister of Justice.

Article 3. The Heads of the Office of the Ministry of Justice, Directors of the Civil Enforcement Departments, Heads of units under the Ministry of Justice, Directors of Provincial Departments of Justice, and Heads of local civil execution agencies, Heads of Military Zone Enforcement Agencies shall be responsible for implementing this Decision./.

of enforcement officers and other civil servants of local civil execution

agencies, Civil Enforcement Department under the Ministry of Justice;

card models, issuance, changes, and recovery of Enforcement Officer cards

PART I
GENERAL PROVISIONS

Article 1. Scope of application

This Regulation stipulates the model, color, principles for using uniforms and insignias of enforcement officers and other civil servants of local civil execution agencies, Civil Enforcement Department under the Ministry of Justice (hereinafter referred to collectively as civil execution officials); card models, issuance, changes, and recovery of Enforcement Officer cards.

Article 2. Principles for use

1. Civil execution officials must wear uniforms and insignias at their workplace and while performing official duties according to the position they hold.

2. It is strictly prohibited for civil execution officials to misuse cards, insignias, or uniforms for personal purposes. If such violations occur intentionally, they may be subject to disciplinary action or criminal prosecution depending on the nature and severity of the violation as provided by law.

3. Any individual or organization that discovers civil execution officials misusing cards, insignias, or uniforms for improper purposes shall immediately report it to the civil execution agency where the official works or to the nearest police station.

Article 3. Principles for Issuance and Recovery of Uniforms and Insignias, Cards

1. Principles for making, purchasing, issuing, and recovering uniforms and insignias:

The making, purchasing, issuing, and recovery of uniforms and insignias for enforcement officers and civil execution officials shall be carried out in accordance with Decree No. 50/2005/NĐ-CP dated April 11, 2005 of the Government on the management of civil execution agencies, civil execution agencies, and civil servants engaged in civil execution work, and the Joint Circular between the Ministry of Justice and the Ministry of Finance. Circular Jointly Issued by the Ministry of Justice and the Ministry of Finance on April 4, 2005, concerning the agency managing civil enforcement, civil enforcement agencies, and civil enforcement officers and civil servants engaged in civil enforcement work.

2. Principles for Issuing and Recovering Enforcement Officer Cards:

a) Civil servants appointed to the positions of enforcement officer of provincial or centrally-administered city civil execution agency, enforcement officer of district, urban district, or town civil execution agency, enforcement officer of military zone or naval fleet civil execution agency, shall be issued a card for use when performing official duties;

b) Enforcement Officer cards shall be issued by the Minister of Justice;

c) In cases where a card has been issued but is damaged or lost due to unforeseen circumstances, it may be replaced or reissued. The person receiving a new card shall be responsible for returning the old card to the Head of the agency where they work. In cases where there is a change in the position of enforcement officer (such as a provincial-level enforcement officer being appointed as Director or Deputy Director of a provincial-level civil execution agency or Director or Deputy Director of a district-level civil execution agency, or a district-level enforcement officer being appointed as a provincial-level enforcement officer), a new card shall be issued;

d) In cases where an enforcement officer is disciplined and no longer holds the position of enforcement officer, their card shall be recovered. The Head of the agency where the person works shall be responsible for recovering the Enforcement Officer card (if the person whose card is being recovered is the Head of a civil execution agency, then the Head of the higher-level civil execution agency or the higher-level management agency shall recover the card). A person transferring to another job shall be responsible for handing over the Enforcement Officer card to the Head of the agency where they work.

Chapter II
MODEL AND COLOR OF CIVIL EXECUTION UNIFORMS

Article 4. Men's Winter Uniform Set

1. Men's Winter Jacket:

a) Material, Color: Tropecan blended wool fabric in dark heather gray;

b) Style:

b1) Four-pocket jacket style with V-shaped collar;

b2) Four-button closure (buttons have a gold-plated star shape), square flap;

b3) Jacket has four outside pockets with slightly curved flaps, round bottom pockets, and a hidden pocket in the middle;

b4) Shoulder pads are included;

b5) Sleeve length is nine and a half centimeters wide, back seam is cut straight;

b6) All collars, cuffs, pockets, shoulder pads, and sleeve plackets are double-stitched;

b7) Front and back of the jacket are reinforced with adhesive tape, two layers of hairline pleats are added on the shoulders;

b8) The entire front and back of the jacket are fully lined with cotton lining, sleeves are partially lined, and the front has two inner pockets;

b9) Lining material matches the main fabric, shoulder padding is made of foam. to perform work from the date of receiving the file. made of foam.

2. Men's Winter and Spring Pants:

a) Material, Color: Tropecan blended wool fabric in dark heather gray;

b) Style:

b1) Two-ply trouser style with diagonal side pockets and a rear pocket with two flaps, back pocket has a button closure;

b2) Zipper closure at the waistband, front waistband has one hook and one concealed button;

b3) Hem is slightly angled with a crescent-shaped edge;

b4) Six belt loops evenly spaced.

3. Men's Long-Sleeve Shirt:

a) Material, Color: Poplin PV7288-1 white;

b) Style:

b1) Collar type: Stand-up;

b2) Placket folds inward;

b3) Buttons are plastic and match the shirt color;

b4) One left chest pocket with rounded bottom, top edge sewn with a three-centimeter hem;

b5) Back yoke is set-in, hem is straight;

b6) Shirt has a breast pocket, two buttons.

Article 5. Women's Winter Uniform Set

1. Women's Winter Jacket:

a) Material, Color: Tropecan blended wool fabric in dark heather gray;

b) Style:

b1) Two-pocket jacket style with V-shaped collar;

b2) The shirt has four star-shaped gold-plated buttons, and a square hem;

b3) The shirt has two outside pockets with slightly curved pocket flaps, round pocket openings, and sunken pocket welts;

b4) Shoulder pads are included;

b5) The sleeves have a 9 cm wide cuff, and the back yoke is split;

b6) All collars, cuffs, pockets, shoulder pads, and sleeve plackets are double-stitched;

b7) The body of the shirt is fused with interfacing;

b8) The entire front and back of the shirt are fully lined with canvas, the sleeves are half-lined, and there is a welt pocket on the front lining;

b9) The lining fabric matches the main fabric color, and shoulder pads are made of foam;

2 ||| Winter trousers and spring-summer trousers

a) Material, Color: Tropecan blended wool fabric in dark heather gray;

b) Style:

b1) European-style trousers with two pleats and diagonal side pockets;

b2) The fly has a zipper at the waistband with one hook and one hidden button;

b3) The trousers have six evenly spaced belt loops;

3 ||| Long-sleeved women's blouse:

a) Material and color: Poplin Pvi 7288 - 1 white

b) Style:

b1) Collar type: Stand-up;

b2) Placket folds inward;

b3) Plastic buttons matching the blouse color;

b4) The hem is straight;

b5) The front of the blouse has two darts from the hem up to the chest, and the back also has two darts from the hem up;

b6) Shirt has a breast pocket, two buttons.

Article 6. Short-sleeved men's summer shirt

1 ||| Material and color: Poplin Pvi 7288 - 1 light pink color

a) Collar (standing);

b) Flap collar;

c) Star-shaped gold-plated buttons;

d) Two chest pockets with slightly curved pocket flaps, round pocket openings, and sunken pocket welts;

đ) Back yoke with shoulder pads on both sides;

e) Shoulder pads;

g) Straight hem;

h) Cuff turned outward;

3. All collars, cuffs, pocket flaps, and shoulder pads are outlined with topstitching;

Article 7. Short-sleeved women's summer shirt

1 ||| Material and color: Poplin Pvi 7288 - 1 light pink color

2 ||| Style:

a) Collar (standing);

b) Flap collar;

c) Star-shaped gold-plated buttons;

d) Two chest pockets with slightly curved pocket flaps, round pocket openings, and sunken pocket welts;

đ) Shoulder pads;

e) Straight hem;

g) The front of the blouse has two darts from the hem up to the chest, and the back has two darts from the hem up;

h) Cuff turned outward;

i) All collars, cuffs, pocket flaps, and shoulder pads are outlined with topstitching;

Article 8. Fedora hat

1 ||| Material and color: Wool blend Tropecan fabric in dark gray-green color;

2 ||| Style:

a) The hat has a curved crown and brim, made of the same fabric, with a black plastic visor that slopes downward;

b) The hat has a yellow coiled cord with metal star-shaped buttons at each end;

c) There is a central eyelet on the front of the crown;

d) There are four eyelets on each side of the crown;

đ) The front part of the crown is reinforced with thin plastic;

e) The crown lining is made of plastic-coated fabric with attached foam padding inside;

Article 9. Men's and women's bow ties

1 ||| Material and color: Wool blend Tropecan fabric in dark gray-green color;

2 ||| Style:

a) Bow tie with moderate length and width;

b) Pre-tied with a zipper closure and automatic lock;

Article 10. Men's winter overcoat

1 ||| Material and color: Wool blend Tropecan fabric in dark gray-green color;

2 ||| Style:

a) Button-front style with three buttons;

b) Notched lapel (cutaway);

c) Front with bust darts, back with shoulder pads and split back;

d) Inside with a lining pocket, outside with a fabric belt;

đ) Diagonal patch pockets;

e) Pointed cuffs with one button;

g) Eight-ply topstitching with shoulder pads;

h) Buttons on the chest and sleeves measuring 2.5 cm;

i) Double welt pockets;

3. The entire coat is lined with hair canvas;

Article 11. Women's winter overcoat

2 ||| Style:

a) Button-front style with three buttons;

b) Notched lapel (cutaway);

c) Front with bust darts, back with shoulder pads and split back;

d) Inside with a lining pocket, outside with a fabric belt;

e) Pointed cuffs with one button;

g) Eight-ply topstitching with shoulder pads;

h) Buttons on the chest and sleeves measuring 2.5 cm;

i) Double welt pockets;

3. The entire coat is lined with hair canvas;

Article 12. Leather shoes, leather belts, enforcement helmet

1 ||| Leather shoes and leather belts: genuine leather, black color; the shoes are lace-up;

2 ||| Enforcement helmet: dark gray-green color with the phrase "Enforcement" printed on the rear of the helmet;

Article 13. Other types of uniforms

Samples, colors, materials for other types of uniforms including leather sandals, socks, raincoats, and leather document cases are decided by the Director of the Enforcement Agency (for staff under the Enforcement Agency) and the Head of the Enforcement Agency at the provincial level (for staff under local enforcement agencies) according to the characteristics of each locality within the unified price range agreed upon between the Ministry of Finance and the Ministry of Justice;

Chapter III
ENFORCEMENT OFFICER BADGE

Article 14. Enforcement Officer Badge

The Enforcement Officer Badge has an outer cover in burnt red color, measuring 9.5 cm wide and 14.0 cm long (folded in half), consisting of a front cover page, a back cover page, and two inner pages:

a) The front cover page (page 1) has the phrase "SOCIALIST REPUBLIC OF VIETNAM" at the top, below which is the National Emblem of the Socialist Republic of Vietnam, followed by the words "ENFORCEMENT OFFICER BADGE" below the Emblem, with two diagonal gold-colored stripes (one small and one large) extending to the upper corner of the back cover page;

b) Pages 2 and 3 of the Badge feature floral patterns and the National Emblem of the Socialist Republic of Vietnam as a faint background;

c) Page 2 has the phrase "MINISTRY OF JUSTICE" at the center top, followed by the judicial sector emblem, then a 3x4 photo of the Enforcement Officer with a raised seal at the lower right corner, and the badge number below the photo;

d) Page 3 includes:
