Approving the plan for implementing information technology application in the Finance sector until 2010

Pursuant to Decree No. 77/ND-CP dated July 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decision No. 119/2003/QD-TTg dated June 11, 2003 of the Prime Minister approving the overall plan for applying information technology in the Finance sector until 2010;

Pursuant to Directive No. 10/2003/CT-BTC dated December 16, 2004 of the Minister of Finance on the implementation of Decision No. 119/2003/QD-TTg dated June 11, 2003 of the Prime Minister approving the overall plan for applying information technology in the Finance sector until 2010;

Considering the proposal of the Director of the Department of Information Technology and Financial Statistics;

DECISION:

Article 1. Approves "Plan for Implementing Information Technology Application in the Finance Sector Until 2010" with the main contents as follows:

1. Objectives

General objectives:

Building an integrated financial management information system from central to local levels, ensuring that all business processes are computerized; supporting good leadership, management, and policy formulation; providing timely, complete, and accurate data for statistical analysis and forecasting; expanding electronic services for state administrative agencies, enterprises, economic-social organizations, and citizens. By 2010, the finance sector's information system must reach a level equivalent to advanced countries in the region; prioritizing investment in developing the customs system to meet regional integration standards by 2006.

Specific targets:

- All basic business processes of the sector will be computerized to ensure compliance with management requirements: Computerizing 100% of the basic business processes of the finance sector. Increasing the level of information technology application in financial management processes to 90%. The IT application system will be built according to international standards and centrally managed.

- Building and perfecting technical infrastructure to serve the operation of the sector's information system: 100% of units will build local area networks and connect to the industry's communication infrastructure according to national and international standards; 100% of provincial and district financial units will be connected at high speed; ensuring secure, accurate, and fast information exchange infrastructure for all application problems in centralized management and online processing.

- Data and information serving statistical work, analysis, and forecasting for management and policy formulation will be fully provided: Completing 14 national financial-budget databases, conducting statistical analysis and forecasting work to serve management.

- All business staff have basic computer knowledge, capable of operating operational applications; the IT staff of the sector understand business operations well and are proficient in their field, ensuring the reception and operation of the entire sector's information system: 100% of business staff and leaders will be trained and updated with basic computer knowledge annually; building and training an IT staff team with international standards, capable of independently operating the entire modern information system.

- The Ministry of Finance is a pioneer in implementing electronic services in the process of building the e-government and e-commerce of the country: Deploying 70% of services for management objects and citizens for exploitation.

2. Solutions and Implementation Plan

To achieve these goals, implement the following contents simultaneously:

- Regarding policies and mechanisms: Accelerating the implementation of administrative reform programs and modernization programs of the Ministry of Finance, where policy reforms must be based on the application of science and technology.

- Regarding organization: Unifying the functions and organizational structures of units responsible for information technology in the finance sector; Establishing appropriate policies and mechanisms for recruitment, appointment, and incentives for IT staff in the finance sector; Standardizing IT training content and strengthening training and updating IT knowledge for leaders and business staff in the finance sector; Synchronizing and coordinating the implementation between the Ministry's programs and projects and the plan for implementing information technology application.

- Regarding technology: Implementing information technology application in the finance sector through four main contents:

- Computerizing all business processes

- Building data repositories for management, operation, and analytical forecasting

- Building a unified technical infrastructure for the finance sector

- Building an IT staff team.

- Regarding material conditions: Stabilizing and quickly completing material conditions and office premises to ensure stable and effective installation and implementation of information technology systems. The above contents will be implemented through key information technology projects of the sector as follows:

- Unified Communication Network Project for the Finance Sector: Building a unified technical infrastructure for communication and security for financial units throughout the sector. Ensuring that application systems can operate online and meet the needs of information exchange and provision with government agencies, businesses, and citizens.

- Administrative Management Information System Computerization Project: Building an integrated information system from operational systems, ensuring consistency in the sector's application systems with national financial-budget databases. Implementation includes: building an administrative management information system; organizing the construction and integration of databases serving management and shared business processes; computerizing public services to enhance the Ministry's capacity to serve state administrative agencies, businesses, economic-social organizations, and citizens.

- Information Technology Application Project in Public Financial Reform: Establish an integrated information system to enable comprehensive and timely management and consolidation of public finance at all levels, sectors, budget-using units, and localities nationwide.

- Tax Information Technology Project: Build a centralized tax management information system to meet the requirements for transitioning the tax sector's management mechanism from control to service; enhance support for inspection and supervision processes, reduce tax evasion, prevent revenue loss, and ensure fairness among taxpayers.

- Modernization of Treasury Information System Project: Develop a centralized and fully integrated information system with the financial reform project's information system to serve automatic management of national funds, government accounting, expenditure management, online services, and direct payments to goods and service providers.

- Customs Business Process Information Technology Project: Build a modern centralized customs management information system based on information technology to modernize customs procedures according to international and regional standards; ensure the timeline for WTO and ASEAN electronic integration in 2006.

- National Reserve Information System Modernization Project: Build a modern centralized reserve management system that aligns with the planning of storage facilities. Implementation includes: investment in technical infrastructure improvement; information technology application in reserve management processes.

- Securities Information System Modernization Project: Develop a centralized securities management system based on modern technological standards to meet international integration requirements. Implementation includes: investment in technical infrastructure; development of applications for securities transactions management, risk management, analysis and forecasting, and training.

- Additional projects due to organizational changes, functional adjustments, and mission transfers of units under the Ministry of Finance. Implement according to the directives of the Minister of Finance.

3. Funding for Implementation

The total implementation funding until 2010 is 6,642 billion Vietnamese dong. (in words: six thousand six hundred forty-two billion Vietnamese dong) with the following structure:

4. Implementation Organization

Entrust the Department of Information Technology and Financial Statistics to assist the Ministry in technical assessment of the financial sector's information technology projects; organize training courses to improve staff skills; monitor and report monthly to the Ministry on the implementation progress of the Decision throughout the sector, ensuring consistency in coordination between component projects to avoid duplication and waste.

Entrust the Department of Information Technology and Financial Statistics to directly develop and implement the Administrative Management Information Technology Project and the Unified Financial Information Network Project.

Entrust the State Treasury to lead the development and implementation of the Treasury Information System Modernization Project until 2010.

Entrust the General Department of Taxation to lead the development and implementation of the Tax Information Technology Project until 2010.

Entrust the National Reserve Administration to lead the development and implementation of the National Reserve Information System Modernization Project until 2010.

Entrust the Securities Commission to lead the development and implementation of the Securities Information System Modernization Project until 2010.

Entrust the General Customs Department to lead the development and implementation of the Customs Business Process Information Technology Project.

Article 2. This Decision takes effect from the date of signing. The Director of the Department of Information Technology and Financial Statistics, the Director of the Budget and Administration Department, the Head of the Ministry's Office, and the Heads of related units are responsible for implementing this Decision./.
