PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Labor Code dated June 23, 1994;
To create favorable conditions for the people and production and business activities of enterprises;
Considering the proposal of the Minister, Chairman of the Government Office,
DECISION:
Article 1. Receiving and processing administrative procedures on Saturdays weekly
1. Organizing work on Saturdays weekly (except holidays and Tet) to receive and process the following administrative procedures:
a) Notarization;
b) Authentication;
c) Procedures related to household registration;
d) Issuing, replacing identity cards;
đ) Issuing, replacing, extending passports (including seafarer passports);
e) Issuing visas for foreigners;
g) Issuing, replacing, extending professional licenses, certificates of persons operating water and land transport vehicles;
h) Issuing construction permits;
i) Issuing, adjusting business registration certificates; issuing, adjusting investment certificates;
k) Issuing certificates of land use rights, ownership of housing and construction works;
l) Collecting taxes and stamp duties related to houses, land and means of transportation; collecting fines for administrative violations;
m) Inspecting motorized transport vehicles;
n) Registering various types of transport vehicles and construction equipment;
o) Customs clearance procedures for imported and exported goods; transit goods and means of transportation entering, exiting, and transiting.
2. In addition to the administrative procedures mentioned in Clause 1 of this Article, based on the actual needs of the people and enterprises, ministries, sectors, and localities shall proactively consider and decide to receive and process other relevant administrative procedures directly affecting the people and enterprises on Saturdays.
3. The working hours on Saturdays shall be the same as regular working days. Units organizing the receipt and processing of administrative procedures on Saturdays each week need to scientifically arrange and deploy labor to avoid increasing staff numbers, not affect normal operations on other working days of the week, ensuring efficiency. For immediate resolution administrative procedures, staff members will be arranged according to regulations; for other administrative procedures, only the department receiving and delivering results will be arranged to receive and deliver results without arranging other departments to work.
4. Staff working on Saturdays will be arranged rest days to ensure working 40 hours per week as stipulated in Decision No. 188/1999/QĐ-TTg dated September 17, 1999 of the Prime Minister on implementing the 40-hour workweek system. In cases where staff work overtime, they will be entitled to benefits and policies as prescribed.
Article 2. Responsibilities of ministries, sectors, and localities
1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, municipal People's Committees under the central government have the responsibility to organize work on Saturdays each week to receive and process administrative procedures in accordance with the provisions of Article 1 of this Decision.
Reporting periodically every six months to the Prime Minister on the situation and results of implementation.
2. The Government Office oversees, urges, and inspects the implementation; compiles and reports to the Prime Minister difficulties and obstacles encountered by ministries, sectors, and localities during the organization and implementation process.
Article 3. Implementation Provisions
This Decision takes effect 15 days from the date of publication in the Official Gazette.
Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of provincial People's Committees, municipal People's Committees under the central government are responsible for implementing this Decision./.
