THE MINISTER OF PUBLIC SECURITY
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;
Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Article 1. The list of State secrets classified as Confidential for Provincial Party Committees, People's Councils, People's Committees, and related agencies and organizations under provinces and centrally governed cities (hereinafter referred to collectively as "province") includes information within the following scope:
1. Plans for protecting the Party Congresses, National Assembly elections, and People's Council elections at all levels, and protecting major holidays within the province;
2. Files and documents regarding personnel for Party Congresses, People's Councils, and People's Committees at all levels; personnel proposed for promotion and appointment to key leadership positions at all levels, sectors, and mass organizations within the province that have not been announced;
3. Investigative data on special population areas serving security and defense work within the province;
4. Files and documents submitted by the province to the National Assembly and the Government requesting establishment, division, separation, or adjustment of administrative boundaries; planning and relocation of residential areas within the province that have not been announced;
5. Budget investment targets, plans for relocating residents for socio-economic development programs related to security and defense that have not been announced or will not be announced;
6. Absolute figures on budget expenditures of provincial departments, district, town, and city-level agencies related to security, defense, and foreign affairs that have not been announced or will not be announced;
7. Documents on inspections and audits; results of inspections and audits, resolutions on complaints and petitions in provincial departments and agencies; districts, towns, and cities within the province that have not been announced;
8. Personnel files for leaders from the deputy director level of provincial departments (and equivalent positions) upwards;
9. Technical design documents for information technology systems of provincial departments and agencies. Documents on frequency allocation, regulations on ensuring information security and safety; radio communication protocols, telephone regulations belonging to special postal services, and coordination plans for telecommunications operations between the Postal Service and related sectors serving security and defense tasks within the province.
10. Files, technical diagrams of the provincial broadcasting and television system. Plans and schemes for ensuring security and safety of broadcasting and television transmission systems within the province.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. The competent agency of the Ministry of Public Security shall be responsible for monitoring the implementation of this Decision.
Article 3. Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
