THE MINISTER OF FINANCE

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Resolution No. 01/NQ-CP dated January 7, 2013 of the Government on key measures for directing and implementing the socio-economic development plan and state budget estimate for 2013; Resolution No. 02/NQ-CP dated January 7, 2013 on certain measures to address difficulties in production and business, support markets, and resolve bad debts.

Considering the proposal of the Director of the Office of the Ministry of Finance,

DECISION:

Article 1. This Decision approves the Action Plan of the Ministry of Finance to implement Resolution No. 01/NQ-CP dated January 7, 2013 of the Government on key measures for directing and implementing the socio-economic development plan and state budget estimate for 2013 and Resolution No. 02/NQ-CP dated January 7, 2013 on certain measures to address difficulties in production and business, support markets, and resolve bad debts.

Article 2The leaders of the Ministry shall proactively direct units under their jurisdiction to effectively implement the assigned tasks in accordance with the goals and requirements set by the Government in Resolutions No. 01/NQ-CP and No. 02/NQ-CP and the contents of this Plan, ensuring achievement of the Government's objectives; they shall also proactively coordinate inspections of the implementation of tasks and solutions within the scope of the Ministry’s management when working at localities.

Deputy Minister Nguyen Cong Nghiep shall take charge and directly oversee the organization and implementation of this Plan.

Heads of units under the Ministry shall actively adhere to the targets, requirements, and tasks assigned by the Government in Resolutions No. 01/NQ-CP and No. 02/NQ-CP; directives from the Ministry's leadership, and tasks assigned in this Plan, strictly organize and implement to achieve the highest results; continue to detail these tasks in proposals, works, documents... to build monthly, quarterly, and annual work programs for their units, report to the Ministry's leadership, clearly identifying the leading unit, participating units, deadlines for each assigned task.

In addition to the tasks outlined in this Plan, during the implementation process, if new tasks arise and cooperation with other Ministries, agencies, and localities is required, heads of units under the Ministry shall promptly report to the Ministry and propose plans for implementation.

Article 3Within their assigned functions and responsibilities, units under the Ministry shall regularly hold meetings and review the implementation of the Plan monthly and quarterly, report to the Ministry's leadership; simultaneously send the results of implementation to the State Budget Department before the 23rd of each month for the State Budget Department to compile and report to the Prime Minister on the implementation of the Ministry of Finance's tasks under Resolutions No. 01/NQ-CP and No. 02/NQ-CP, and send to the Ministry of Planning and Investment before the 25th of each month for compilation and reporting to the Government at its regular monthly meetings.

Units under the Ministry shall summarize and evaluate the implementation of Resolution No. 01/NQ-CP within their assigned functions and responsibilities as outlined in this Plan and propose measures for Government direction and management in 2013, sending to the State Budget Department before November 23, 2013 for the State Budget Department to compile and report to the Ministry and the Prime Minister, and simultaneously send to the Ministry of Planning and Investment before November 25, 2013.

Units under the Ministry shall summarize and evaluate the implementation of Resolution No. 02/NQ-CP for the first six months of 2013 within their assigned functions and responsibilities as outlined in this Plan and propose measures for Government direction and management for the last six months of 2013, sending to the State Budget Department before June 5, 2013 for the State Budget Department to compile and report to the Ministry and the Prime Minister, and simultaneously send to the Ministry of Planning and Investment before June 10, 2013.

During the implementation process, based on the requirements of the Government and the Prime Minister, and proposals from relevant Ministries and agencies regarding urgent or regular reports on the situation and results of implementing Resolutions No. 01/NQ-CP and No. 02/NQ-CP, units shall report according to the division of labor by the Ministry's leadership.

Article 4. This Decision takes effect from the date of signature. Heads of units under the Ministry of Finance are responsible for implementing this Decision./.
