||| ON THE DETERMINATION OF AREAS AND LOCATIONS TO BE MARKED WITH "PROHIBITED" SIGNS 

To ensure national sovereignty and security, maintain state confidentiality, and facilitate the movement and activities of foreigners within our country, the Prime Minister decides:

1. The areas and locations specified below on the territory of Vietnam shall be established as restricted zones with clearly defined boundaries and marked with "prohibited" signs for foreigners:

- Border strip (excluding towns, market towns, and tourist sites permitted by the Government; cases with valid entry-exit permits through land, rail border gates, and third-country citizens allowed to pass according to border regime agreements signed by Vietnam).

- Border defense works, air defense works, sea defense works.

- National defense industrial zones, military areas: barracks, military airports, naval ports; national strategic reserves...

- Other areas and locations requiring special security and defense protection designated by the Minister of Public Security and the Minister of Defense.

2. The Ministry of Public Security shall take the lead in coordinating with the Ministry of Defense and relevant agencies, along with People's Committees of provinces and cities, to promptly determine specific prohibited points (name, location, boundary, key features) based on the provisions in point 1 above; complete the installation of warning signs and report the results to the Prime Minister by the first quarter of 1993. In cases where there is no agreement between the Ministry of Public Security, the Ministry of Defense, and the People's Committee of the province or city regarding the delineation of restricted areas, they must report to the Prime Minister for a decision.

3. In urgent situations related to political security or social order and safety, the Minister of Public Security may decide to use temporary "prohibited" signs at necessary locations and targets but must publicly notify relevant agencies and local residents.

4. Foreigners may enter restricted areas only upon obtaining permission from the Prime Minister, the Minister of Public Security, and the Minister of Defense (specifically for defense-related areas and locations).

5. This Decision takes effect from the date of issuance. Previous regulations inconsistent with this Decision are hereby abolished.

Ministers, Heads of ministerial-level agencies and agencies under the Government, Chairpersons of People's Committees of centrally governed cities and provinces are responsible for implementing this Decision.
