Regarding strengthening management of breeding farms for reproduction and growth, and artificial cultivation facilities for wild animals and plants

In recent times, activities of breeding for reproduction and growth, and artificial cultivation of various species of wild animals and plants have developed rapidly in many localities, creating jobs and increasing income for people, contributing to the restructuring of crop and livestock structures. However, management of breeding farms for reproduction and growth, and artificial cultivation facilities for wild animals and plants has not been given due attention, leading to the formation of breeding farms spontaneously without registration with competent authorities. Some localities have not paid sufficient attention to managing and guiding organizations and individuals in building registration files for breeding farms for reproduction and growth, and artificial cultivation facilities.

On December 6, 2006, the Ministry of Agriculture and Rural Development issued Circular No. 3270/BNN-KL on strengthening management of breeding and artificial cultivation facilities for wild animals and plants, requiring localities to compile and report on the management situation of wild animals and plants in their areas to the Ministry of Agriculture and Rural Development before March 31, 2007. However, up until now, the Ministry of Agriculture and Rural Development has only received reports from some provinces regarding the breeding and artificial cultivation of wild animal and plant species.

To manage the activities of breeding and developing wild animals and plants; implement legal regulations and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); and create favorable conditions for organizations and individuals to breed and cultivate wild animals and plants for stable production and business, avoiding difficulties in product consumption, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and centrally-administered cities to direct the Departments of Agriculture and Rural Development, Forest Inspection Bureaus, and related agencies at the local level to strictly implement the following activities:

1. Strengthen management of breeding farms for reproduction and growth, and artificial cultivation facilities for endangered, precious, and rare wild animal and plant species as stipulated in Decree No. 32/2006/NĐ-CP dated March 30, 2006 on forest plant management, and Decree No. 54/2006/QĐ-BNN dated July 5, 2006 on announcing the list of wild animal and plant species specified in the Appendices of the CITES Convention. Issue certificates of registration for breeding farms for reproduction, breeding farms for growth, and artificial cultivation facilities for endangered, precious, and rare wild animal and plant species according to the conditions prescribed in Article 10, Article 11, and Article 12 of Decree No. 82/2006/NĐ-CP dated August 10, 2006 on management of export, import, re-export, import from the sea, transit, breeding for reproduction, breeding for growth, and artificial cultivation of endangered and precious wild animal and plant species. 2. Guide organizations, households, and individuals to register breeding farms for reproduction and growth according to the guidelines attached for common animal species (not stipulated in Decree No. 32/2006/NĐ-CP and Decision No. 54/2006/QĐ-BNN).

3. Organize inspections and supervision of registered breeding farms for reproduction and growth, and artificial cultivation facilities for wild animals and plants to ensure compliance with national regulations, especially ensuring absolute safety for breeders and residents in the vicinity for dangerous animal breeding farms.

4. Organize propaganda, education, and dissemination of legal regulations on management, consumption, export, and import of wild animals and plants to the public, ensuring that laws are correctly understood and implemented.

5. Report as required in Circular No. 3270/BNN-KL dated December 6, 2006 to the Ministry of Agriculture and Rural Development (Forest Protection Department) before June 30, 2007.

Assign the Forest Protection Department to guide procedures and urge implementation of this directive, compile and report on the implementation situation of localities, and advise the Ministry of Agriculture and Rural Development on directing solutions.
