Pursuant to Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the Law on Legislative Regulatory Documents dated November 12, 1996; and the Law Amending and Supplementing Certain Articles of the Law on Legislative Regulatory Documents dated December 16, 2002;
Pursuant to Decree No. 104/2004/ND-CP dated March 23, 2004 of the Government on the Official Gazette of the Socialist Republic of Vietnam;

Article 1. CORRECTING THE CIRCULAR NO. 03/2006/TT-BCT dated April 14, 2006, of the Minister of Industry (guidelines for exporting and importing industrial explosives and importing high-nitrate ammonium) as follows:
1. Regarding the order of sections:
Printed: "Section 7, 8, 9".
Correction: Due to missing section 6, the order of the above sections shall be changed to "6, 7, 8".
2. Regarding Section b of Point 9 (according to the old numbering), which is Section b of Point 8 according to the correction in Section 1 of Article 1 above.
Printed: "b) This Circular takes effect from May 1, 2006..."".
Correction:: "This Circular takes effect fifteen days after its publication in the Official Gazette...".
Article 2. This Decision shall take effect from the date of signing.
The Head of the Ministry's Office, the Inspector General, the Heads of Departments, and the Directors of Bureaus under the Ministry are responsible for implementing this Decision./.
