HGUIDELINES TO SUPPLEMENT CERTAIN PROVISIONS IN
CIRCULAR NO. 04/TT-LB DATED SEPTEMBER 24, 1997 ISSUED BY
THE CENTRAL FINANCIAL ADMINISTRATION BOARD AND THE MINISTRY OF FINANCE
IMPLEMENTING THE DECISION OF THE STANDING COMMITTEE OF THE POLITICAL BUREAU ON THE FINANCIAL MANAGEMENT MECHANISM FOR THE PARTY AS ANNOUNCED IN NOTICES NO. 74/TB-TW DATED JUNE 10, 1997 AND NO. 85/TB-TW DATED AUGUST 6, 1997 AND CIRCULAR NO. 04/TT-LB DATED SEPTEMBER 24, 1997 ISSUED BY THE CENTRAL FINANCIAL ADMINISTRATION BOARD AND THE MINISTRY OF FINANCE.
AFTER A PERIOD OF IMPLEMENTATION, SOME DIFFICULTIES HAVE EMERGED REGARDING THE BASIS FOR ESTABLISHING BUDGET PROJECTIONS AND THE LEVELS OF BUDGET MANAGEMENT AUTHORITY FOR THE PARTY. THE CENTRAL FINANCIAL ADMINISTRATION BOARD HAS COMPILED THESE ISSUES AND IS CURRENTLY COLLABORATING WITH THE MINISTRY OF FINANCE TO STUDY THEM FOR SUBMISSION TO THE POLITICAL BUREAU AND THE GOVERNMENT FOR AMENDMENTS AND SUPPLEMENTS.
TO PROVIDE A BASIS FOR THE CONSTRUCTION AND ALLOCATION OF THE 1999 PARTY BUDGET, ENSURING THE AUTONOMY IN THE ARRANGEMENT OF EXPENSE STRUCTURES TO ASSURE THE EFFECTIVE EXECUTION OF POLITICAL TASKS AT EACH LEVEL OF THE PARTY, WHILE AWAITS THE OFFICIAL ISSUE OF THE AVERAGE EXPENSE LEVELS FOR PARTY ORGANIZATIONS AT VARIOUS LEVELS AND THE GUIDANCE OF AUTHORITIES ON THE LEVELS OF BUDGET MANAGEMENT AUTHORITY FOR THE PARTY, THE MINISTRY OF FINANCE AND THE CENTRAL FINANCIAL ADMINISTRATION BOARD TEMPORARILY ISSUE THE FOLLOWING GUIDELINES FOR SUPPLEMENTATION:
1. ON THE AVERAGE EXPENSE LEVEL:
THE AVERAGE EXPENSE LEVEL USED AS THE BASIS FOR ESTABLISHING THE BUDGET PROJECTIONS OF PROVINCIAL AND CITY COMMITTEES SHALL BE APPLIED AT TWICE THE CURRENT AVERAGE EXPENSE LEVEL OF STATE ADMINISTRATIVE AND PUBLIC SERVICE ORGANIZATIONS AT THE SAME LEVEL IN EACH AREA.
THE AVERAGE EXPENSE LEVEL USED AS THE BASIS FOR ESTABLISHING THE BUDGET PROJECTIONS OF COUNTY AND DISTRICT COMMITTEES (AND EQUIVALENTS) SHALL BE APPLIED AT ONE AND A HALF TIMES THE CURRENT AVERAGE EXPENSE LEVEL OF STATE ADMINISTRATIVE AND PUBLIC SERVICE ORGANIZATIONS AT THE SAME LEVEL IN EACH AREA.
THE ABOVE AVERAGE EXPENSE LEVEL DOES NOT INCLUDE EXPENSES FOR COMPENSATING LOSSES IN NEWSPAPER PUBLICATIONS, INVESTMENT IN CONSTRUCTION FROM THE CONCENTRATED NATIONAL BUDGET FUNDS, FOREIGN AFFAIRS EXPENSES, RETRAINING OF STAFF, SCIENTIFIC RESEARCH EXPENSES, AND EXPENSES FOR TARGET PROGRAMS.
THE BUDGET PROJECTIONS OF PARTY COMMITTEES AT ALL LEVELS BASED ON THE ABOVE AVERAGE EXPENSE LEVELS SHALL BE INCLUDED IN THE LOCAL BUDGET PROJECTIONS ALLOCATED BY SUPERIOR ADMINISTRATIVE AUTHORITIES.
2. ON THE LEVELS OF BUDGET MANAGEMENT AUTHORITY FOR THE PARTY:
UNTIL THE GUIDANCE OF THE STANDING COMMITTEE OF THE POLITICAL BUREAU AND THE PRIME MINISTER ON THE LEVELS OF BUDGET MANAGEMENT AUTHORITY FOR THE PARTY IS RECEIVED, THE FUNDS FOR THE OPERATIONS OF PARTY COMMITTEES AT ALL LEVELS SHALL BE GUARANTEED IN ACCORDANCE WITH THE BUDGET LAW AND CIRCULAR NO. 04/TT-LB DATED SEPTEMBER 24, 1997 ISSUED BY THE CENTRAL FINANCIAL ADMINISTRATION BOARD AND THE MINISTRY OF FINANCE.
IT IS REQUESTED THAT LOCAL PARTY COMMITTEES AND PEOPLE'S COMMITTEES AT ALL LEVELS IMPLEMENT THE ESTABLISHMENT OF THE 1999 BUDGET FOR PARTY COMMITTEES IN ACCORDANCE WITH THE GUIDELINES FOR SUPPLEMENTATION IN THIS CIRCULAR AND THE PROVISIONS IN THE ABOVE-REFERENCED JOINT CIRCULAR. ANY ISSUES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED TO THE MINISTRY OF FINANCE AND THE CENTRAL FINANCIAL ADMINISTRATION BOARD FOR STUDY AND RESOLUTION.
This Circular takes effect from the date of signature.
