Decision No. 129/2003/QĐ-TTg On approving the overall restructuring and modernization plan for state-owned enterprises under Vietnam Television until 2005

DECISION OF THE PRIME MINISTER

CONCERNING THE APPROVAL OF THE OVERALL PLAN FOR THE REORGANIZATION AND MODERNIZATION OF STATE ENTERPRISES UNDER THE VIETNAMESE TELEVISION STATION UNTIL 2005

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Vietnamese Television Station and the opinions of the Ministries of Planning and Investment, Finance, Labor - Invalids and Social Affairs, Home Affairs, Posts and Telecommunications

DECISION:

Article 1. Approve the overall plan for the reorganization and modernization of state enterprises under the Vietnamese Television Station until 2005 as follows:

1. Transfer the Vietnam Television Technology Investment and Development Company (VTC), a state-owned enterprise operating with 100% state capital from the Vietnamese Television Station to an independent accounting entity directly under the Ministry of Posts and Telecommunications. The Vietnamese Television Station and the Ministry of Posts and Telecommunications shall carry out the transfer of VTC Company (including the tasks of testing and applying terrestrial digital television technology) in its current status according to the current regulations.

The Minister of Culture and Information shall consider and resolve the issue of allowing VTC Company to operate television services on telecommunications networks and the Internet in accordance with the law.

The Minister of Posts and Telecommunications shall direct VTC Company to develop a pilot plan for transitioning to operate under a parent company - subsidiary model, to be submitted to the Prime Minister.

2. Transform the Vietnam Television Film Corporation (VFC), a public service enterprise, into a production center for television films as a revenue-generating public institution.

Article 2. The General Director of the Vietnamese Television Station is responsible for directing the implementation of the reorganization and modernization of state enterprises under his station in accordance with the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.

Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor - Invalids and Social Affairs, the Ministry of Posts and Telecommunications, and related agencies are responsible for coordinating with the Vietnamese Television Station in implementing this Plan.

The Steering Committee for Enterprise Modernization and Development is responsible for directing, urging, guiding, and monitoring the implementation of this plan.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The General Director of the Vietnamese Television Station, the Minister of Posts and Telecommunications, and the heads of relevant agencies are responsible for enforcing this Decision./.
