CIRCULAR
Guidelines for implementing Decision No. 819/TTg dated December 14, 1995 of the Prime Minister regarding certain special allowances for civil servants and employees in the meteorology and hydrology sector.
Implementing Decision No. 819/TTg dated December 14, 1995 of the Prime Minister stipulating certain special allowances for civil servants and employees in the Meteorology and Hydrology sector. The Joint Ministry of Organization - Civil Service of the Government - Finance - General Department of Meteorology and Hydrology hereby provides guidance as follows:

A. OBJECTS AND AMOUNTS OF ALLOWANCES APPLICABLE:
I. Allowance system for flood flow measurement and typhoon observation:
1-1: Civil servants and employees of meteorology and hydrology stations directly measuring water flow (Q) and sediment flow (R) during flood periods.
1. Scope of application:
1-2: Civil servants and employees of meteorological and marine meteorological stations directly observing typhoons (typhoons).
2- Amount of allowance:
2-1. Flood observation allowance:
Observers measuring water flow (Q) shall be entitled to the following amounts:
- VND 8,500/person-day for stations equipped with boat or speedboat measurement tools.
- VND 5,500/person-day for stations equipped with basket measurement tools.
- VND 3,500/person-day for stations equipped with bridge measurement tools.
On days when sediment flow (R) is measured without coinciding with water flow (Q) measurements during flood periods, observers shall be entitled to 50% of the aforementioned allowance amount corresponding to the measurement tool used.
2-2. Typhoon observation allowance:
An allowance of VND 5,500/person-day shall apply to meteorological observers directly observing typhoons (typhoons) and marine observers directly working at stations equipped with typhoon observation when there is a typhoon.
II. Allowance system for typhoon reconnaissance and oceanographic surveys by aircraft and ships:
1. Allowance system for typhoon reconnaissance and tropical weather surveys by aircraft:
Civil servants and employees conducting typhoon reconnaissance and oceanographic surveys by aircraft on actual flight days shall be entitled to VND 20,000/person-day for those performing work on the aircraft and 50% of the above allowance for those directing, managing, serving, and processing flight data.
2. Allowance system for typhoon reconnaissance, tropical weather surveys, and meteorological and oceanographic investigations by ship:
Civil servants and employees conducting reconnaissance and surveys by ship shall be entitled to:
- VND 20,000/person-day on days with typhoons
- VND 10,000/person-day on days without typhoons
III. Food subsidy system:
1. Civil servants and employees working at meteorological-marine stations on the Spratly Islands, DK 1, and Song Tu Tay shall be fully subsidized for monthly food expenses at the level of non-commissioned officers in the military stationed on these islands.
2. Civil servants and employees working at meteorological-marine stations on Bai Long Vien Island, Cu Lao Re Island, Hon Nu Island, and Tho Chu Island shall be subsidized 50% of their monthly food expenses at the level of non-commissioned officers in the military stationed on these islands.
Those who leave the island for more than one month will not be entitled to this subsidy.
B. CALCULATION AND PAYMENT OF ALLOWANCES:
1. Typhoon and flood observation allowances shall be calculated based on actual measurement days during typhoons and floods and paid together with monthly salary (the period for typhoon observation is from the start to the end of the typhoon observation order).
2. Allowances for reconnaissance and oceanographic surveys by aircraft and ships shall be paid immediately upon completion of the mission.
3. Food subsidies at the islands shall be paid together with monthly salary (or quarterly).
1. Annually, based on needs, objects, and the prescribed amounts, each station shall prepare a plan for the allocation of these allowance systems together with regular plans to submit to the General Department Director for review, and the results shall be consolidated into the general budget of the General Department sent to the Ministry of Finance for allocation and disbursement.
C. IMPLEMENTATION ORGANIZATION:
2. The Joint Ministry has the responsibility to inspect and supervise implementation at the facilities.
3. This Circular takes effect from January 1, 1996. Any provisions contrary to this Circular prior to this date are abolished.
During the implementation process, any difficulties should be reported to the Joint Ministry for study and resolution.
