Regarding the issuance of the National List of Foreign Investment Solicitation for the 2006-2010 period

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Directive No. 15/2007/CT-TTg dated June 22, 2007 of the Prime Minister on key measures to promote foreign investment in Vietnam;
Considering the proposal of the Minister of Planning and Investment.
DECISION:
Article 1. Issuing the National List of Projects for Foreign Investment Solicitation for the 2006-2010 period attached hereto (hereinafter referred to as the List).
The List may be adjusted according to specific stages in accordance with the requirements of development.
Article 2. The projects included in the List are important projects that have been approved in principle for investment.
Ministries, sectors, and localities shall be responsible for coordinating and supporting foreign investors in the preparation of project establishment and during the implementation process.
Depending on the scale and nature of each project, The Prime Minister may decide to establish working groups comprising authorized representatives of relevant ministries, sectors, and localities to promptly and effectively address specific issues of the projects.
Article 3. Based on this List, relevant ministries, sectors, and localities shall cooperate with the Ministry of Planning and Investment to prepare project introduction materials as a basis for investment solicitation.
Article 4. The Ministry of Planning and Investment shall act as the focal point, compiling the situation of issuing Investment Certificates for projects in the List; taking the lead and coordinating with the Ministry of Finance and relevant ministries, sectors, and localities to study and propose preferential policies and support for special projects to be submitted to the Prime Minister for consideration and decision.
Article 5. This Decision takes effect 15 days from the date of publication in the Official Gazette and replaces the National List of Projects for Direct Foreign Investment Solicitation for the 2001-2005 period issued together with Decision No. 62/2002/QĐ-TTg dated May 17, 2002 of the Prime Minister.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairpersons of provincial People's Committees under the Central Government, Management Boards of Industrial Zones, Economic Zones, and High-Tech Zones are responsible for implementing this Decision./.
