RESOLUTION

Regular Government Meeting in November 2001 

On the morning of November 29 and throughout November 30, 2001, the Government convened its regular meeting for November 2001 to discuss and adopt the following issues:

1. The Government heard the Minister of Agriculture and Rural Development present the Proposal on the restructuring of agricultural structure, processing of agricultural and forestry products, and rural industries (Plan 2001-2005).

Restructuring the economic structure of agriculture and rural areas is a major policy that has been set forth by the Party and State for many years. Implementing this policy, the Government has directed ministries, sectors, and localities to develop and implement many specific programs and projects, and initial results have been achieved. However, the restructuring of the agricultural economic structure remains slow, with a tendency towards spontaneity, production still not closely aligned with market trends, low efficiency, and difficulties in product sales.

The Government agrees with the solutions proposed in the Proposal and emphasizes several urgent issues that need to be addressed, namely ensuring rapid, effective, and sustainable restructuring of the agricultural economic structure; focusing on implementing breakthrough measures during the restructuring process such as creating conditions for farmers to sign contracts with enterprises for product consumption; ensuring mechanisms for farmers to obtain sufficient capital through science and technology services for agriculture; the restructuring of the economic structure must ensure comprehensive resolution of all three aspects: agriculture, rural areas, and farmers. Ministries and sectors need to clearly define responsibilities and effectively monitor and inspect the implementation process.

The Ministry of Agriculture and Rural Development is tasked to lead, coordinate with the Government Office and related ministries and sectors to incorporate the opinions of Government members, supplement and complete the Proposal, and submit it to the Prime Minister for issuance of a Decision in December 2001.

2. The Government heard the Minister of Justice report on the Draft Opinion of the Government regarding the Project on the Law on the Organization of the National Assembly (Amendment) and the Project on Amending and Supplementing Certain Provisions of the Law on the Election of National Assembly Deputies.

The Ministry of Justice is tasked to lead, coordinate with the Government Office and related agencies to incorporate the opinions of Government members, revise and perfect the comments on the two Law Projects, and submit them to the Drafting Board under the authority of the Prime Minister.

3. The Government heard the Minister, Head of the Government Office report on the summary of opinions of Government members regarding the Project on the Ordinance on Prevention and Control of Social Evils Related to Prostitution.

The Ministry of Labor, Invalids and Social Affairs is tasked to lead, coordinate with the Government Office, the Ministry of Justice, and the Ministry of Public Security to incorporate the opinions of Government members, perfect the Project on the Ordinance, paying particular attention to practical measures to ensure the effectiveness of the law, and report to the Prime Minister before submitting to the Standing Committee of the National Assembly.

4. The Government heard the Report of the Minister of Finance on the Project on the Accounting Law; and the Minister, Head of the Government Office reported on the summary of opinions of Government members regarding the Project on the Law.

Accounting is one of the important tools for calculating, building, and supervising the execution of state budgets, managing and controlling the national economy; it is also a tool for enterprises and organizations to manage and control business activities and fund usage, calculate economics, and supervise the use of materials, assets, capital, and funds. Researching and drafting the Accounting Law is aimed at establishing the highest and most comprehensive legal framework for accounting work, contributing to improving the legal system of the Vietnamese economy and finance.

The Ministry of Finance is tasked to lead, coordinate with the Government Office, the Ministry of Justice, and related agencies to incorporate the opinions of Government members to amend and perfect the Project on the Law, and report to the Prime Minister for review before submitting for comments from the National Assembly Delegations.

5. The Government heard the Minister of Planning and Investment read the Report of the Government on the Project on the Ordinance on Tendering; and the Minister, Head of the Government Office reported on the summary of opinions of Government members regarding the Project on the Ordinance.

Tendering is a complex and sensitive field. In recent times, organizing tenders has been effective and cost-saving for the state budget. However, there are still many shortcomings, lack of experience, and negative practices, which are receiving significant public attention.

The Ministry of Planning and Investment is tasked to lead, coordinate with the Government Office, the Ministry of Justice, and related agencies to study and incorporate the opinions of Government members, perfect the Project on the Ordinance, and submit it to the Prime Minister for review.

6. At the meeting, the Minister of Planning and Investment presented the Government's Report on the situation of the economy and society in November and the first eleven months of 2001.

The situation of the economy and society in the first eleven months of 2001 continued to develop and stabilize, industry maintained high growth rates; state budget revenue exceeded the estimate, significantly increasing compared to the same period last year; some cultural and social fields showed positive changes such as rectifying violations in cultural and information services, journalism, social relief work, poverty reduction programs, employment... However, the import-export sector and state credit disbursement faced great difficulties, and some social evils like drug abuse, prostitution, traffic accidents... were on the rise.

In December, the Government requests ministries, sectors, and localities to focus efforts to achieve the planned goals, particularly emphasizing the promotion of sectors such as import-export, implementation of basic construction investment and services, with a focus on domestic trade, transportation, postal and telecommunications services.
