Regarding the establishment of the Electromechanical Secondary Industrial School

based on the Electromechanical Vocational Training School

THE MINISTER OF INDUSTRY

Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to the Education Law dated December 2, 1998;

Pursuant to Decision No. 24/2000/QĐ-BGDĐT dated July 11, 2000 of the Minister of Education and Training on the issuance of the Charter of the Secondary Technical College;

With the agreement of the Minister of Education and Training in Circular No. 399/TCCB dated January 16, 2001;

At the suggestion of the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Establish the Electromechanical Secondary Industrial School under the Ministry of Industry based on the Electromechanical Vocational Training School.

The Electromechanical Secondary Industrial School is an educational institution training and nurturing cadres with intermediate technical-industrial electromechanical and economic qualifications and technical workers within the education system of the Socialist Republic of Vietnam; it also serves as a research and technology development center for economic and social development. The school is subject to state management by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs, and enjoys state policies and regulations applicable to secondary technical colleges and vocational schools;

- International name in English: Electr0-Mechanical Engineering SCHOOL; abbreviated: EMES,

- Main office: Sa Đỏ Town, Chi Linh District, Hai Duong Province.

Article 2. Primary tasks and scale of training:

1. Train cadres with intermediate technical-industrial electromechanical and economic qualifications and technical workers according to the structure framework of the national education system and the educational and training certificates as stipulated in the Education Law dated December 2, 1998, Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law, and Decree No. 02/2001/NĐ-CP dated January 9, 2001 of the Government detailing the implementation of the Labor Code and the Education Law regarding vocational training;

2. Train and retrain management staff with technical and economic qualifications and high-level technical workers in the electromechanical industry to meet the standards set by the State and the requirements of organizations and individuals both domestically and internationally;

3. Conduct research and implement scientific and technological advancements in the electromechanical industry; integrate teaching with scientific research and production work to enhance training quality to meet increasingly higher demands of production and business;

4. Implement cooperative relationships, linkages, and interconnections in training and retraining staff and conducting and transferring scientific and technological advancements with domestic and international agencies, organizations, and individuals;

5. Manage, develop, and effectively utilize the cadre, teacher, student, material resources, and financial funds of the school provided by the State, and maintain security, order, and social safety within the school.

Scale of training and nurturing staff and workers at the school: from 2000 to 4000 students.

Article 3. Organization and administrative structure of the school.

1. Leadership:

- President;

- Deputy Presidents.

2. Professional departments:

- Departments;

- Faculties, subject groups;

- Student classes;

- Advisory councils.

3. Service and technology transfer units (including: Comprehensive Production and Service Center; research and technology transfer units on electromechanics; foreign languages; information technology; workshops; laboratories; library; dormitory...).

The Director of the Electromechanical Secondary Industrial School shall be responsible for:

- Drafting and promulgating the School Regulations,

- Based on the Charter of the Secondary Technical College and the School Regulations, assigning and arranging staff and teachers for each department according to the professional standards of university, college, and secondary technical college civil servants as issued by Decision No. 538/TCCP-TC dated December 18, 1995 of the Minister, Head of the Civil Service Department of the Government;

- Based on the requirements for training staff and workers during different periods, drafting organizational and operational plans for service, technology transfer units, and submitting them to the Ministry for review and decision.

Article 4. The Electromechanical Secondary Industrial School is a public educational institution with legal personality, having an account at the Treasury and the State Bank, and seals (including embossed and reduced seals) for operation and transactions in accordance with the law.

Article 5. This Decision shall take effect fifteen days from the date of signature.

The Chief of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments and Directors of Bureaus under the Ministry, and the Director of the Electromechanical Secondary Industrial School are responsible for implementing this Decision./.
