JOINT CIRCULAR OF THE MINISTRY OF EDUCATION AND TRAINING AND THE MINISTRY OF FINANCE NO. 13/2002/TTLT-BGDĐT-BTC DATED MARCH 28, 2002 GUIDING THE IMPLEMENTATION OF DECISION NO. 194/2002/QĐ-TTg DATED DECEMBER 21, 2001 OF THE PRIME MINISTER ON THE ADJUSTMENT OF THE LEVEL OF POLICY SCHOLARSHIPS AND SOCIAL ASSISTANCE FOR STUDENTS AND STUDYING AT PUBLIC TRAINING INSTITUTIONS WHO ARE MEMBERS OF ETHNIC MINORITY GROUPS AS PROVIDED FOR IN DECISION NO. 1121/1997/QĐ-TTg DATED DECEMBER 23, 1997 OF THE PRIME MINISTER
Implementing Decision No. 194/2002/QĐ-TTg dated December 21, 2001 of the Prime Minister on the adjustment of the level of policy scholarships and social assistance for students and studying at public training institutions who are members of ethnic minority groups as provided for in Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister, the Ministry of Education and Training and the Ministry of Finance guide the implementation of the adjustment of the level of policy scholarships and social assistance for students and studying at public training institutions as follows:
I. OBJECTS OF APPLICATION AND SCOPE OF ADJUSTMENT OF THE LEVEL OF POLICY SCHOLARSHIPS AND SOCIAL ASSISTANCE
The objects entitled to the adjustment of the level of policy scholarships and social assistance are students and studying at public training institutions who are members of ethnic minority groups and are entitled to policy scholarships and social assistance as prescribed in Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social assistance for students and studying at public training institutions.
- The level of policy scholarships is adjusted from 120,000 VND/person/month to 160,000 VND/person/month applicable to undergraduate students, students of ethnic minority preparatory schools for university, and students of boarding schools for ethnic minorities.
- The level of social assistance is adjusted from 100,000 VND/person/month to 140,000 VND/person/month applicable to students and studying at public training institutions located in highland, remote, and particularly difficult socio-economic areas, in regular full-time programs.
The list of communes with particularly difficult socio-economic conditions shall be implemented according to the Decisions of the Prime Minister.
The budget for implementing the level of policy scholarships and social assistance for students and studying at public training institutions who are members of ethnic minority groups as prescribed in this Circular shall be allocated in the annual budget estimates of the Ministries and localities.
II. IMPLEMENTATION
The Ministries and localities must ensure the allocation of funds for implementing the scholarship and social assistance policies as prescribed.
The provisions regarding the level of policy scholarships and social assistance in this Circular replace the provisions regarding the level of policy scholarships stipulated in points a, b, c, Section 1, Point II, Part I and the level of social assistance stipulated in Section 1, Point I, Part II of Joint Circular No. 53/1998/TTLT-BGDĐT-BTC-BLDTBXH dated August 25, 1998 guiding the implementation of scholarship and social assistance policies for students and studying at public training institutions issued by the Joint Ministries of Education and Training, Finance, and Labor, Invalids, and Social Affairs, and point 1, Section 2, Part II of Joint Circular No. 126/1998/TTLT-BTC-BGDĐT dated September 9, 1998 of the Joint Ministries of Finance and Education and Training guiding certain financial policies for students at boarding schools for ethnic minorities and preparatory schools for university.
Other contents shall continue to be implemented in accordance with Joint Circular No. 53/1998/TTLT-BGDĐT-BTC-BLDTBXH dated August 25, 1998 of the Joint Ministries of Education and Training, Finance, and Labor, Invalids, and Social Affairs and Joint Circular No. 126/1998/TTLT-BTC-BGDĐT dated September 9, 1998 of the Joint Ministries of Finance and Education and Training.
This joint circular takes effect from January 1, 2002.
III- IMPLEMENTATION PROVISIONS
During the implementation process, if any difficulties arise, please report them to the Joint Ministries for study and resolution.
In the course of implementation, if any difficulties arise, they are recommended to be reported to the relevant ministries for study and resolution.
