THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on the management of pricing for postal and telecommunications services;

At the proposal of the Director of the Planning and Finance Department,

DECISION:

Article 1. Amending and supplementing certain contents of Decision 148/2003/QĐ-BBCVT dated August 26, 2003 of the Posts and Telecommunications Ministry regarding the issuance of temporary interconnection tariffs between telecommunications service providers as follows:

1. Adjusting to reduce the interconnection tariff for mobile phone networks of enterprises with significant market power (SMP) stipulated in Article 5 and Article 6 of Decision 148/2003/QĐ-BBCVT for incoming calls to this mobile network from 820 dong/minute to 765 dong/minute. This rate does not include value-added tax.

Effective date from May 1, 2004.

2.  Amending Article 9 of Decision 148/2003/QĐ-BBCVT as follows:

"Interconnection tariffs for domestic long-distance telephone calls, mobile telephone calls, and international telephone calls are reduced by 30% during off-peak hours as follows:"

From 11 PM the previous night to 7 AM the following morning from Monday to Saturday;

Sunday and public holidays.

Effective date from July 1, 2003.

Article 2. This Decision takes effect from the date of signature. All previous provisions contrary to this Decision are abolished.

Article 3. The Director of the Office, Heads of the Planning and Finance Department, Heads of units under the Posts and Telecommunications Ministry, General Directors, and Directors of telecommunications service providers shall be responsible for implementing this Decision./.
