Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;
Considering the proposal of Vietnam Post and Telecommunications Corporation at Circular No. 27/GCTT-HĐQT dated January 28, 2005 regarding the plan to reduce channel leasing tariffs;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. Attached to this Decision is the tariff table for inter-provincial telecommunication channel leasing services of Vietnam Post and Telecommunications Corporation.
Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette. Previous regulations contrary to this Decision are abolished.
Article 3. The Heads of the Office, Department of Planning and Finance, Vietnam Post and Telecommunications Corporation, and related units shall be responsible for implementing this Decision./.
TABLE OF TELECOMMUNICATION CHANNEL LEASING FEES FOR INTER-PROVINCIAL SERVICES
OF VIETNAM POST AND TELECOMMUNICATIONS CORPORATION

of the Minister of Posts and Telecommunications)

Specific provisions:
1. The inter-provincial telecommunication channel leasing fee zones are specified in the attached annex. The end point of the inter-provincial telecommunication channel is the long-distance transmission center of Vietnam Post and Telecommunications Corporation located in provinces and centrally-administered cities. The fees listed above do not include the intra-provincial transmission channel connection fees for inter-provincial channels.
2. Intra-provincial transmission channels (including intra-city transmission) for connecting inter-provincial channels:
The fee levels at each end are defined as follows:
2.1. For the three cities of Hanoi, Ho Chi Minh City, and Da Nang, divided into two levels:
2.1.1. Not exceeding 85% of the same speed rate (Level 1) in the intra-city channel leasing tariff table for cases where the customer's endpoint is within the inner city districts;
2.1.2. Not exceeding 85% of the same speed rate (Level 2) in the intra-city channel leasing tariff table for cases where the customer's endpoint is in suburban counties.
2.2. For the remaining provinces and cities, divided into two levels:
2.2.1. Not exceeding 50% of the same speed rate (Level 1) in the intra-provincial channel leasing tariff table for cases where the endpoint is within the urban area, provincial capital city, or inner city districts of centrally-administered cities;
2.2.2. Not exceeding 50% of the same speed rate (Level 2) in the intra-provincial channel leasing tariff table for other cases.
3. These fees do not include value-added tax (VAT).
4. Vietnam Post and Telecommunications Corporation:
- Specifies initial network connection and integration fees.
- Specifies specific fee levels within the tariff framework established by this Decision.
- Specifies fee reductions for long-term lease customers (annual leases) with a maximum reduction of up to 15% compared to the minimum fee set by the Ministry.
- When issuing specific fee levels within its authority, the Corporation shall notify the Ministry of Posts and Telecommunications before the decision takes effect.
Applicability:
- Customers using inter-provincial dedicated channel services of Vietnam Post and Telecommunications Corporation.
- For telecommunications service providers with licenses, the dedicated inter-provincial channel leasing fees apply the minimum rates specified in the tariff table.
