CIRCULAR

Guidelines for Admissions to Undergraduate and College-level Nursing and Medical Technology Training Programs, Public Health University Part-time Study Program - 2005

- Based on Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

 

- Based on the Education Law promulgated by the President through Decree No. 09L/CTN dated December 2, 1998;

- Based on Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

- Based on Resolution No. 46-NQ/TW dated February 23, 2005 of the Politburo on health care work to protect and improve people's health in the new situation;

- Based on Directive No. 06-CT/TW dated January 22, 2002 of the Central Committee Secretariat on consolidating and perfecting the primary healthcare network;

- Based on Decision No. 35/2001/QĐ-TTg dated March 19, 2001 of the Prime Minister approving the Strategy for People's Health Care and Protection from 2001 to 2010;

To implement the plan for developing human resources to serve the cause of protecting, caring for, and improving people's health, the Ministry of Health issues guidelines for admissions to undergraduate and college-level nursing and medical technology training programs, and part-time study program at Public Health University in 2005 as follows:

1. In order to meet the demand for human resources serving the cause of protecting and caring for people's health and to create favorable conditions for cadres who have graduated from secondary medical schools to be trained up to university level so that after graduation they can continue working better at their original units, the Ministry of Health has decided to admit students for undergraduate and college-level training in nursing and medical technology specialties, and part-time study program at Public Health University.

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

2. The admission process for undergraduate and college-level training in nursing and medical technology specialties, and part-time study program at Public Health University shall be carried out in accordance with the general regulations of the Admissions Regulations for universities and colleges currently in force issued by the Ministry of Education and Training and the guidance documents issued by the Ministry of Health.

3. The enrollment quotas for part-time study programs for each specialty will be specifically announced by the schools to the provincial health departments (hereinafter referred to as provinces) within the recruitment areas based on the total quotas assigned by competent state agencies to universities and colleges. Schools are not allowed to recruit beyond the assigned quotas.

4. Upon completion of the course, the schools will hand over the students along with their files to the sending units for job placement. Students who fail to graduate or must stop studying before graduation will also be returned to their provinces or sending units for resolution.

5. Recruitment Areas: These are divided according to the current regulations of the Ministry of Education and Training.

6. Other Provisions

Each candidate’s examination region is determined based on the address of the workplace where the candidate is employed.

a) Long-term labor contracts refer to contracts with a term of one year or more and where the employee is required to contribute to social insurance, hereinafter referred to as labor contracts.

b) Contracts within the staffing quota are understood as contracts signed in accordance with Circular No. 08/TT-LB dated April 20, 1995 of the Joint Ministries of Health - Finance - Labor, Invalids and Social Affairs - Civil Service Administration (now the Ministry of Home Affairs). Contracts within the staffing quota are considered a form of long-term labor contract.

Vietnamese citizens who are working in the correct specialty and educational level, holding a diploma in Associate Degree or Secondary Medical School in a relevant specialty, trained according to the curriculum of the Ministry of Health, may take the entrance examination for the corresponding specialty.

III. ADMISSION STANDARDS

1. Political Quality

Clear personal and family history, completion of assigned tasks, good moral character, full compliance with state policies, guidelines, and laws. Those under disciplinary action (from reprimand onwards) are not eligible for admission.

2. Educational Level

All candidates must have completed high school education, supplementary education, or passed cultural subjects in the training program of secondary medical or pharmaceutical schools, confirmed by the training institution.

3. Professional Qualifications

a) Undergraduate and Associate Degree Nursing and Medical Technology Training from Secondary Level:

Candidates must hold a diploma in secondary nursing, midwifery, or technical assistant in a relevant specialty; if they have a secondary medical diploma, they must also have a certificate of conversion to secondary nursing according to the curriculum of the Ministry of Health issued by authorized training institutions.b) Undergraduate Nursing and Medical Technology Training from Associate Degree Level:

Candidates must hold a diploma in Associate Degree Nursing or Associate Degree Medical Technology in a relevant specialty. c) Undergraduate Public Health Training:

Candidates must hold a diploma in secondary medical school. 4. Professional Experience

Professional experience refers to continuous work in the correct specialty after graduating from an associate degree or secondary medical school, calculated from the date of the decision on recruitment as civil servants or employees by the competent authority, employment contracts in the correct specialty in public or legitimate private healthcare facilities, or personal permission to practice medicine or pharmacy privately, until October 31 of the year of the examination.

For secondary medical graduates converted to nursing: Professional experience is calculated from the date of the conversion certificate to October 31 of the year of the examination.

There are two standards for professional experience:

a) One year (12 months) of professional experience:

Applies to:

- Individuals with an Associate Degree or Secondary Vocational Medical Diploma in the correct specialty with excellent grades.

- Medical assistants who have obtained a certificate of conversion to nursing.

- Individuals planned to be teaching staff at universities, colleges, and secondary medical schools.

- Individuals with an Associate Degree in Medical School after obtaining a Secondary Medical Diploma in the same specialty.

b) Two years (24 months) of professional experience:

Applies to individuals not covered by the provisions of point a above.

5. Health Status

Must be in good health to study and work as stipulated in Circular No. 10/TT-LB dated August 18, 1989 of the Joint Ministries of Health - Higher Education, Secondary Education, and Vocational Training.

Having sufficient health to study and work in accordance with Circular No. 10/TT-LB issued by the Joint Ministry of Health - Higher Education, Vocational Training, and Enterprises on August 18, 1989.

IV. PRIORITY POLICIES

Admission to the school shall be prioritized according to regions, and within each region, there are certain groups prioritized under policy.

1. Priority by zone

As per the current regulations of the Ministry of Education and Training.

2. Policy Priorities

a) Priority group 1:

- Heroes of the armed forces, labor heroes, national model workers.

- Ethnic minority individuals working in Region 1 (KV1).

- War invalids, disabled veterans, those entitled to benefits similar to war invalids.

- Teachers at universities, colleges, and specialized secondary medical schools.

b) Priority group 2:

- Individuals continuously working in KV1 for at least 24 months up to October 31 of the year of the examination.

- Ethnic minority individuals not belonging to the first priority group.

- Individuals directly caring for AIDS patients, conducting autopsies.

- Individuals working at Commune Health Stations, Town Health Stations in KV1, Leper Hospitals, Dermatology Hospitals, Psychiatric Hospitals, Tuberculosis Hospitals, having worked there for at least 24 months up to October 31 of the year of the examination.

- Head nurses (head ward nurses), head midwives, head technicians in hospital departments.

- Individuals awarded orders of resistance, medals of resistance, orders of labor.

- Model workers at provincial level, centrally-administered city level for two consecutive years prior to the examination year.

- Individuals awarded certificates of creativity by the Vietnam General Confederation of Labor.

- Children of martyrs, war invalids, disabled veterans, or those entitled to benefits similar to war invalids.

Each individual can only enjoy one highest policy priority standard.

V. APPLICATION DOCUMENTS

1. A registration form issued by the employer's agency sending the candidate to take the exam and approved by the Provincial Department of Health. Candidates working in non-health units must have a recommendation from their management agency.

2. Legal copies of documents related to educational history (originals must be presented upon enrollment):

- Graduation certificate and grade sheet of relevant vocational college or specialized secondary medical education.

- Graduation certificate of general secondary school or equivalent supplementary education.

3. A certified copy of the birth certificate.

4. Certificate of health fitness for study issued by a healthcare unit at the district level or higher.

5. Certificate of admission priority status issued by the competent authority.

6. Decision on dispatch for study (to be submitted upon enrollment) issued by the management agency of the workforce.

7. Legal copies of documents related to work history (originals must be presented upon enrollment):

- Recruitment decision for civil servants or public employees by the competent authority or employment contract in public healthcare facilities.

- Private practice license in medicine or pharmacy, confirmation of practice duration issued by the Provincial Department of Health (for private practitioners).

- Labor contracts, social insurance books (for other candidates).

8. Four recent photographs taken within six months size 4x6 (one photo affixed to the application form, stamped with a seal).

Other documents: As prescribed by the school.

Candidates must submit their application forms to the Admissions Board of the respective schools within the specified deadline.

Officials signing decisions to send people to study must bear legal responsibility for the legality of the application files of those seeking to go to study.

VI. ORGANIZATION OF THE EXAM AND SELECTION

1. Subjects

Candidates must take three subjects: Mathematics, Chemistry, and Specialty Subject.

a) Mathematics and Chemistry: Secondary school or supplementary education level according to the current curriculum of the Ministry of Education and Training.

b) Specialty Subject: A combination of subjects taught in a College program (for university admissions from a College level) or High School program (for university and college admissions from a High School level) according to the curriculum of the Ministry of Health, suitable for the applied field.

Candidates who already hold a High School Medical Diploma and have a University or College diploma in the fields of Medicine, Pharmacy, Natural Sciences, Engineering, if they have previously taken both Mathematics and Chemistry subjects during their university or college admissions process, will be exempt from these subjects and only need to take the specialty subject. These candidates must include a legal copy of their University or College graduation certificate and a confirmation letter from their training institution stating that they have taken the entrance exams for Mathematics and Chemistry in their application dossier.

If candidates wish to achieve higher scores, those exempt from Mathematics and Chemistry may still choose to take these subjects and be considered for admission alongside other candidates.

Candidates applying for university admissions from a College level only need to take the specialty subject.

2. Exam Organization

The exam schedule is determined by the schools and reported to the Ministry of Health (Department of Science and Training), while simultaneously publicly announced through mass media for candidates in the school's recruitment area.

Schools may organize review classes for candidates. The review class duration and fees are regulated by the school according to current regulations.

3. Selection

a) Candidates meeting the criteria and achieving the required score, including a minimum of 5 points in the specialty subject and no zero scores in cultural subjects, will be selected for admission.

For candidates exempt from Mathematics and Chemistry and only taking the specialty subject, the passing score is calculated as an average score of one subject and must be no less than 5 points.

b) Universities and colleges determine admission scores by region, giving priority to candidates from mountainous areas, remote regions, border areas, islands, and regions facing difficulties in nursing and technical personnel.

c) Review the entire dossier of admitted candidates and, when necessary, conduct interviews with the agencies dispatching candidates to verify the legality of the documents in the dossier.

Any false declarations in the application will be handled according to the current admission regulations of the Ministry of Education and Training.

d) Compile the list of admitted candidates and report to the Ministry of Health.

VII. LIVING ALLOWANCE AND TUITION FEES

1. Students admitted under state budget quotas must pay tuition fees in accordance with current regulations; for students trained under specific agreements, localities sign direct contracts with training institutions.

2. During the study period, salaries and all benefits of students are handled by the sending agency according to current regulations.

3. Students admitted without state budget support must pay tuition fees and other charges (if applicable) in accordance with current regulations.

VIII. IMPLEMENTATION PROVISIONS

This Circular takes effect fifteen days after its publication in the Official Gazette.

Upon receipt of this Circular, units and localities shall organize its implementation, select cadres to participate in the admission examination and study in accordance with the specified categories and standards set forth in this Circular.

Universities and colleges shall announce on mass media for candidates to be aware of and implement admissions work in accordance with current regulations to ensure training quality and social fairness.

In the implementation process, if units or localities encounter difficulties, they must report to the Ministry of Health (Department of Science and Training) for timely consideration and resolution./.
