THE MINISTER OF EDUCATION AND TRAINING
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 166/2004/NĐ-CP dated September 16, 2004 of the Government stipulating the responsibilities for state management of education;
At the proposal of the Director of the Department of Vocational Education.

Article 1. This Decision promulgates the Regulations on vocational secondary education in the form of combined work and study.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette. Previous regulations on vocational secondary education in the form of part-time, specialized training, and combined work and study that conflict with this Decision are hereby abolished.
Article 3. The Heads of the Office, Directors of the Department of Vocational Education, Heads of relevant units under the Ministry of Education and Training, directors of provincial Departments of Education and Training, Heads of central ministries and sectors, and Chairpersons of People's Committees of centrally governed cities and provinces having vocational secondary education institutions, Principals of vocational secondary schools, and educational establishments providing vocational secondary education shall be responsible for implementing this Decision./.
