THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science;

Considering the proposal of the Director of the Vietnam Academy of Agricultural Science and the Head of the Department of Organization and Cadres,

DECISION:

Article 1. Position and Functions

1. The Institute of Agricultural Science and Technology of the South Central Coast is established based on the South Central Coast Agricultural Research Center according to point "i", Clause "1", Article 2 of Decision No.: 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science.

2. The Institute of Agricultural Science and Technology of the South Central Coast is a scientific public service unit under the Vietnam Academy of Agricultural Science, tasked with conducting scientific research and transferring agricultural technology to serve the economic and social development of the South Central Coast region.

3. The State invests and allocates operating funds to the Institute, which is authorized to use its seal and open a separate account at the National Treasury in accordance with the law. The international trade name in English of the Institute is: Agricultural Science Institute for Southern Coastal Central of Vietnarn, abbreviated as ASISOV.

The main office of the Institute is located in Quy Nhon City, Binh Dinh Province.

Article 2. Tasks of the Institute

1. To develop long-term, five-year, and annual scientific research programs and technology transfer projects serving the economic and social development goals of the South Central Coast region (hereinafter referred to as the Region), submit them to the competent authority for approval, and organize their implementation after approval.

2. To conduct scientific research and technology transfer in the following areas:

a) Research on selection, creation, and production of cereal, food, industrial, fruit, fodder, flower, and ornamental plant varieties suitable for the natural and social conditions of the Region;

b) Research on the scientific basis, construction of intensive cultivation methods, quality of agricultural products, agroforestry integration, improvement and efficient use of land and water resources, and environmental protection;

c) Research on rural development and agricultural and forestry product markets in the Region;

d) Research on reasonable and effective livestock farming models in the Region;

đ) Research on processing agricultural and forestry products and post-harvest preservation.

3. To implement rural extension tasks in the Region.

4. To carry out international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in agriculture and rural development fields in accordance with state regulations.

5. To collaborate with domestic organizations in scientific research and technological development, new technology trials, and human resource training in assigned fields in accordance with the law.

6. To engage in business operations in compliance with the law.

7. To manage and utilize human resources, funds, and assets effectively in accordance with the law.

Article 3. Organizational Structure

1. Leadership of the Institute:

The leadership of the Institute of Agricultural Science and Technology of the South Central Coast consists of the Director and Deputy Directors.

a) The Director is appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Science. The Director manages the Institute under the head system and is responsible before the Director of the Vietnam Academy of Agricultural Science and the law for all activities of the Institute.

b) The Deputy Directors are appointed by the Director of the Vietnam Academy of Agricultural Science upon the recommendation of the Director. The Deputy Directors assist the Director and are responsible before the Director and the law for the tasks assigned by the Director.

2. Departments assisting the Director in performing tasks:

a) Department of Science and International Cooperation,

b) Department of Organization and Administration;

c) Department of Finance and Accounting.

Each Department has a Head and Deputy Head.

3. Research Departments:

a) Department of Cereal Crop Research;

b) Department of Food Crop Research;

c) Department of Flower and Ornamental Plant Research;

d) Department of Soil Science and Environment;

e) Department of Agricultural Systems;

f) Department of Technology Transfer and Rural Extension.

Each Department has a Head and Deputy Head.

4. Subordinate units of the Institute:

a) Center for Research and Development of Perennial Crops (perennial crops include fruit, industrial, and forestry trees); Located in Cat Hanh Commune, Phu Cat District, Binh Dinh Province;

b) Center for Research and Development of Semi-Arid Crops; Located in Phuoc Nam Commune, Ninh Phuoc District, Ninh Thuan Province; Each Center has a Director and Deputy Director; They are authorized to use their own seals and open accounts pursuant to the Director's authorization and the law.

Article 4. The Director of the Vietnam Academy of Agricultural Science is entrusted to specify detailed tasks and approve the Charter of organization and operation of the Institute; The Director of the Institute of Agricultural Science and Technology of the South Central Coast is entrusted to define the functions, tasks, organizational structure, and operational regulations for subordinate units; to register the Institute's scientific and technological activities with competent authorities in accordance with current state regulations.

Article 5. Effective Date

This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 6. Responsibility for Implementation

The Chief of the Office, Heads of the Department of Organization and Cadres, Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Science, and the Director of the Institute of Agricultural Science and Technology of the South Central Coast are responsible for implementing this decision./.
