Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Prime Minister promulgating the Training and Capacity Building Regulations for Civil Servants;
At the proposal of the Director of the Department of Training and Capacity Building for State Civil Servants.

Article 1. This Decision hereby promulgates the "Regulations on Training Programs and Capacity Building for Knowledge and Skills in State Management for Civil Servants" attached hereto.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Ministers of the Ministries, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and Heads of related units are responsible for implementing this Decision./.
