Pursuant to the Quality Goods Ordinance No. 18/1999/PL-UBTVQH10 dated December 24, 1999 of the Standing Committee of the National Assembly;
Pursuant to Decree No. 179/2004/NĐ-CP dated October 21, 2004 of the Government on state management of goods quality;
Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
Considering the proposal of the Director of the Vietnam Drug Administration,
DECISION:
Article 1. Amending Article 2 on the effective date of Decision No. 35/2006/QĐ-BYT dated November 10, 2006 of the Minister of Health on the issuance of the "Regulation on Cosmetic Management" as follows:
This regulation shall take effect from April 1, 2007.
Abolishing Decision No. 3629/1998/QĐ-BYT dated December 19, 1998 of the Minister of Health on the issuance of the list of cosmetics required to register their quality with the Ministry of Health, Decision No. 19/2001/QĐ-QLD dated April 27, 2001 of the Director of the Vietnam Drug Administration on the issuance of temporary regulations for the registration of imported cosmetics that directly affect human health, and Circular No. 3716/QLD dated July 3, 2001 of the Vietnam Drug Administration on the announcement of cosmetic quality standards.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Ministry of Health's Office, the Inspector General of the Ministry of Health, the Director of the Vietnam Drug Administration, the Heads of subordinate units under the Ministry, the Directors of Health Departments of provinces and centrally governed cities, and the Heads of health sector units are responsible for implementing this Decision.
