CIRCULAR
ISSUING THE SHORT-TERM TRAINING PROGRAM FOR NATIONAL DEFENSE AND SECURITY EDUCATION TEACHERS

BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007, PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES AT THE MINISTRY LEVEL;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
BASED ON THE GOVERNMENT DECREE NO. 116/2007/NĐ-CP OF JULY 10, 2007, ON NATIONAL DEFENSE AND SECURITY EDUCATION;
AT THE PROPOSAL OF THE DIRECTOR OF THE NATIONAL DEFENSE EDUCATION DEPARTMENT, THE MINISTER OF EDUCATION AND TRAINING DECIDES TO ISSUE THIS CIRCULAR AS FOLLOWS:
Article 1. ATTACHED TO THIS CIRCULAR IS THE SHORT-TERM TRAINING PROGRAM FOR NATIONAL DEFENSE AND SECURITY EDUCATION TEACHERS.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT 45 DAYS FROM THE DATE OF SIGNATURE AND SHALL REPLACE THE DECISION NO. 46/2000/QĐ-BGD&ĐT OF OCTOBER 18, 2000, ISSUED BY THE MINISTER OF EDUCATION AND TRAINING REGARDING THE SHORT-TERM TRAINING PROGRAM FOR NATIONAL DEFENSE EDUCATION TEACHERS IN HIGH SCHOOL AND VOCATIONAL SCHOOLS.
Article 3. THE HEAD OF THE OFFICE, THE DIRECTOR OF THE NATIONAL DEFENSE EDUCATION DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, THE PRINCIPALS OF TEACHER COLLEGES, AND THE DIRECTORS OF EDUCATION AND TRAINING DEPARTMENTS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
