On the national target program for the 2011-2015 period

SOCIALIST REPUBLIC OF VIET NAM

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;

Based on the Law on the Organization of the National Assembly; the State Budget Law; Resolution No. 10/2011/QH13 dated November 8, 2011 of the National Assembly on the Socio-Economic Development Plan for the 2011-2015 period;

After considering Report No. 211/BC-CP dated October 17, 2011 of the Government; Report No. 142/BC-UBTCNS13 dated October 18, 2011 of the Committee for Finance and Budget; Report No. 59/BC-UBTVQH13 dated November 8, 2011 of the Standing Committee of the National Assembly on the implementation of the national target programs in 2011, the proposed plan for 2012 and the plan for the 2011-2015 period, and the opinions of the National Assembly deputies,

RESOLUTION:

Article 1. The list of national target programs for the 2011-2015 period includes:

1. The National Target Program on Employment and Vocational Training;

2. The National Target Program on Sustainable Poverty Reduction;

3. The National Target Program on Clean Water and Environmental Sanitation in Rural Areas;

4. The National Target Program on Health;

5. The National Target Program on Population and Family Planning;

6. The National Target Program on Food Safety;

7. The National Target Program on Culture;

8. The National Target Program on Education and Training;

9. The National Target Program on Drug Prevention and Control;

10. The National Target Program on Crime Prevention and Control;

11. The National Target Program on Energy Efficiency and Rational Use;

12. The National Target Program on Response to Climate Change;

13. The National Target Program on New Rural Development;

14. The National Target Program on HIV/AIDS Prevention and Control;

15. The National Target Program on Bringing Information to Mountainous Areas, Remote Areas, Border Areas, and Islands;

16. The National Target Program on Pollution Mitigation and Environmental Improvement.

Article 2. The total budget for implementing the national target programs for the 2011-2015 period shall not exceed 276,372 billion VND, of which the central government budget is 105,392 billion VND (excluding the amount allocated for Program 135 Phase 3 and Program 30a in 2011), local government budget is 61,542.5 billion VND, foreign sources are 19,987.5 billion VND, credit sources are 39,815 billion VND, and other mobilized sources are 49,635 billion VND.

Article 3. The Government shall:

1. Review the objectives, tasks, timeframes, and specific resources of each component project under each national target program and submit them to the Standing Committee of the National Assembly for comments before implementation.

2. Develop measures to improve the quality of management, inspection, and supervision of the implementation and resource utilization of the national target programs to ensure their effectiveness.

Article 4. The Standing Committee of the National Assembly, the Committee for Finance and Budget, the Ethnic Council, other Committees of the National Assembly, delegations of National Assembly members, and individual National Assembly deputies shall supervise the implementation of the national target programs at ministries, sectors, and localities according to their functions and responsibilities.
