Circular No. 13/2011/TT-BGDĐT Issuing the Regulation on the Organization and Operation of Primary Schools, Junior High Schools, Senior High Schools, and Multi-Level General Education Private Schools

CIRCULAR

ISSUING REGULATIONS ON THE ORGANIZATION AND OPERATIONS OF ELEMENTARY SCHOOLS, LOWER SECONDARY SCHOOLS, UPPER SECONDARY SCHOOLS, AND PRIVATE GENERAL EDUCATIONAL INSTITUTIONS WITH MULTIPLE GRADE LEVELS

BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS, AND STRUCTURE OF MINISTRIES AND GOVERNMENT AGENCIES AT THE SAME LEVEL;

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

THE MINISTER OF EDUCATION AND TRAINING DECIDES:

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education;

At the proposal of the Director of the Secondary Education Department,

THIS CIRCULAR SHALL TAKE EFFECT FROM MAY 15, 2011. ALL PRIOR PROVISIONS CONTRADICTING THIS CIRCULAR ARE ABROGATED.

Article 1. Chairmen of provincial People's Committees under the central city, Directors of Departments of Education and Training, Heads of Education and Training Offices, Principals of primary schools, junior high schools, high schools, and general education schools with multiple levels of private type, and related organizations and individuals are responsible for implementing this Circular./.

Article 2. THE HEAD OF THE OFFICE, DIRECTORS OF THE DIVISION OF SECONDARY EDUCATION, DIRECTORS OF THE DIVISION OF PRIMARY EDUCATION, HEADS OF UNITS RELATED TO THE MINISTRY OF EDUCATION AND TRAINING, CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, DIRECTORS OF EDUCATION AND TRAINING DEPARTMENTS, PRINCIPALS OF ELEMENTARY SCHOOLS, LOWER SECONDARY SCHOOLS, UPPER SECONDARY SCHOOLS, AND PRIVATE GENERAL EDUCATIONAL INSTITUTIONS WITH MULTIPLE GRADE LEVELS, AND DIRECTORS OF COMPREHENSIVE VOCATIONAL TRAINING CENTERS OPERATING UNDER THE PRIVATE SECTOR SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.

Article 3. The Director of the Office, the Heads of the Secondary Education Department, the Heads of the Primary Education Department, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of the People's Committees of provinces and centrally governed cities, the Directors of Departments of Education and Training, the Principals of primary schools, junior high schools, high schools, and multi-grade private general education schools, and the Directors of private comprehensive vocational training centers shall be responsible for implementing this Circular.
