Issuing the National Technical Regulation on Anfo Explosives

Pursuant to Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and Decree No. 44/2011/NĐ-CP dated June 14, 2011 amending and supplementing Article 3 of Decree No. 189/2007/NĐ-CP dated December 27, 2007;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical regulations;
Article 1. The National Technical Regulation on Anfo Explosives is hereby issued together with this Circular.
Article 2. This Circular takes effect from July 26, 2012.
Article 3. The Heads of the Ministry's Office, the Inspectorate of the Ministry, the Directors of Departments, General Administrators, Bureau Chiefs under the Ministry, Directors of Provincial Departments of Industry and Trade, Heads of agencies, organizations, and individuals related to this Circular shall be responsible for its implementation.
