BASED ON THE BIODIVERSITY LAW NO. 20/2008/QH12 OF JANUARY 13, 2008, PASSED BY THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIET NAM;
BASED ON THE DECREE NO. 69/2010/NĐ-CP OF JUNE 21, 2010 ON BIOLOGICAL SAFETY FOR GENETICALLY MODIFIED ORGANISMS, GENETIC MATERIALS, AND PRODUCTS OF GENETICALLY MODIFIED ORGANISMS;
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
AT THE PROPOSAL OF THE DIRECTOR OF THE ENVIRONMENT ADMINISTRATION, THE HEAD OF THE PLANNING DEPARTMENT, AND THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT;

THE MINISTER, THE HEADS OF GOVERNMENT MINISTRIES, GOVERNMENT AGENCIES, THE CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, THE DIRECTOR OF THE ENVIRONMENT ADMINISTRATION, THE HEADS OF THE SUBORDINATE UNITS OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT, THE DIRECTORS OF THE ENVIRONMENT DEPARTMENTS OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, AND THE ORGANIZATIONS AND INDIVIDUALS RELATED TO THIS MATTER SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
