GUIDELINES FOR IMPLEMENTING BEHAVIORAL CHANGE EDUCATION ON FAMILY CONSTRUCTION AND DOMESTIC VIOLENCE PREVENTION AND CONTROL IN EDUCATIONAL INSTITUTIONS UNDER THE NATIONAL EDUCATION SYSTEM

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 76/2013/NĐ-CP dated June 17, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to DecreeNo. Decree No. 106/2012/NĐ-CP dated December 20, 2012 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Labor, Invalids and Social Affairs;

The Ministers of Education and Training, Culture, Sports and Tourism, Labor, Invalids and Social Affairs, and Public Security hereby issue these joint circulars to guide the implementation of behavioral change education on family construction and domestic violence prevention and control in educational institutions under the national education system.i1. Article 1. Scope of Regulation and Applicability

refers to respecting, caring about, sharing roles, responsibilities, rights, and obligations of family members in performing family functions; promoting good traditions of Vietnamese families; ensuring education and care for the health and spirit of family members, especially pregnant women, the elderly, and children.

Behavior for preventing and controlling domestic violence

Article 2. Interpretation of Terms

1. refers to cultural behavior, controlling emotions that are detrimental to oneself and other family members, fair and equal treatment, respect among family members, and compliance with laws on preventing and controlling domestic violence. Behavioral change education on family construction and domestic violence prevention and control

2. is the process of providing basic knowledge and skills and guiding family members on building warm, progressive, and happy families and preventing and controlling domestic violence to create a favorable environment for positive behaviors to be implemented. Article 3. Content of behavioral change education on family construction and domestic violence prevention and control

3. 1. Roles, responsibilities, rights, and obligations of family members. 2. Knowledge and skills in dealing with situations, parenting skills, and being a child in family construction and domestic violence prevention and control.

3. Values of the family and relationships between individuals, families, and society.

4. Knowledge and skills in family construction and measures to prevent, intervene, and promptly address cases related to domestic violence.

2. Knowledge, skills in interpersonal behavior, parenting skills, and family relationships in building families and preventing domestic violence.

3. Values regarding families and the relationship between individuals, families, and society.

4. Knowledge and skills in building families and measures for timely prevention, intervention, and handling cases related to domestic violence.

Article 4. Forms of education for behavior transformation in family building and domestic violence prevention

1. Through integration and incorporation of knowledge on education for behavior transformation in family building and domestic violence prevention into subjects and educational activities.

2. Through training, capacity-building, propaganda, and education for behavior transformation in family building and domestic violence prevention.

3. Through collaborative activities between schools, families, communities, and society.

Article 5. Educational activities for behavior transformation in family building and domestic violence prevention

1. Surveying and evaluating the current needs of students, teachers, managers, staff, employees, and parents of students at educational institutions regarding education for behavior transformation in family building and domestic violence prevention.

2. Compiling and issuing communication materials and educational products for behavior transformation in family building and domestic violence prevention, with a focus on gender equality.

3. Conferences, seminars, training sessions, and propaganda to disseminate contents and legal knowledge aimed at educating for behavior transformation in family building and domestic violence prevention.

4. Commending and rewarding individuals and organizations with outstanding achievements in educational activities for behavior transformation in family building and domestic violence prevention.

5. Visits, learning exchanges, and experience sharing among educational institutions regarding activities for behavior transformation in family building and domestic violence prevention.

Article 6. Responsibilities of educational institutions in education for behavior transformation in family building and domestic violence prevention

1. Implementing propaganda and dissemination of legal knowledge, enhancing awareness and skills for behavior transformation in family building and domestic violence prevention for students, teachers, managers, staff, employees, and parents of students at educational institutions.

2. Organizing education for behavior transformation in family building and domestic violence prevention through integration and incorporation into subjects and educational activities appropriate to the level of education.

3. Encouraging and creating conditions for organizations and individuals to participate in counseling and support for education for behavior transformation in family building and domestic violence prevention within their management scope.

Article 7. Responsibilities of the Ministry of Education and Training

1. Taking the lead and coordinating with the Ministry of Culture, Sports and Tourism, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Public Security, and related ministries and sectors to organize the implementation of regulations stipulated in this Circular.

2. Organizing surveys and evaluations of the current needs of students, teachers, managers, staff, employees, and parents of students at educational institutions regarding education for behavior transformation in family building and domestic violence prevention.

3. Reviewing, supplementing, developing, integrating, and incorporating contents, knowledge, and skills on family building and domestic violence prevention into subjects and educational activities appropriate to the level of education.

4. Organizing communication, training, capacity-building, conferences, seminars, and discussions on contents related to education for behavior transformation in family building and domestic violence prevention; compiling communication materials for students, teachers, managers, staff, employees, and parents of students at educational institutions.

5. Developing plans and organizing annual inspections, monitoring, and evaluations; periodically compiling reports annually and submitting them to the Prime Minister. Directing and guiding Departments of Education and Training, educational institutions to coordinate with Departments of Culture, Sports and Tourism, Departments of Labor, Invalids and Social Affairs, Public Security Departments of provinces and centrally-administered cities, and related organizations and individuals at localities to implement regulations stipulated in this Circular. 

Article 8. Responsibilities of the Ministry of Culture, Sports and Tourism

1. Coordinate with the Ministry of Education and Training, relevant ministries, sectors, and localities to organize and implement the provisions of this Circular.

2. Direct and guide the Departments of Culture, Sports and Tourism to coordinate with the Departments of Education and Training, Labor, Invalids and Social Affairs, and Public Security of centrally governed cities and provinces to implement the provisions of this Circular.

3. Take the lead and coordinate with the Ministry of Education and Training to organize guidance on family-related laws; organize communication activities on education for building family behavior change and preventing domestic violence and school violence for family workers, students, teachers, managers, staff, employees, and parents of students at educational institutions.

4. Coordinate with the Ministry of Education and Training to develop integrated materials incorporating education content on building new cultural families, preventing domestic violence, and school violence into subjects and educational activities suitable for the level of education.

Article 9. Responsibilities of the Ministry of Labor, Invalids, and Social Affairs

1. Take the lead and coordinate with the Ministry of Education and Training to develop integrated materials incorporating education content on building family behavior change and preventing domestic violence into subjects and educational activities in vocational education institutions under their management.

2. Direct and guide the Departments of Labor, Invalids and Social Affairs to coordinate with the Departments of Education and Training, Culture, Sports and Tourism, and Public Security of centrally governed cities and provinces to implement the provisions of this Circular.

3. Organize training, seminars, workshops, and discussions on education for building family behavior change and preventing domestic violence in vocational education institutions under their management.

4. Develop plans and organize annual inspections, monitoring, and evaluations to be submitted to the Ministry of Education and Training for consolidation and reporting.

Article 10. Responsibilities of the Ministry of Public Security

1. Coordinate with the Ministry of Education and Training, relevant ministries, sectors, and localities to organize and implement the provisions of this Circular.

2. Direct and guide the Public Security of centrally governed cities and provinces to coordinate with the Departments of Education and Training, Culture, Sports and Tourism, and Labor, Invalids and Social Affairs to implement the provisions of this Circular.

3. Participate in detecting and preventing, handling violations of family-related laws, ensuring public security and social order in the area; provide information for education on building family behavior change and preventing domestic violence for teachers, managers, and staff at educational institutions.

4. Develop action plans and organize professional training for officers in the sector to ensure security and order in educational institutions.

Article 11. Responsibilities of People's Committees of Provinces and Central Cities

1. Implement the provisions of this Circular at the local level; allocate funds from the local budget and other sources as stipulated by the State Budget Law and current legal documents to organize related activities.

2. Direct the Departments of Education and Training, Culture, Sports and Tourism, Labor, Invalids and Social Affairs, Public Security of centrally governed cities and provinces, and relevant agencies to coordinate in organizing implementation, inspection, interim review, and final evaluation of the implementation of the provisions of this Circular at the local level; compile periodic annual reports to be submitted to the Ministry of Education and Training and the relevant ministries and sectors.

3. Regularly monitor and evaluate the results of education for building family behavior change and preventing domestic violence in the area; create favorable conditions for related programs and projects on education for building family behavior change and preventing domestic violence to be implemented at the local level.

Article 12. Implementation Provisions

1. This Joint Circular takes effect from June 21, 2016.

2. During the process of implementing the provisions of this Circular, if there are difficulties or obstacles, please report them to the Ministry of Education and Training for coordination with the Ministry of Culture, Sports and Tourism, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Public Security to consider and resolve.
