Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Minister of Culture, Sports and Tourism issues this Circular regulating
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to stipulatefor physical facilities and equipment and training of specialized staff for the sport of Boxing.
Article 1. Scope of Regulation
Article 1. This Circular stipulates physical facilities, equipment, and training of specialized staff to meet the requirements for practicing and competing in the sport of Boxing.
Article 2. The standards for physical facilities and equipment for high-performance sports training and competition in Boxing shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition, and training of specialized staff for the sport of Boxing in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
1. Infrastructure
a) A training floor with an area of at least 60 square meters, flat surface, and non-slippery;
b) Lighting ensuring at least 200 lux;
c) An emergency first aid kit in accordance with regulations of the Ministry of Health;
d) Changing rooms, storage areas, and restrooms;
đ) A record book tracking boxers participating in training;
e) A bulletin board containing the following main contents: Participants in training, training attire, training hours, safety measures during training.
2. Equipment
a) Training gloves: 01 pair/person;
b) Protective headgear: 01 piece/person;
c) Punching bags (sandbags), punching pillows;
d) Blocking pads (focus mitts);
đ) Mouthguards, groin protectors (cup), elastic bandages, jump ropes: 01 piece/person.
Chapter 4. Infrastructure and Equipment for Competition
Article 3. Clause 1. Points a, b, c, and d; Clause 2. Points a, b, and đ of this Circular shall be implemented.
Article 4. Competition area: Dimensions of at least 6m x 6m, surrounded by protective ropes, distance from the protective ropes to the audience area at least 2m.
Clause 3. Other areas: Weigh-in, warm-up, and medical table.
Clause 4. Timing devices, signaling horns, public address systems, scoreboards, body weight scales.
Article 5. Training density.
Clause 1. Training density must ensure at least 2 square meters per person.
Clause 2. Each trainer shall not guide more than 30 boxers in one session.
Article 6. Clause 1. The General Department of Physical Culture and Sports, the Vietnam Boxing Federation, or the Provincial Departments of Culture, Sports and Tourism shall organize specialized training for boxing trainers.
Clause 2. The General Department of Physical Culture and Sports is responsible for developing the content and program for specialized training for boxing trainers, to be decided by the Minister of Culture, Sports and Tourism.
Clause 3. Certificates of specialized training for boxing trainers shall be issued by the organizing agency. The format of the certificate is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.
Article 8. Effective Date
Article 7. Clause 1. This Circular takes effect from March 25, 2018.
Clause 2. Circular No. 20/2011/TT-BVHTTDL dated December 9, 2011 of the Minister of Culture, Sports and Tourism stipulating the conditions for operation of sports facilities organizing boxing training shall cease to be effective from the date this Circular takes effect.
During implementation, if any difficulties arise, it is recommended that organizations and individuals promptly report to the Ministry of Culture, Sports and Tourism for study and resolution./.
