Issuing "National Technical Regulations on Reinforcing Steel for Concrete"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain articles of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 95/2017/NĐ-CP dated August 16, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director General of the National Standardization, Metrology and Quality Control Department and the Head of the Legal Affairs Department;

The Minister of Science and Technology issues this Circular on issuing "National Technical Regulations on Reinforcing Steel for Concrete".

Article 1. Attached to this Circular is the National Technical Regulation on Reinforcing Steel for Concrete (QCVN 07:2019/BKHCN).

Article 2. Effectiveness

1. This Circular shall take effect from January 1, 2020.

2. The following provisions shall cease to be effective from the date this Circular takes effect:

a) Circular No. 21/2011/TT-BKHCN dated September 22, 2011 of the Minister of Science and Technology promulgating the National Technical Regulation on Reinforcing Steel for Concrete;

b) Article 1 of Circular No. 13/2013/TT-BKHCN dated April 12, 2013 of the Minister of Science and Technology amending and supplementing certain articles of Circulars No. 21/2011/TT-BKHCN, No. 10/2012/TT-BKHCN, and No. 11/2012/TT-BKHCN of the Minister of Science and Technology.

Article 3. Transitional Provisions

Reinforcing steel for concrete produced domestically or imported before June 1, 2020 may continue to circulate in the market until December 31, 2020, subject to management under legal documents specified at points a and b of Clause 2, Article 2 of this Circular.

Article 4. Implementation timeline for QCVN

1. As of June 1, 2020, reinforcing steel for concrete produced domestically or imported, falling within the HS codes specified in the Appendix issued together with QCVN 07:2019/BKHCN by this Circular, must meet the requirements set forth in QCVN 07:2019/BKHCN before entering circulation in the market.

2. It is encouraged that enterprises, organizations, and individuals producing or importing reinforcing steel for concrete apply the requirements set forth in QCVN 07:2019/BKHCN from the date this Circular takes effect.

Article 5. Implementation

1. The Director of the General Department of Standardization, Metrology, and Quality Control shall be responsible for organizing guidance and implementation of this Circular.

2. The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally-administered cities, and related organizations and individuals shall be responsible for enforcing this Circular.

3. During the implementation process, if any difficulties arise, the relevant agencies and individuals shall promptly report in writing to the Ministry of Science and Technology for guidance or research on amendments and supplements as necessary.
