CIRCULAR
ISSUING NATIONAL TECHNICAL REGULATIONS FOR THERMAL AND FIRE PROTECTIVE CLOTHING
Pursuant to the Labor Safety and Health Law No. 84/2015/QH13 dated June 25, 2015;
Pursuant to Decree No. 39/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of certain provisions of the Labor Safety and Health Law;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
At the proposal of the Director of the Occupational Safety and Health Inspectorate;
THE MINISTER OF LABOUR - INVALIDS AND SOCIAL AFFAIRS ISSUES THIS CIRCULAR TO ISSUE NATIONAL TECHNICAL REGULATIONS FOR THERMAL AND FIRE PROTECTIVE CLOTHING.
1. Organizations and individuals producing, importing, distributing, installing, using, repairing, maintaining, and servicing elevators shall be responsible for complying with the regulations set forth in the standard issued together with this Circular.
ATTACHED TO THIS CIRCULAR ARE NATIONAL TECHNICAL REGULATIONS FOR THERMAL AND FIRE PROTECTIVE CLOTHING. DESIGNATION: QCVN 37:2019/BLDTBXH.
Article 2. Implementation
1. ORGANIZATIONS AND INDIVIDUALS ENGAGED IN THE PRODUCTION, IMPORT, SUPPLY, AND USE OF THERMAL AND FIRE PROTECTIVE CLOTHING SHALL COMPLY WITH THE PROVISIONS OF THE ATTACHED TECHNICAL REGULATIONS.
2. ORGANIZATIONS CONDUCTING QUALITY CONTROL AND CERTIFICATION FOR THERMAL AND FIRE PROTECTIVE CLOTHING MUST ADHERE TO THE PROVISIONS OF THE ATTACHED TECHNICAL REGULATIONS.
3. The ministries, ministerial-level agencies, government agencies, provincial people's committees under the central government, and related organizations and individuals shall be responsible for implementing this Circular.
Article 3. Effectiveness
1. THIS CIRCULAR SHALL TAKE EFFECT FROM APRIL 1, 2020.
2. ANY DIFFICULTIES ENCOUNTERED DURING IMPLEMENTATION SHALL BE PROMPTLY REPORTED TO THE MINISTRY OF LABOUR - INVALIDS AND SOCIAL AFFAIRS FOR STUDY AND RESOLUTION./.
