CIRCULAR
Regulations on job code, occupational standards, and salary grading for broadcasting editors, reporters, translators, and television directors in the information and communication field for civil servants who are editors, reporters, translators, and television directors in the information and communication sector
Pursuant to the Civil Servant Law dated November 15, 2010; and the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Civil Servant Law dated November 25, 2019;
Pursuant to the Press Law dated April 5, 2016 and the Publishing Law dated November 20, 2012;
Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;;
Based on the proposal of the Director of the Cadre and Civil Servant Department;
Pursuant to Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and capacity building for cadres, civil servants, and public officials;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Information and Communications hereby promulgates this Circular stipulating job codes, occupational standards, and salary grading for broadcasting editors, reporters, translators, and television directors in the information and communication field,
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates job codes, occupational standards, and salary grading for broadcasting editors, reporters, translators, and television directors in the information and communication field.
Article 2. This Circular applies to broadcasting editors, reporters, translators, and television directors in the information and communication field at public service units and other organizations and individuals related thereto.
Article 2. Job codes for occupational positions
Clause 1. Editor position
Point a) Senior Editor Grade I Code: V.11.01.01;

Clause 2. Reporter position

Article 3. General standards for professional ethics
1. Implement the Party’s guidelines, policies, and state laws, as well as industry and local regulations on information and communications.
2. Be honest, objective, and highly responsible for assigned tasks; fulfill all duties of a public official in professional activities.
Article 3. Cultivate ethics, maintain professional integrity, honor, and reputation; refrain from abusing work positions and assigned tasks for personal gain; foster unity, creativity, readiness to learn new things, and self-improvement; be aware of cooperation, assistance to colleagues, sharing of experience in work; actively participate in scientific research to develop the profession and enhance competence.
Chapter II
OCCUPATIONAL STANDARDS
Section 1
EDITOR POSITION
Article 4. Editor Level I – Code: V.11.01.01
1. Tasks of the editor in the field of journalism
a) Lead the development of plans, organize, direct, and implement sources of materials, documents, news articles, topics, scripts, works according to the approved orientation and plan;
b) Lead the organization, selection, and editing to enhance ideological, artistic, and scientific quality; be responsible for the content of manuscripts within the assigned field;
c) Organize the writing of news articles, prefaces, introductions, critical essays, and specialized sections under their supervision;
d) Explain the ideological theme, guide technical and aesthetic presentation requirements; monitor the production process;
đ) Organize the promotion and dissemination of works within their responsibility; conduct surveys and research on public opinion from readers, viewers, listeners, and critics regarding the content and form of works within the assigned field, and propose measures for handling;
e) Lead the professional and vocational summary of editing; develop programs, materials, and organize vocational guidance for lower-level editors.
2. Tasks of the editor in the field of publishing
a) Develop strategies and plans for exploiting resources, organizing manuscript topics according to the publisher's orientation (short-term, medium-term, and long-term);
b) Develop key topics and manuscripts according to the publisher's functions and tasks; be responsible for the content of the assigned manuscripts;
c) Direct the coordination between editors and graphic designers, typesetters to ensure that manuscripts meet high-quality publication standards in terms of content, illustrations, design, and typesetting;
d) Lead the professional and vocational summary of editing-publishing; develop programs, materials, and organize vocational guidance for lower-level editors.
3. Professional Qualification Standards
a) Understand the Party's policies and State laws concerning the specialized field; understand the situation and trends in the industry and field both domestically and internationally;
b) Be proficient in specialized vocational skills; understand economic, social, cultural, artistic, technological issues, and effectively apply them to editing work;
c) Possess basic information technology skills, and be able to use foreign languages or ethnic minority languages as required by the job position.
4. Educational and Training Standards
a) Hold a bachelor's degree or higher in journalism or publishing. In cases where the bachelor's degree is not in journalism or publishing, they must have a certificate in journalism or publishing vocational training issued by an authorized educational institution or hold a diploma in journalism or publishing from a college or technical school; b) Hold a certificate in advanced political theory or a certificate in advanced political theory-administration, or have a certificate confirming equivalent advanced political theory level issued by an authorized agency before July 9, 2021;
c) Hold a certificate in vocational training according to the occupational title standard for specialized editors or a certificate in practicing as an editor (for editors in the publishing field).
5. Requirements for civil servants applying for or being considered for promotion to Editor Level I
a) Have held the occupational title of Editor Level II or equivalent for at least six years (72 months). In cases with equivalent experience, they must have held the occupational title of Editor Level II for at least one year (12 months) up to the deadline for submitting application registration for the examination or consideration for promotion;
b) During the period holding the occupational title of Editor Level II or equivalent, they must have led or participated in editing at least two works that won awards at the ministry or sector level or equivalent, or awards organized by central Party agencies, central socio-political organizations, or the Vietnam Journalists Association; or led or participated in at least two specialized research topics or programs at the ministry or provincial level or equivalent that have been officially issued or accepted by competent authorities.
b) During the period holding the professional title of Second-Class Editor or equivalent, having led or participated in editing at least two works that won awards at the ministerial or sectoral level or equivalent, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or having led or participated in at least two research topics or programs at the ministerial or provincial level or equivalent that have been issued or approved by the competent authority.
Article 5. Second-Class Editor – Code: V.11.01.02
1. Tasks of the editor in the field of journalism
a) Exploit and take the lead in organizing the exploitation of sources of materials, documents, news items, articles, topics, scripts, literary works according to the approved orientation and plan;
b) Review, select, and edit to enhance ideological, artistic, and scientific quality; be responsible for the content of manuscripts;
c) Write and organize the writing of news items, articles, prefaces, forewords, critical essays, and introductions to sections under their responsibility;
d) Explain the ideological theme, guide technical and aesthetic presentation requirements; monitor the production process;
d) Write promotional and publicity content, collect and analyze opinions and public sentiment from viewers, readers, listeners, and critics regarding the content and form of works and articles within the assigned field, and propose handling measures;
e) Summarize professional and vocational activities; develop programs, materials, and organize vocational guidance for lower-ranked editors;
2. Tasks of the editor in the field of publishing
a) Develop strategies and plans for exploiting and organizing manuscript topics according to the publisher's orientation (short-term, medium-term);

3. Professional Qualification Standards
a) Be well-versed in the Party's policies and State laws on the specialized field; new achievements and significant events in political, economic, and social life;
b) Be proficient in specialized vocational skills; understand economic, social, cultural, artistic, technological issues, and effectively apply them to editing work;
c) Possess basic information technology skills, and be able to use foreign languages or ethnic minority languages as required by the job position.
4. Educational and Training Standards
a) Hold a bachelor's degree or higher in journalism or publishing. In cases where the bachelor's degree is not in journalism or publishing, they must have a certificate in journalism or publishing vocational training issued by an authorized educational institution or hold a college or secondary vocational school degree in journalism or publishing;
b) Hold a bachelor's degree in theoretical politics or have a certificate confirming equivalent or higher theoretical political level issued by an authorized agency before July 9, 2021;
5. Requirements for civil servants applying for or being considered for promotion to Editor Level I
5. Requirements for staff applying for or being considered for promotion to Second-Class Editor
a) Have held the profession title of Third-Class Editor or equivalent for at least nine years (108 months, excluding probationary and trial periods). In cases with equivalent time, they must have held the profession title of Third-Class Editor for at least one year (12 months) up to the deadline for submitting registration applications for the examination or promotion;
b) During the period holding the profession title of Third-Class Editor or equivalent, they must have led or participated in editing at least one work that won a ministry-level, sector-level, provincial-level award, or equivalent, or an award organized by central-level Party agencies, central-level political-social organizations, or the Vietnam Journalists Association; or participated in writing special topics in at least one research project or program at the grassroots level or higher that has been officially issued or accepted.
Article 6. Editor Level III – Code: V.11.01.03
1. Tasks of the editor in the field of journalism
a) Exploit and organize sources of materials, documents, news items, articles, topics, scripts, literary works according to the approved orientation and plan;
b) Review and edit to enhance ideological, artistic, and scientific quality; be responsible for the content of the manuscript;
c) Select, write news items, articles, prefaces, and introduce sections they are in charge of;
d) Explain the ideological theme, guide technical and aesthetic presentation requirements; monitor the production process;
d) Prepare content for propaganda, promotion, advertising; collect, analyze opinions and public sentiment from readers, viewers, listeners, and critics regarding the content and form of works and articles they edit.
2. Duties of editors in the publishing field
a) Select and exploit topics and edit the content of publication manuscripts to ensure quality;
b) Carry out editing according to the manuscript plan, be responsible for the content of the assigned manuscript;
c) Propose and introduce authors and collaborators to implement the annual publication plan;
d) Write introductions for edited books, participate in promotional and marketing activities for the edited book; initially understand market analysis for books in their specialized field;
e) Participate in organizing group manuscript editing (including both content and technical-artistic editing);
3. Professional Qualification Standards
a) Be well-versed in the Party's policies and State laws on the specialized field; new achievements and significant events in political, economic, and social life;
b) Understand economic, social, cultural, artistic, and technological issues and effectively apply them in editing;
c) Possess basic information technology skills, and be able to use foreign languages or ethnic minority languages as required by the job position.
4. Educational and Training Standards
a) Hold a bachelor's degree or higher in journalism or publishing. In cases where the bachelor's degree is not in journalism or publishing, they must have a certificate in journalism or publishing vocational training issued by an authorized educational institution or hold a college or secondary vocational school degree in journalism or publishing;
b) Hold a certificate for professional training according to the job title standard for editorial staff or have a practicing certificate for editors (for editors in the publishing field);
Section 2
THE TITLE OF JOURNALIST
Article 7. Journalist Level I - Code: V.11.02.04
1. Tasks
a) Lead the development of plans and scripts for journalistic works;
b) Organize and direct writing, photography, and filming of comprehensive and complex thematic journalistic genres across various fields;
c) Write commentaries and editorials on domestic and international issues with complexity and depth;
d) Lead professional summaries; develop programs, materials, and organize guidance on professional matters for lower-level journalists.
Clause 2. Professional Competence Standards
a) Be well-informed about Party guidelines, policies, directives, resolutions, and state laws concerning internal and external affairs; about economic, political, and social conditions domestically and internationally;
b) Be proficient in specialized professional skills; effectively perform tasks as prescribed by laws on journalism and other relevant laws;
c) Possess basic information technology skills, and be able to use foreign languages or ethnic minority languages as required by the job position.
3. Educational and Training Standards
a) Hold a bachelor's degree or higher in journalism. In cases where the degree is not in journalism, must hold a professional training certificate issued by an authorized educational institution or a diploma in journalism from a college or vocational school;
c) Hold a certificate in vocational training according to the occupational title standard for specialized editors or a certificate in practicing as an editor (for editors in the publishing field).
c) Hold a certificate for professional training according to the job title standard for journalist staff;
4. Requirements for candidates applying for or being considered for promotion to Journalist Level I
a) Have held the profession title of Journalist Level II or equivalent for at least 06 years (72 months). If having equivalent time, must have held the profession title of Journalist Level II for at least 01 year (12 months) up to the deadline for submitting application registration for examination or promotion;
b) During the period holding the profession title of Journalist Level II or equivalent, have led the implementation of at least 02 (two) works that won awards at the ministry or sector level or equivalent, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or have led or participated in at least 02 (two) research projects at the ministry or provincial level or equivalent that have been officially issued or accepted by competent authorities.
Article 8. Category II Reporter – Code: V.11.02.05
1. Tasks
a) Develop plans, outlines, and identify topics for news articles according to assigned tasks;
b) Organize implementation and write, take photographs, film news items and articles that meet good quality standards and bear personal responsibility for their journalistic works;
c) Identify and propose issues for editorial planning;
d) Write complex content commentaries;
đ) Participate in compiling programs, materials, and organizing vocational guidance for lower category reporters;
e) Participate in preparing content and exchanging domestic and international journalism vocational practices;
Clause 2. Professional Competence Standards
a) Master the Party's policies, guidelines, directives, resolutions, and state laws on internal and external issues related to assigned tasks; understand economic, political, and social conditions both domestically and internationally;
b) Be proficient in specialized vocational skills; effectively perform duties as prescribed by laws on press and other relevant laws;
c) Possess basic information technology skills, and be able to use foreign languages or ethnic minority languages as required by the job position.
3. Educational and Training Standards
a) Hold a bachelor's degree or higher in journalism. In cases where the degree is not in journalism, must hold a professional training certificate issued by an authorized educational institution or a diploma in journalism from a college or vocational school;
b) Hold a bachelor's degree in theoretical politics or have a certificate confirming equivalent or higher theoretical political level issued by an authorized agency before July 9, 2021;

4. Requirements for employees participating in examinations or evaluations for promotion to Category II Reporter
a) Have held the profession title of Category III Reporter or equivalent for at least nine years (108 months, excluding probationary and trial periods). In cases with equivalent time, must have held the profession title of Category III Reporter for at least one year (12 months) up to the deadline for submitting examination registration applications or evaluation applications for promotion;
b) During the period holding the profession title of Category III Reporter or equivalent, have led the completion of at least one work that won a ministry-level, provincial-level, or equivalent award, or an award organized by central Party agencies, central socio-political organizations, or the Vietnam Journalists Association; or participated in writing special topics in at least one research project or program at the organizational level or higher that has been officially issued or accepted;
Article 9. Category III Reporter – Code: V.11.02.06
1. Tasks
a) Develop outlines and implement writing of news articles according to assigned tasks and guidance from the chief editor;
b) Write, photograph, and film various types of news items, reports, and investigations with moderately complex content and bear personal responsibility for their journalistic works;
c) Participate in preparing content and exchanging domestic and international journalism vocational practices;
Clause 2. Professional Competence Standards
a) Understand the Party's policies and state laws related to assigned tasks; the content of press laws;
b) Be proficient in specialized vocational skills; effectively perform duties as prescribed by laws on press and other relevant laws;
c) Possess basic information technology skills, and be able to use foreign languages or ethnic minority languages as required by the job position.
3. Educational and Training Standards
a) Hold a bachelor's degree or higher in journalism. In cases where the degree is not in journalism, must hold a professional training certificate issued by an authorized educational institution or a diploma in journalism from a college or vocational school;
b) Hold a certificate for professional training according to the standard criteria for the reporter profession;
Section 3
TRANSLATOR TITLES
Article 10. Category I Translator – Code: V.11.03.07
1. Tasks
a) Organize the development of topic plans, news articles in the assigned field;
b) Organize and translate high complexity content types such as political documents, laws, and reference tools;
c) Proofread translations of lower category translators;
d) Provide instructions on explanations, techniques, and aesthetics for various types of media or publication products;
đ) Summarize translation practices, propose supplements and modifications to translation procedures and technical regulations for media and publication products;
e) Organize the compilation of programs, materials, and provide vocational guidance for lower category translators;
g) Prepare content and translate for domestic and international vocational seminars;
Clause 2. Professional Competence Standards
a) Understand the Party's policies, guidelines, directives, resolutions, and state laws on internal and external issues; provisions of the Press Law, Publishing Law, and other relevant laws;
b) Be proficient in specialized vocational skills; translation procedures, technical regulations, translation methods, terminologies, grammar, and style of the language, progress and development of foreign language vocabulary and style assigned for translation;
c) Understand sociology, customs, traditions, needs, and tastes of domestic and foreign readers;
c) Possess basic information technology skills;
3. Educational and Training Standards
a) Hold a bachelor's degree in foreign languages or higher. In cases with a bachelor's degree in another field, must hold a foreign language proficiency certificate equivalent to level 5 of the Vietnamese Foreign Language Competency Framework suitable for the position;
c) Hold a certificate in vocational training according to the occupational title standard for specialized editors or a certificate in practicing as an editor (for editors in the publishing field).
c) Hold a certificate for professional training according to the standard criteria for the translator profession;
4. Requirements for employees participating in examinations or evaluations for promotion to Category I Translator
a) Have held the profession title of Category II Translator or equivalent for at least six years (72 months). b) During the period holding the profession title of Category II Translator or equivalent, have led the translation of at least two works that won a ministry-level, sector-level, or equivalent award, or an award organized by central Party agencies, central socio-political organizations, or the Vietnam Journalists Association; or led or participated in at least two research projects or programs at the ministry-level, provincial-level, or equivalent that have been officially issued or accepted.
Article 11. Category II Translator – Code: V.11.03.08
1. Tasks
a) Develop plans for assigned topics, news items, and articles.
b) Organize and translate complex content types in fields such as politics, society, military, science, technology, economy, culture, and arts.
c) Guide and explain technical and aesthetic requirements for various forms of journalism or publications.
d) Participate in compiling content for programs and materials, and organize vocational guidance for lower-ranked translators.
e) Participate in preparing content and translating for domestic and international vocational seminars.
Clause 2. Professional Competence Standards
a) Master the Party's policies, directives, resolutions, and state laws on internal and external issues related to the assigned translation content; provisions of the Press Law, Publishing Law, and other relevant laws.
b) Be proficient in specialized vocational skills, vocational procedures, technical norms, translation methods, terminology, grammar, and style of the language in the field of translation.
c) Understand sociology, customs, traditions, needs, and tastes of domestic and foreign readers;
c) Possess basic information technology skills.
3. Educational and Training Standards
a) Hold a bachelor's degree in foreign languages or higher. In cases with a bachelor's degree in another field, must hold a foreign language proficiency certificate equivalent to level 5 of the Vietnamese Foreign Language Competency Framework suitable for the position;
b) Hold a bachelor's degree in theoretical politics or have a certificate confirming equivalent or higher theoretical political level issued by an authorized agency before July 9, 2021;

4. Requirements for officials applying for or being considered for promotion to Category II Translator
a) Have held the Category III Translator position or equivalent for at least 09 years (108 months, excluding probationary and trial periods). In cases with equivalent time, they must have held the Category III Translator position for at least 01 year (12 months) up to the deadline for submitting registration applications for the examination or promotion.
b) During the period of holding the Category III Translator position or equivalent, have led the translation of at least one work that won a ministry-level, provincial-level, or higher industry award, or an award organized by central-level Party agencies, central-level political-social organizations, or the Vietnam Journalists Association; or participated in writing special topics in at least one research project or program at the grassroots level or higher that has been issued or accepted by the competent authority.
Article 12. Category III Translator – Code: V.11.03.09
1. Tasks
a) Write translations of common genres such as news items, articles, chronologies, reports, short pieces, books, ensuring the original content and taking personal responsibility for the translation.
b) Translate for specialized tasks according to the requirements of the agency.
Clause 2. Professional Competence Standards
a) Understand the Party's policies and state laws related to the assigned tasks; provisions of the Press Law, Publishing Law, and other relevant laws.
b) Master specialized vocational skills; vocational procedures, technical norms for translation, translation methods, terminology, grammar, and style of the language in the field of translation.
c) Understand customs, traditions, needs, and preferences of domestic and foreign readers.
c) Possess basic information technology skills.
3. Educational and Training Standards
a) Hold a bachelor's degree in foreign languages or higher. In cases where a bachelor's degree in another field is held, a certificate of proficiency equivalent to Level 5 of the Vietnamese Foreign Language Competency Framework or a certificate of a minority language suitable for the job position must be obtained.
b) Hold a training certificate meeting the criteria for the specialized translator career title.
Section 4
POSITION OF TELEVISION PRESENTER
Article 13. Category I Television Director - Code Number: V.11.04.10
1. Tasks
a) Propose and lead the organization of script evaluation, analysis, and processing; direct the development of director's concept and scene scripts; select actors and collaborators; organize the collection of necessary materials to serve the production of works;
b) Organize the development of plans and propose measures for the implementation of production and staging;
c) Direct the acting of characters and actors; guide collaborators and coordinate with relevant individuals to unify creative intentions and ensure the completion process of works;
d) Organize the review, improvement, and handover of works;
e) Monitor the social impact of works after their wide release to continue improving and perfecting them;
f) Identify new artistic trends, determine the artistic direction of the specialty; summarize experiences from staged works at the unit; participate in summarizing professional experience in the specialty. Determine and direct the consistency of the artistic style of the unit;
g) Lead the development of content, programs, and materials and organize training to improve skills for lower category television directors; direct the organization of training sessions for actors;
h) Lead the preparation of content for professional seminars both domestically and internationally;
Clause 2. Professional Competence Standards
a) Understand the Party and State's policies, laws on culture and arts; important political and social events; achievements in culture and arts both domestically and globally;
b) Be proficient in professional specialty; various forms of literature and art; characteristics and features of combined arts, related technical sciences; sociology and effective application in building artistic images;
c) Understand labor protection regulations, safety techniques in practice and performance, and other relevant legal provisions;
d) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages as required by the job position;
3. Educational and Training Standards
a) Hold a bachelor's degree or higher in directing;
c) Hold a certificate in vocational training according to the occupational title standard for specialized editors or a certificate in practicing as an editor (for editors in the publishing field).
c) Have a certificate for professional career development standards for specialized civil servants in television directing;
4. Requirements for civil servants participating in the examination or assessment for promotion to Category I Television Director
a) Have held the position of Category II Television Director or equivalent for a minimum of 06 years (72 months). In cases of equivalent time, there must be at least 01 year (12 months) holding the position of Category II Television Director up to the deadline for submitting registration applications for examination or assessment for promotion;
b) During the period of holding the position of Category II Television Director or equivalent, have led the direction of at least 02 (two) works that won awards at the ministry level, sector level, or equivalent, or awards organized by central-level Party agencies, central-level political-social organizations, or the Vietnam Journalists Association; or have led or participated in at least 02 (two) research topics or programs at the ministry level, provincial level, or equivalent that have been issued or accepted by competent authorities.
Article 14. Category II Television Director – Code: V.11.04.11
1. Tasks
a) Evaluate, analyze, and process scripts; develop director's intent and scene scripts; select actors and collaborators; collect necessary materials and documents to serve the production of works;
b) Develop plans and propose measures for the implementation of production and staging;
c) Direct actors' performances, guide collaborators, and coordinate with relevant individuals to unify creative intentions and ensure the completion of works;
d) Organize the review, improvement, and handover of works;
e) Monitor the social impact of works after their wide release to continue improving and perfecting them;
e) Summarize experiences from previously staged works and artistic trends; establish and form a consistent artistic style for the unit;
g) Develop content, programs, materials, and organize training to enhance skills for lower category television directors; train actors;
h) Participate in preparing content for specialized vocational seminars both domestically and internationally;
Clause 2. Professional Competence Standards
a) Be thoroughly familiar with the Party and State's policies, guidelines, laws concerning the specialized field; significant political and social events; achievements in arts and culture both domestically and globally;
b) Be proficient in professional specialty; various forms of literature and art; characteristics and features of combined arts, related technical sciences; sociology and effective application in building artistic images;
c) Be thoroughly familiar with labor protection regulations, safety techniques during practice and performance, and other related legal provisions;
d) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages as required by the job position;
3. Educational and Training Standards
a) Hold a bachelor's degree or higher in directing;
b) Hold a bachelor's degree in theoretical politics or have a certificate confirming equivalent or higher theoretical political level issued by an authorized agency before July 9, 2021;
c) Have a certificate for professional career development standards for specialized civil servants in television directing;
4. Requirements for staff applying for or being considered for promotion to Category II Television Director
a) Have held the title of Category III Television Director or equivalent for at least 09 years (108 months, excluding probationary and trial periods). In cases of equivalent experience, they must have held the title of Category III Television Director for at least 01 year (12 months) up to the deadline for submitting application registration for examination or promotion;
b) During the period of holding the title of Category III Television Director or equivalent, they must have led at least one work that won a ministry-level, provincial-level, or equivalent award, or an award organized by central Party agencies, central socio-political organizations, or the Vietnam Journalists Association; or participated in writing special topics in at least one research project or program at the grassroots level or higher, which has been issued or approved by competent authorities;.
Article 15. Category III Television Director – Code: V.11.04.12
1. Tasks
a) Evaluate, analyze, and process scripts: develop director's intent and scene scripts; select actors and collaborators; collect necessary materials and documents to serve the production of works;
b) Develop plans and propose measures for the implementation of production and staging;
c) Direct actors' performances, guide collaborators, and coordinate with relevant individuals to unify creative intentions and ensure the completion of works;
d) Organize the review, improvement, and handover of works;
d) Monitor the social impact of works after their wide release to continue improving and perfecting them;

a) Be familiar with the Party and State's policies, guidelines, laws concerning the specialized field; significant political and social events; achievements in arts both domestically and globally;
b) Be proficient in specialized vocational skills, fundamental characteristics, and features of combined arts; basic knowledge of related scientific and technical disciplines; sociology, and effectively apply this knowledge in assigned tasks;
c) Be familiar with labor protection regulations, safety techniques during practice and performance, and other related legal provisions;
d) Possess basic information technology skills, be able to use foreign languages or ethnic minority languages as required by the job position;
3. Educational and Training Standards
a) Hold a bachelor's degree or higher in directing;
b) Hold a certificate for professional development according to the standards of the specialized vocational title of television director;
Chapter III
GUIDELINES FOR SALARY GRADING
Article 16. Principles for Salary Classification
1. The appointment and salary classification for the positions of editor, reporter, translator, and television director in the information and communication field as stipulated in this Circular must be based on the job position, responsibilities, and professional tasks currently undertaken by the civil servant.
2. When appointing from the current civil servant position to the corresponding positions of editor, reporter, translator, and television director in the information and communication field, it shall not combine with increasing salary grade or promoting the civil servant's occupational rank.
Article 17. Method of Salary Classification
1. The positions of editor, reporter, translator, and television director in the information and communication field as stipulated in this Circular shall apply the Professional and Technical Salary Scale for State-Owned Enterprise Staff (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the remuneration system for cadres, civil servants, public employees, and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP), as follows:
a) The position of Grade I Editor, Grade I Reporter, Grade I Translator, and Grade I Television Director shall apply the salary coefficient of Type A3, Group 1 (A3.1) from coefficient 6.20 to coefficient 8.00;
b) The position of Grade II Editor, Grade II Reporter, Grade II Translator, and Grade II Television Director shall apply the salary coefficient of Type A2, Group 1 (A2.1) from coefficient 4.40 to coefficient 6.78; from a salary coefficient of 4.40 to a salary coefficient of 6.78;
c) The position of Grade III Editor, Grade III Reporter, Grade III Translator, and Grade III Television Director shall apply the salary coefficient of Type A1 from coefficient 2.34 to coefficient 4.98.
2. The salary classification for civil servants moving from their current occupational positions to the positions of editor, reporter, translator, and television director in the information and communication field shall be implemented according to the guidelines set out in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary classification when upgrading, transferring, or changing the category of civil servants (hereinafter referred to as Circular No. 02/2007/TT-BNV).
Chapter IV
IMPLEMENTING PROVISIONS
Article 18. Effective Date
1. This Circular takes effect from October 10, 2022.
2. This Circular replaces Joint Circular No. 11/2016/TTLT-BTTTT-BNV dated April 7, 2016 of the Minister of Information and Communications and the Minister of Home Affairs on the code number and standards for the occupational positions of editors, reporters, translators, and television directors in the information and communication field.
3. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replaced legal normative documents.
Article 19. Transitional Provisions
1. Certificates for training according to the standards of the occupational positions of civil servants in the information and communication field that have been issued shall be equivalent to certificates for training according to the standards of the corresponding occupational positions of civil servants stipulated in this Circular.
2. Civil servants who have been appointed to the positions of editor, reporter, translator, and television director in the information and communication field and have completed the occupational standards as prescribed by law before the effective date of this Circular shall be deemed to meet the requirements of the corresponding occupational standards of civil servants as stipulated in this Circular.
3. Civil servants who have been appointed to the positions of editor, reporter, translator, and television director in the information and communication field according to the provisions of law before the effective date of this Circular but have not yet completed the occupational standards shall have the competent authority responsible for creating conditions for them to supplement the missing standards of the appointed occupational positions of civil servants as stipulated in this Circular.
4. For agencies and units that have been approved by the competent authority to implement plans for promoting the occupational ranks of editors, reporters, translators, and television directors in the information and communication field before the effective date of this Circular, they may continue to implement the approved plans until completion.
Article 20. Responsibility for Implementation
1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees, and relevant organizations and individuals are responsible for implementing this Circular.
2. During the implementation process, if there are difficulties or obstacles, organizations and individuals are requested to report to the Ministry of Information and Communications for consideration and resolution./.
