REGULATIONS ON QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS IN 2023

Pursuant to the Law on Foreign Trade Management 2017;

Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Department of Import-Export;

THE MINISTER OF INDUSTRY AND TRADE ISSUES THIS CIRCULAR TO REGULATE QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS IN 2023.

ARTICLE 2. METHODS FOR MANAGING QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS IN 2023

QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS IN 2023 SHALL BE IMPLEMENTED ACCORDING TO THE ALLOCATION METHOD AS PROVIDED FOR IN DECREE NO. 69/2018/NĐ-CP OF MAY 15, 2018, ISSUED BY THE GOVERNMENT, PROVIDING GUIDELINES FOR CERTAIN PROVISIONS OF THE LAW ON FOREIGN TRADE MANAGEMENT, AND CIRCULAR NO. 12/2018/TT-BCT OF JUNE 15, 2018, ISSUED BY THE MINISTRY OF INDUSTRY AND TRADE, PROVIDING GUIDELINES FOR CERTAIN PROVISIONS OF THE LAW ON FOREIGN TRADE MANAGEMENT AND DECREE NO. 69/2018/NĐ-CP OF MAY 15, 2018, ISSUED BY THE GOVERNMENT, PROVIDING GUIDELINES FOR CERTAIN PROVISIONS OF THE LAW ON FOREIGN TRADE MANAGEMENT.

ARTICLE 3. ENTITIES ELIGIBLE FOR ALLOCATION OF QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS IN 2023

1. QUOTA DUTY IMPORT LIMITS FOR SALT SHALL BE ALLOCATED TO TRADERS WHO DIRECTLY USE IT AS RAW MATERIAL FOR PRODUCING MEDICINE, HEALTH PRODUCTS, AND CHEMICALS.

2. QUOTA DUTY IMPORT LIMITS FOR POULTRY EGGS SHALL BE ALLOCATED TO TRADERS WITH IMPORT REQUIREMENTS.

ARTICLE 4. TIME OF ALLOCATION OF QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS IN 2023

THE MINISTRY OF INDUSTRY AND TRADE WILL DISCUSS WITH THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT AND THE MINISTRY OF FINANCE TO DETERMINE THE TIME OF ALLOCATION OF QUOTA DUTY IMPORT LIMITS FOR SALT AND POULTRY EGGS.

Article 5. Effective Date

THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 25, 2023 UNTIL DECEMBER 31, 2023.
