Issuing the System of Statistical Indicators for the Construction Industry
Pursuant to the Statistics Law on November 23, 2015; the Law Amending and Supplementing Certain Provisions and the National Statistical Indicator Catalogue of the Statistics Law on November 12, 2021;
BASED ON DECREE NO. 94/2016/ND-CP dated July 1, 2016 of the Government detailing and guiding the implementation of some articles of the Statistical Law;
Pursuant to Decree No. 52/2022/NĐ-CP dated August 8, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the National System of Statistical Indicators and the process of compiling the Gross Domestic Product indicators, provincial and centrally-administered city-level Gross Domestic Product indicators;
At the proposal of the Director of the Planning and Finance Department;
The Minister of Construction issues this Circular on the System of Statistical Indicators for the Construction Industry.

1. Definition, calculation method
Urban construction land area refers to the land area determined according to the approved general urban planning scheme that is within the validity period of the urban planning.
For district planning (QHPK), the planned area is the total area of the planning scope of the approved QHPK schemes (detailed planning at a scale of 1/2000 approved before the Urban Planning Law took effect) corresponding to the urban area reported at the time of reporting.
For detailed planning (QHCT), the planned area is the total area of the planning scope of the approved QHCT schemes at a scale of 1/500 corresponding to the urban area reported at the time of reporting.
The ratio of covered area of urban district planning is the percentage of the total area of districts with approved urban district planning over the urban construction land area according to the approved general urban planning scheme.
The ratio of detailed urban planning coverage is the percentage of the total area of areas that have been approved for detailed urban planning over the total construction land area according to the approved general urban planning.

The ratio of construction planning preparation in rural areas is the percentage of the total number of communes that have had commune-level rural construction planning prepared in accordance with Circular Joint Circular No. 13/2011/TTLT-BXD-BTNMT-BNNPTNT dated October 31, 2011 or have had general commune-level construction planning prepared in accordance with the Construction Law 2014 on the total number of communes within the provincial territory.

1. Definition, calculation method
Architectural management regulations to manage architecture at localities, implemented in accordance with the Law on Architecture, are prepared for cities and rural residential points of provinces/cities directly under the central government.
The ratio of architectural management regulations preparation is the percentage of the total number of architectural management regulations approved over the total number of architectural management regulations determined according to the Implementation Plan of Decision No. 1246/QĐ-TTg dated July 19, 2021 of the Prime Minister approving the Orientation for the Development of Vietnamese Architecture until 2030, with a vision to 2050.

1. Definition, calculation method
Individual urban design is an urban design not included in the master plans, district plans, or detailed plans. The objects of individual urban design preparation include urban design for a street; urban design for blocks of streets.
The total number of individual urban design projects according to the list is the number of projects identified in the list submitted by the People's Committee (PC) of the province into the urban renovation plan in the socio-economic development program of the city by stages (Articles 45, 46 Decree No. 37/NĐ-CP dated April 7, 2010) and the annual planning plan of the PC of the province (Clause 2, Article 32, Urban Planning Law).
The ratio of individual urban design preparation is the percentage of the total number of individual urban design projects approved over the total number of individual urban design projects identified in the list submitted by the PC of the province into the urban renovation plan in the socio-economic development program of the city by stages (Articles 45, 46 Decree No. 37/NĐ-CP dated April 7, 2010) and the annual planning plan of the PC of the province (Clause 2, Article 32, Urban Planning Law).-Statistical reporting system for the construction sector.

1. Definition, calculation method
A construction permit is a legal document issued by a competent state agency to the investor for new construction, repair, renovation, or relocation of a project.
Construction permits include new construction permits, repair permits, renovation permits, and relocation permits.
The total number of construction permits issued is the number of construction permits issued by a competent state agency pursuant to Clause 2, Clause 3, Article 103 of the Construction Law 2014 amended and supplemented by Clause 37, Article 1 of Law No. 62/2020/QH14 amending and supplementing certain articles of the Construction Law in the year.
Construction permits issued for single-family houses are construction permits issued by the competent authority pursuant to Clause 2, Clause 3, Article 103 of the Construction Law 2014 issued for single-family houses in the year.
Construction permits issued for projects are construction permits issued by the competent authority pursuant to Clause 2, Clause 3, Article 103 of the Construction Law 2014 issued for projects in the year.

0202. Total number of newly commenced projects
1. Definition, calculation method
Newly commenced projects are projects meeting the conditions for commencement of construction as stipulated by the Construction Law 2014 and commenced new construction in the year after the investor has notified the local construction management agency to monitor, inspect, and supervise as prescribed.
The total number of newly commenced projects (excluding single-family houses) is the number of projects collected and compiled by the local state management agency on construction from information in the commencement notification sent by the investor to the local state management agency on construction.
Newly commenced construction projects are classified into groups of projects (as prescribed by the Public Investment Law) and categorized by their functional use (as prescribed by the Construction Law 2014).
The total investment amount (or budget) is the entire construction investment cost of the project determined in accordance with the basic design and other contents of the feasibility study report for construction investment. It includes compensation costs, support, and resettlement costs (if any); construction costs; equipment costs; project management costs; construction investment consulting costs; other costs and contingency costs for additional volume and price escalation.

0203. Number of constructions violating construction order regulations
1. Definition, calculation method
The number of constructions violating construction order is the number of violations discovered during the inspection and supervision by state management agencies (the acts of violation of construction order regulations are stipulated in the Decree on administrative penalties for violations in construction).
Unauthorized construction works are construction works that have commenced construction without a construction permit, which must be obtained according to regulations.
Non-compliant construction works are construction works that have commenced construction but constructed differently from what is recorded in the construction permit.
Other violations are violations outside the two aforementioned contents (unauthorized construction works and non-compliant construction works).

0204. Total number of construction accidents
1. Concept, calculation method
A construction accident is damage exceeding the permissible safety limit, causing construction works or auxiliary structures during construction to be at risk of collapse, partially or completely collapsed during construction and operation.
Accident levels are divided into three levels based on the degree of damage to the construction work and human casualties, including Level I, Level II, and Level III as follows:
Level I accidents include construction accidents resulting in six or more deaths; accidents causing the collapse of construction works; partial collapse of construction works or damage posing a risk of total collapse of Level I or higher construction works.
Level II accidents include construction accidents resulting in one to five deaths; accidents causing the collapse of construction works; partial collapse of construction works or damage posing a risk of total collapse of Level II and Level III construction works.
Level III accidents include all remaining accidents not covered by the construction accidents specified in Levels I and II above.
The total number of construction accidents is the sum of Level I, Level II, and Level III construction accidents reported by state management agencies for construction within their jurisdiction.

0205. Total number of projects approved for acceptance and put into use
1. Concept, calculation method
Construction works approved for acceptance and put into use are those construction works whose acceptance results by the investor are approved by specialized construction management agencies in accordance with laws on construction after conducting inspections during construction and upon completion and putting into use as stipulated in Article 24 of Decree No. 06/2021/NĐ-CP dated January 26, 2021 of the Government detailing certain contents regarding quality management, construction, and maintenance of construction works and Point b Clause 6 Article 11 of Decree No. 35/2023/NĐ-CP dated June 20, 2023 of the Government amending and supplementing certain articles of decrees under the Ministry of Construction's jurisdiction.
Classification of construction works is carried out according to Appendix I of the Decree issued 06/2021/NĐ-CP dated January 26, 2021 of the Government detailing certain contents regarding quality management, construction, and maintenance of construction works.
Grading of construction works is carried out according to Circular No. 06/2021/TT-BXD dated June 30, 2021 of the Ministry of Construction on grading construction works and guiding their application in construction investment management activities.
Total number of construction works đapproved for acceptance and put into use is the sum of construction works đapproved for acceptance and put into use reported by state management agencies for construction within their jurisdiction.

The total number of technical accidents causing loss of labor safety during construction works is the sum of technical accidents causing loss of labor safety during construction works reported by state management agencies for construction within their jurisdiction.

0207. Construction price index
1. Concept, calculation method
The construction price index is a relative indicator (expressed in %) reflecting the degree of change (increase or decrease) in construction prices over time nationwide.
The representative product list is established based on the main building materials of construction works, which are materials occupying a large proportion of material costs, widely used, and relatively stable and long-lasting in construction activities; major construction machinery and equipment are commonly used types with high cost proportions in construction works; major construction workers are common workers with high labor cost proportions in construction works.
The weighting factor for calculating the construction price index is the percentage share of the production value of each group of products in the total production value of construction. The source of the construction production value is collected from competent agencies.
The construction price index is calculated using the weighted average Laspeyres formula as follows:

The national construction price index is calculated using the weighted arithmetic mean method between the construction price indices of each region and their corresponding weights.
