CIRCULAR

Regulations on the Statistical Indicators System for the Civil Service Sector

Pursuant to the Statistics Law dated November 23, 2015 and the Law Amending and Supplementing Certain Articles and the National Statistical Indicator Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to the Government Decree No. 47/2020/NĐ-CP dated April 9, 2020 on management, connection, and sharing of digital data of state agencies;

Pursuant to the Government Decree No. 94/2022/NĐ-CP dated November 7, 2022 on the content of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and central city gross domestic product indicators;

Pursuant to the Government Decree No. 25/2025/NĐ-CP dated February 21, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

At the proposal of the Director of the Department of Planning and Finance;

The Minister of the Ministry of Home Affairs issues this Circular regulating the Statistical Indicators System for the Civil Service Sector.

Article 1. Scope of Regulation

This Circular stipulates the Statistical Indicators System for the Civil Service Sector, including the list of statistical indicators and the content of statistical indicators.

Article 2. Applicability

This Circular applies to agencies and organizations implementing civil service sector statistics work and other agencies, organizations, and individuals related thereto.

Article 3. The Statistical Indicators System for the Civil Service Sector

1. The Statistical Indicators System for the Civil Service Sector is a collection of statistical indicators to collect statistical information serving the management work of state agencies in evaluating, forecasting situations, formulating strategies, policies, and developing plans for the civil service sector at each period; meeting the demand for statistical information about the civil service sector from organizations and individuals requiring such information; serving as a basis for establishing the reporting system for civil service sector statistics.

2. The Statistical Indicators System for the Civil Service Sector includes statistical indicators reflecting the situation regarding administrative and public service organizations; local government; associations and non-governmental organizations; commendation and reward; records-keeping and archives; labor and employment; persons with meritorious service; gender equality.

3. The Statistical Indicators System for the Civil Service Sector includes:

a) The List of the Statistical Indicators System for the Civil Service Sector attached as Appendix 1 to this Circular.

b) The Content of the Statistical Indicators System for the Civil Service Sector stipulated in Appendix 2 to this Circular.

Article 4. Organization of Implementation

Responsibilities of Units

a) Department of Planning and Finance, Ministry of Home Affairs:

- Taking the lead and coordinating with relevant units to develop the Circular regulating the Reporting System for Civil Service Sector Statistics.

- Taking the lead in implementing the statistical survey program, compiling statistical data within the Statistical Indicators System for the Civil Service Sector.

- Guiding units to apply information technology in collecting, building, exploiting, and providing information within the civil service sector's statistical indicator system to serve state statistics work.

b) Information Technology Center, Ministry of Home Affairs ensures the technical infrastructure for the Statistical Information System of the Civil Service Sector to operate stably.

c) Heads of units under the Ministry that are related have the responsibility to organize the collection and compilation of the assigned indicators within the Statistical Indicators System for the Civil Service Sector nationwide and send them to the Department of Planning and Finance for consolidation.

2. Directors of Provincial Departments of Home Affairs and Heads of related agencies and organizations have the responsibility to organize the collection, compilation, and provision of statistical data on civil service work within their jurisdiction.

Article 5. Effective Date

Article 1. This Circular takes effect from August 19, 2025.

Article 2. This Circular replaces Circular No. 09/2022/TT-BNV dated December 16, 2022 issued by the Minister of the Ministry of Home Affairs on the Statistical Indicators System for the Civil Service Sector and abolishes the statistical indicators and content of statistical indicators at Appendices I and II issued together with Circular No. 04/2024/TT-BLDTBXH dated May 6, 2024 of the Minister of the Ministry of Labor, Invalids, and Social Affairs on the Statistical Indicators System for the Labor - Invalids and Social Affairs Sector, including:

a) Appendix 1: Statistical Indicators: Labor - Employment, code 01; Persons with Meritorious Service, code 03; Gender Equality, code 07.

b) Appendix 2: Content of Statistical Indicators: Labor - Employment Field; Persons with Meritorious Service Field; and Gender Equality Field
