Pursuant to the Road Law dated June 27, 2024;
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No.85/2024/ND-CPJuly 10, 2024 Government Decree detailing implementation of certain provisions of the Law on Prices;price;
Pursuant to Government Decree No. 158/2024/ND-CP dated December 18, 2024 on road transport activities;
At the proposal of the Director of the Transport and Traffic Safety Department and the Director of the Vietnam Road Administration;
The Minister of Construction issues this Circular on the economic and technical characteristics of fixed-route passenger transport services by road.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates the economic and technical characteristics of fixed-route passenger transport services by road.
Article 2. This Circular applies to units operating fixed-route passenger transport services by road using motor vehicles and relevant state agencies, organizations, and individuals related to fixed-route passenger transport services by road.
Article 2. Economic and Technical Characteristics of Fixed-Route Passenger Transport Services by Road
Clause 1. Fixed-route passenger transport services using motor vehicles with seating arrangements include the following basic characteristics:
Point a) Utilizing motor vehicles for passenger transport with eight seats or more (excluding the driver's seat) arranged with seating for passengers;
Point b) Determining bus stations at departure and arrival points with defined schedules and routes;
Point c) Service quality depends on the type of motor vehicle, passenger service equipment installed on the vehicle, and passenger incentive policies;
Point d) Units are calculated based on seats per one passenger/kilometer or per one passenger/journey segment or per one passenger/entire route.
Clause 2. Fixed-route passenger transport services using motor vehicles with lying-down arrangements include the following basic characteristics:
Point a) Utilizing motor vehicles for passenger transport with eight seats or more (excluding the driver's seat) arranged with lying-down space for passengers;
Point b) Determining bus stations at departure and arrival points with defined schedules and routes;
Point c) Service quality depends on the type of motor vehicle, passenger service equipment installed on the vehicle, and passenger incentive policies;
Point d) Units are calculated based on beds per one passenger/kilometer or per one passenger/journey segment or per one passenger/entire route.
Article 3. Implementation Provisions
This Circular takes effect from August 15, 2025./.
