CIRCULAR

activities of calibration, verification, testing management and organization of implementing scientific and technological tasks at the ministry level of the State Bank of Vietnam

Pursuant to the Law on Science and Technology dated June 18, 2013;

Decree No. 08/2014/ND-CP dated January 27, 2014, issued by the Government detailing and guiding the implementation of certain provisions of the Law on Science and Technology;

Decree No. 70/2018/ND-CP dated May 15, 2018, issued by the Government regarding the management and use of assets formed through the implementation of scientific and technological tasks funded by state capital;

Decree No.26/2025/ND-CP dated February 24, 2025, issued by the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Governor of the State Bank of Vietnam issues this Circular to regulate the management and organization of implementing scientific and technological tasks at the ministry level of the State Bank of Vietnam.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular regulates the management and organization of implementing scientific and technological tasks at the ministry level under the responsibility of the State Bank of Vietnam (hereinafter referred to as scientific and technological tasks).

2. The management and organization of implementing national-level scientific and technological tasks are managed by the Ministry of Science and Technology, and the State Bank of Vietnam (hereinafter referred to as the State Bank) is assigned to take the lead in their implementation according to the guidance of the Ministry of Science and Technology and relevant regulatory documents.

Article 2. Applicability

This Circular applies to units under the State Bank, organizations, and individuals related to the activities of managing and organizing the implementation of scientific and technological tasks at the ministry level.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Independent consultant experts are persons with a bachelor's degree or higher, possessing competence and experience in the relevant field of consultancy.

2. Ordering the execution of scientific and technological tasks refers to setting requirements for scientific and technological products, providing funding for organizations and individuals to research and create scientific and technological products through contracts for the execution of scientific and technological tasks.

3. Selecting the execution of scientific and technological tasks involves choosing organizations and individuals with the most suitable conditions and capabilities to execute scientific and technological tasks through the examination and evaluation of registration files for participation in selection as prescribed in this Circular.

4. Direct assignment for the execution of scientific and technological tasks involves designating organizations and individuals with sufficient capability, conditions, and expertise to execute scientific and technological tasks.

5. A Council is one of the following Councils: Council for determining scientific and technological tasks at the ministry level; Council for selecting or directly assigning the execution of scientific and technological tasks at the ministry level; Council for evaluating and accepting the results of the execution of scientific and technological tasks at the ministry level.

6. The person chairing the Council meeting is the Chairman of the Council or the Deputy Chairman of the Council authorized by the Chairman of the Council.

7. Administrative secretaries of the Councils and financial review teams are officers from the Department of Organization and Cadres, responsible for preparing materials and assisting the Councils and financial review teams.

Article 4. Classification of scientific and technological tasks under the management responsibility of the State Bank

1. Scientific and technological tasks at the ministry level are important and urgent tasks for the development of the banking industry, addressing scientific and technological issues within the banking sector, including:

a) Scientific and technological topics at the ministry level are scientific and technological tasks at the ministry level, aiming to provide scientific grounds and propose timely scientific and technological solutions to address practical issues in the banking industry;

b) Scientific and technological projects at the ministry level are scientific and technological tasks at the ministry level, with research outcomes being proposals or draft mechanisms, policies, procedures, regulations, and legal documents with theoretical and practical foundations serving the establishment of mechanisms, policies, and laws within the State Bank's jurisdiction;

c) Other methods prescribed by law.

2. Urgent scientific and technological tasks are those aimed at researching and resolving pressing issues arising from practical needs in the banking industry.

3. Scientific and technological tasks involving content related to state secrets as defined in the Law on Protection of State Secrets, the List of State Secrets in the Banking Sector issued by the Prime Minister, and must comply with the State Bank's regulations on protecting state secrets.

Article 5. Code number of scientific and technological tasks

1. The code number of the Ministry-level scientific and technological tasks is recorded as follows: ĐTNH.XXX/YY; ĐANH.XXX/YY, where:

a) ĐTNH is the general symbol for Ministry-level scientific and technological topics;

b) ĐANH is the general symbol for Ministry-level scientific and technological projects;

c) Group XXX is a group of three digits recording the serial number of the Ministry-level scientific and technological tasks listed in the decision to commission the Ministry-level scientific and technological tasks;

d) Group YY is a group of two digits recording the last two digits of the year when the Ministry-level scientific and technological task begins implementation.

2. The code number of other types of scientific and technological tasks, if they arise, shall be assigned according to the principle similar to Clause 1 of this Article. In which, the group of alphabetic symbols is an abbreviation of the type of scientific and technological task.

Article 6. Method of assigning scientific and technological tasks

1. Methods of assigning scientific and technological tasks include selection and direct assignment.

2. The method of direct assignment shall only apply to scientific and technological tasks falling under one of the following cases:

a) Scientific and technological tasks involving state secrets, special services for security and defense;

b) Urgent scientific and technological tasks;

c) Scientific and technological tasks that can only be carried out by one organization with sufficient human resources, expertise, and equipment.

3. The selection method applies to scientific and technological tasks not covered by Clause 2 of this Article.

Article 7. Management of scientific and technological tasks

1. Principles of managing scientific and technological tasks:

a) Ensuring centralized and unified management of scientific and technological tasks within the Banking industry;

b) Ensuring autonomy, promoting creativity, and enhancing responsibility of organizations and individuals in implementing scientific and technological tasks of the Banking industry;

c) Ensuring effective use of resources of the State Bank to implement scientific and technological tasks of the Banking industry;

d) Ensuring full compliance with legal regulations on scientific and technological activities; mechanisms, policies, strategies, and plans for developing science and technology of the Banking industry.

2. Contents of managing scientific and technological tasks:

a) Determining the annual list of scientific and technological tasks;

b) Organizing the implementation of scientific and technological tasks;

c) Monitoring, tracking, and evaluating the application of results from scientific and technological tasks;

d) Publishing information, preserving research results;

đ) Managing funds for implementing scientific and technological tasks:

(i) For scientific and technological tasks using state budget funds, they shall be implemented in accordance with the Law on State Budget and related legal documents;

(ii) For scientific and technological tasks using funds of the State Bank, they shall be implemented in accordance with financial regulations and guidelines of the State Bank;

e) Other related works.

Chapter II

COMMISSIONING THE IMPLEMENTATION OF MINISTRY-LEVEL SCIENTIFIC AND TECHNOLOGICAL TASKS

Article 8. Requirements for Ministry-level scientific and technological tasks

1. Consistent with the strategy, plan, and orientation of scientific and technological development of the Banking industry at each stage.

2. Not overlapping in content with completed scientific and technological tasks of the Banking industry in the past five years or currently being implemented.

3. Not violating intellectual property regulations, inventions, patents both domestically and internationally recognized by relevant authorities.

4. Having a budget estimate for implementing the task that is appropriate to the capacity of state budget funds or State Bank funds and current financial regulations.

5. Implementation time is stipulated in the contract for implementing the scientific and technological task but does not exceed 36 months from the date of signing the contract (excluding extension periods as provided for in point c, Clause 1, Article 21 of this Circular).

6. Proposing specific solutions and application addresses or having commercialization potential.

7. For Ministry-level scientific and technological topics: During the implementation period of the Ministry-level scientific and technological task as stated in the contract and no later than the completion date, publish the research results in the form of at least one article. That article must be published in domestic specialized journals and/or international journals belonging to the ISI or Scopus system or the list of scientific journals issued annually by the State Council of Professor Titles (economic sector).

8. For Ministry-level scientific and technological projects: Proposing to build, amend mechanisms, policies, procedures, regulatory documents that meet scientific and practical bases and have a roadmap for implementation.

Article 9. Orientation of scientific and technological tasks for the Banking Industry

1. The Department of Organization and Cadres shall draft the Orientation of scientific and technological tasks for the Banking Industry and submit it to the Governor of the State Bank of Vietnam (hereinafter referred to as the Governor) for approval. Such approval must be completed no later than March 31 each year.

2. The Orientation of scientific and technological tasks for the Banking Industry shall be developed based on one or more of the following grounds:

a) Requirements from Party leadership, State leadership, and leadership of the State Bank of Vietnam;

b) Strategies, plans, and development programs of the State Bank of Vietnam and strategies, master plans, and development plans of sectors managed by the State Bank of Vietnam;

c) Development strategies for science and technology and the objectives, tasks of science and technology for five-year or ten-year periods of the State Bank of Vietnam;

d) Plans for scientific and technological activities of the Ministry of Science and Technology and the State Bank of Vietnam.

3. The Orientation of scientific and technological tasks shall be widely publicized on the Banking Industry's Science and Technology Portal and notified to organizations and individuals who have proposed such tasks, except for those scientific and technological tasks that involve state secrets as stipulated in Clause 3, Article 4 of this Circular.

Article 10. Proposing Ministry-level Scientific and Technological Tasks

1. All organizations and individuals have the right to participate in proposing Ministry-level scientific and technological tasks of the State Bank of Vietnam within the deadlines published on the State Bank of Vietnam’s electronic portal.

2. Organizations and individuals under the State Bank of Vietnam shall submit proposals for Ministry-level scientific and technological tasks through their own organization using Form No. 02 attached as Appendix I to this Circular. Organizations with the responsibility to review, select, and compile proposals for Ministry-level scientific and technological tasks from individuals within their organization shall send them to the Department of Organization and Cadres using Form No. 03 attached as Appendix I to this Circular.

3. Organizations and individuals not under the State Bank of Vietnam shall directly submit proposals for Ministry-level scientific and technological tasks to the Department of Organization and Cadres using Form No. 01 attached as Appendix I to this Circular.

Article 11. Advisory Council for Determining Ministry-level Scientific and Technological Tasks

1. The Department of Organization and Cadres shall present to the Governor for decision the establishment of Advisory Councils for determining Ministry-level scientific and technological tasks.

2. Each Council shall consist of between 05 and 07 members and 01 administrative secretary. Members of the Council include: Chairperson, 01 Deputy Chairperson, 02 reviewing members, 01 secretarial member, and other members. Council members are representatives of organizations both inside and outside the State Bank of Vietnam, scientists, and managers with expertise relevant to the research field of Ministry-level scientific and technological tasks.

3. The Council shall advise and determine Ministry-level scientific and technological tasks proposed by the State Bank of Vietnam, including: defining the name, orientation of objectives, main contents, expected products, and methods of implementation for each Ministry-level scientific and technological task.

4. Working methods of the Council:

a) At least 05 working days before the Council meeting, the Department of Organization and Cadres shall be responsible for sending materials to Council members. Materials include: Proposal forms for Ministry-level scientific and technological tasks; Summary tables of Ministry-level scientific and technological tasks proposed by organizations and individuals; Results of information searches related to relevant scientific and technological tasks;

b) Council members shall provide comments on proposed Ministry-level scientific and technological tasks according to Form No. 01 attached as Appendix II to this Circular and submit them to the Department of Organization and Cadres at least 01 working day before the Council meeting;

c) The person chairing the Council meeting shall convene the Council meeting and decide whether to hold it in person, online, or a combination of both. The Council shall meet when at least 2/3 of its members are present, including the person chairing the meeting, 02 reviewing members, and the secretarial member.

If necessary, individuals and representatives of organizations proposing Ministry-level scientific and technological tasks may be invited to attend the Council meeting to seek opinions;

d) Council members shall be individually responsible for their advisory opinions and maintain confidentiality regarding information related to the Council meeting content.

5. The Council meeting shall be conducted in accordance with the procedures specified in Form No. 07 attached as Appendix II to this Circular.

Article 12. Approval of the list of scientific and technological tasks ordered at the ministry level

1. Based on the minutes of the Advisory Council meeting to determine scientific and technological tasks at the ministry level and the annual budget forecast for these tasks, the Cadre and Personnel Department compiles the list of scientific and technological tasks ordered at the ministry level to be submitted to the Governor for approval. In case of necessity, the Governor may request the Cadre and Personnel Department to seek additional opinions from independent experts before deciding to approve the list. For proposals marked as "not to be implemented," the Cadre and Personnel Department shall notify the organizations or individuals who proposed the scientific and technological tasks at the ministry level of the reasons.

2. The content of the list of scientific and technological tasks ordered at the ministry level approved by the Governor includes: task name, target orientation, expected products, estimated implementation time, and method of task assignment.

3. Within seven working days from the date the Governor approves the list of scientific and technological tasks ordered at the ministry level, the Cadre and Personnel Department is responsible for publishing this list on the banking industry's science and technology information portal.

Article 13. Determination of urgent scientific and technological tasks at the ministry level

1. When significant and urgent issues arise from practical operations related to the development of the banking industry or are assigned by the State Bank Leadership, organizations and individuals submit proposal files for urgent scientific and technological tasks at the ministry level to the Cadre and Personnel Department.

2. The proposal file for urgent scientific and technological tasks at the ministry level includes: task assignment document (if applicable); scientific and technological task proposal document of the organization or individual; detailed description of the scientific and technological task at the ministry level according to Model No. 02 attached as Appendix III to this Circular; expected products and budget estimate for implementation.

3. The Cadre and Personnel Department submits urgent scientific and technological tasks at the ministry level for the Governor's approval without depending on the annual science and technology plan of the State Bank.

Chapter III

SELECTION OR DIRECT ASSIGNMENT TO IMPLEMENT SCIENTIFIC AND TECHNOLOGICAL TASKS AT THE MINISTRY LEVEL

Article 14. Conditions for participating in selection or direct assignment to implement scientific and technological tasks at the ministry level

1. Organizations with functions suitable to the specialized field of scientific and technological tasks at the ministry level ordered by the State Bank have the right to register to participate in selection or be directly assigned to implement scientific and technological tasks at the ministry level of the State Bank, except for the following cases:

a) Up to the submission deadline, they have not fully repaid the recovered funds according to previous task implementation contracts (if any);

b) Within three years from the submission date, they have committed violations leading to suspension of scientific and technological tasks at the ministry level.

2. Individuals registering as the main person in charge of scientific and technological tasks at the ministry level must meet the following requirements:

a) Having a bachelor’s degree or higher;

b) Have relevant expertise;

c) Be the main person or key participant in drafting the detailed description of the scientific and technological task at the ministry level;

d) Possess the ability to organize implementation and ensure sufficient time to lead the research work of the scientific and technological task at the ministry level;

đ) Not fall under any of the following circumstances:

(i) The individual in charge of the scientific and technological task at the ministry level was evaluated as "unsatisfactory" within three years from the date of the acceptance committee's conclusion;

(ii) Within three years from the submission date, they have committed violations leading to suspension of scientific and technological tasks at the ministry level.

Article 15. Announcement on Selection to Implement Ministry-level Science and Technology Tasks

The list of ministry-level science and technology tasks to be implemented through selection methods shall be announced annually by the Cadre and Civil Servant Department on the Ministry of Finance's Science and Technology Portal at least 21 days before the deadline for submission of applications.

Article 16. Application Documents for Participation in Selection or Direct Assignment to Implement Ministry-level Science and Technology Tasks

1. The application documents for participation in selection or direct assignment to implement ministry-level science and technology tasks shall include:

a) An application letter from the organization or individual applying to lead the implementation of the ministry-level science and technology task sent to the Cadre and Civil Servant Department according to Model No. 01 attached as Appendix III of this Circular;

b) A detailed description of the ministry-level science and technology task according to Model No. 02 attached as Appendix III of this Circular. The detailed description must fully reflect the objectives, research content, and organizational methods as stipulated in the decision to commission the ministry-level science and technology task;

c) A summary of the scientific and technological activities of the organization applying to lead the implementation of the ministry-level science and technology task according to Model No. 03 attached as Appendix III of this Circular;

Scientific curriculum vitae of the individual applying to lead, secretary, and other individuals applying to participate in the main research of the ministry-level science and technology task, with confirmation from the organization according to Model No. 04 attached as Appendix III of this Circular;

d) Scientific curriculum vitae of domestic experts according to Model No. 05 attached as Appendix III of this Circular; scientific curriculum vitae of foreign experts according to Model No. 06 attached as Appendix III of this Circular (in cases where the detailed description of the ministry-level science and technology task includes hiring foreign scientific experts);

đ) A confirmation document regarding the agreement of organizations and individuals applying to cooperate in implementing the ministry-level science and technology task according to Model No. 07 attached as Appendix III of this Circular;

e) Results of information searches about related ministry-level science and technology tasks according to Model No. 08 attached as Appendix III of this Circular (if applicable).

2. The application package for participation in selection or direct assignment to implement the ministry-level science and technology task must be sealed and clearly marked on the outside with the name of the ministry-level science and technology task; the name and address of the organization or individual applying to lead the task; and a list of documents and texts included in the application package.

3. Number of application packages: One original package (with stamps and signatures directly applied), printed on A4 paper using Vietnamese font from the Unicode character set according to national standard TCVN 6909:2001, font size 14; one electronic copy (in PDF format, without password protection); and eight copies.

4. Application packages for participation in selection or direct assignment to implement the ministry-level science and technology task must be submitted fully and on time to the Cadre and Civil Servant Department as per the announcement on selection. The date of receipt of the application package is the date stamped by the postal service (in case of sending via postal service) or the stamp of the Cadre and Civil Servant Department's office (in case of direct submission) or the arrival date on the E-doc document management system (in case of submission via the electronic information system).

Article 17. Opening and verifying the validity of registration files for selection or direct assignment to perform department-level scientific and technological tasks

1. The Cadre and Civil Servant Department shall carry out the opening, verification, and confirmation of the validity of the files with the participation of representatives from related organizations (if necessary) and representatives of organizations or individuals registering for selection or direct assignment. Registration files for selection of scientific and technological tasks shall be opened within a maximum period of 15 days from the end date of the file submission deadline. Files for direct assignment to perform scientific and technological tasks shall be opened immediately upon receipt.

2. A valid file is a file that fully meets the contents stipulated in Article 16 of this Circular. Valid files will be submitted to the Advisory Board for Selection or Direct Assignment to Perform Department-Level Scientific and Technological Tasks for review and evaluation.

3. The results of opening the files shall be recorded in the Minutes according to Form No. 09 attached at Appendix III of this Circular.

Article 18. Advisory Board for Selection or Direct Assignment to Perform Department-Level Scientific and Technological Tasks

1. The Cadre and Civil Servant Department shall submit to the Governor for decision on establishing the Advisory Board for Selection or Direct Assignment to Perform Department-Level Scientific and Technological Tasks.

2. The Board shall consist of from five to seven members and one administrative secretary. Members of the Board include: Chairman, one Vice-Chairman, two opposing members, one secretary member, and other members. Board members are scientists and managers with competence and expertise appropriate to the research field of the department-level scientific and technological task. Members participating in the Advisory Board to determine department-level scientific and technological tasks are prioritized to be invited to join the Advisory Board for Selection or Direct Assignment for corresponding department-level scientific and technological tasks.

3. At least five working days before the meeting of the Board, the Cadre and Civil Servant Department shall be responsible for sending the registration files for selection or direct assignment of department-level scientific and technological tasks to the Board members. Each member shall provide comments on the selection or direct assignment registration files according to Form No. 10 attached at Appendix III of this Circular and send them back to the Cadre and Civil Servant Department at least one working day before the meeting.

4. The person in charge of convening and chairing the Board meeting shall convene the meeting and decide on its form, whether it is face-to-face, online, or a combination of both. The Board shall only convene when at least two-thirds of the Board members participate, including the person in charge of convening and chairing the Board meeting, two opposing members, and the secretary member of the Board.

If necessary, the Board may invite representatives from related organizations to attend the Board meeting to seek their opinions.

5. The Board meeting shall be conducted in accordance with the procedures stipulated in Form No. 16 attached at Appendix III of this Circular.

6. The results of the Board meeting shall be communicated to the organizations or individuals registering for selection or direct assignment of department-level scientific and technological tasks immediately after the conclusion of the meeting.

7. Organizations or individuals proposed for selection or direct assignment to perform department-level scientific and technological tasks shall be responsible for completing the files according to the Board's opinions within seven working days from the date of the Board meeting, with confirmation from the person in charge of convening and chairing the Board meeting and the opposing members according to Form No. 14 attached at Appendix III of this Circular, and send them back to the Cadre and Civil Servant Department.

Article 19. The Financial Review Team for Ministry-level Science and Technology Tasks

1. The Financial Review Team for Ministry-level Science and Technology Tasks shall be established by the Governor based on the proposal of the Cadre Organization Department (hereinafter referred to as the Review Team) consisting of 03 members and 01 administrative secretary, including:

a) The head of the Review Team is a leader of the Cadre Organization Department;

b) The deputy head of the Review Team is a leader of the Finance and Accounting Department;

c) One member of the Review Team is the Chairman or Vice-Chairman or a reviewing member of the Selection Council or directly assigned to implement the Ministry-level Science and Technology Task;

d) The administrative secretary for the Review Team is an officer from the Cadre Organization Department. The administrative secretary is responsible for preparing documents and assisting the Review Team;

đ) In case of necessity, the head of the Review Team may invite representatives of organizations or individuals related to attend the Review Team's meeting to seek their opinions;

2. The dossier for the financial review meeting of Ministry-level Science and Technology Tasks includes:

a) Minutes of the Advisory Council's meeting on selection or direct assignment to implement the Ministry-level Science and Technology Task;

b) A completed task description according to the Advisory Council's opinion on selection or direct assignment to implement the Ministry-level Science and Technology Task, along with a report on completing the task description and detailed budget estimates by the main task leader of the Ministry-level Science and Technology Task;

3. Principles of operation of the Review Team:

a) There must be full participation of all 3 members;

b) The head of the Review Team chairs the meeting and decides on the meeting format, whether it will be held in person, online, or a combination of both;

c) The conclusion of the Review Team is adopted when all members agree. In case there are differing opinions among members, the Cadre Organization Department proposes and reports to the Governor for consideration and decision;

4. Responsibilities of the Review Team and its members:

a) The Review Team is responsible for reviewing the budget estimate for implementing the Ministry-level Science and Technology Task with research contents consistent with the Advisory Council's conclusions on selection or direct assignment to implement the Ministry-level Science and Technology Task and current state economic-technical norms and expenditure standards (if applicable). It determines the total budget for implementing the Ministry-level Science and Technology Task (including budget support from the state, the State Bank, and other sources), allocates budget expenditures to final products, partial budget allocations, and annual budget phases. The financial review results are recorded in the Financial Review Minutes according to Model No. 15 attached as Appendix III of this Circular;

b) The Review Team is responsible for notifying the organization or individual registering for selection or direct assignment of the Ministry-level Science and Technology Task of the review results immediately after the review meeting ends if all members agree, or immediately after receiving the Governor's opinion if members have differing opinions;

c) Each member of the Review Team is individually responsible for the results of their review.

Article 20. Approval of Tasks and Signing of Contracts to Implement Ministry-level Science and Technology Tasks

1. The organization or individual leading the Ministry-level Science and Technology Task completes the dossier according to the Review Team's Financial Review Minutes and submits it to the Cadre Organization Department within a maximum period of 15 days from the date of receipt of the review comments.

2. Within five working days from the date of receipt of the completed dossier of the Ministry-level Science and Technology Task according to the Review Team's opinion, the Cadre Organization Department presents to the Governor for signing the decision approving the Ministry-level Science and Technology Task assigned to the organization or individual to implement, including: task name; leading organization or individual; implementation time; funding and method of task implementation cost allocation.

If necessary, the Cadre Organization Department seeks additional independent expert advice before presenting to the Governor for approval of the Ministry-level Science and Technology Task assigned to the organization or individual to implement.

3. Signing the Contract to Implement the Task

The Governor of the State Bank authorizes the Cadre Organization Department Director (or a department leader responsible for science management in the Cadre Organization Department in case the Cadre Organization Department Director is the main task leader) to sign the contract to implement the Science and Technology Task according to the model prescribed in Appendix V attached to this Circular. The approved task description and budget estimate are integral parts of the contract to implement the Science and Technology Task.

Article 21. Adjustment of Contracts for Implementing Ministry-Level Scientific and Technological Tasks

1. Extension of Time to Implement Ministry-Level Scientific and Technological Tasks:

a) The extension of time to implement ministry-level scientific and technological tasks shall be carried out in the following cases:

(i) At least 30 days before the end of the contract implementation period for ministry-level scientific and technological tasks, if it is necessary to extend the implementation time, the leading organization of the ministry-level scientific and technological task shall submit a written request for extension to the Department of Organization and Cadres, reporting on the implementation status of the ministry-level scientific and technological task at the time of requesting the extension and specifying the reasons for delayed progress;

(ii) In cases stipulated in point a, Clause 2, Article 26 of this Circular, and the leading organization of the ministry-level scientific and technological task submits a written request for extension of the implementation time to the Department of Organization and Cadres;

b) Within 15 days from the date of receipt of the written request for extension of the implementation of the ministry-level scientific and technological task, the Department of Organization and Cadres shall be responsible for reviewing and submitting to the Governor for consideration and decision on the extension of the implementation of the task;

c) If the ministry-level scientific and technological task is agreed to be extended by the Governor, the extension period will start from the end date of the contract implementing the task and will be specifically stipulated in the decision extending the implementation time of the ministry-level scientific and technological task. The maximum extension period is 12 months for tasks with an implementation period exceeding 24 months, 6 months for tasks with an implementation period not exceeding 24 months, and 3 months for tasks with an implementation period not exceeding 12 months. In special cases, the extension period will be decided by the Governor;

d) If the ministry-level scientific and technological task is not granted an extension of the implementation time, the Department of Organization and Cadres shall notify the organization or individual leading the implementation of the ministry-level scientific and technological task;

2. Change of Principal and Members of the Ministry-Level Scientific and Technological Task:

a) In case the principal of the ministry-level scientific and technological task cannot continue to implement the contract for implementing the task, the leading organization of the ministry-level scientific and technological task shall submit a written explanation and appoint a replacement officer to lead the task, sending it to the Department of Organization and Cadres;

b) In case it is necessary to change members of the ministry-level scientific and technological task compared to the signed contract for implementing the task, the principal of the ministry-level scientific and technological task shall submit a written explanation and seek confirmation from the leading organization, then send it to the Department of Organization and Cadres;

c) Within 15 days from the date of receipt of the written explanation regarding the change of the principal or members of the ministry-level scientific and technological task, the Department of Organization and Cadres shall be responsible for reviewing and submitting to the Governor for consideration and decision on the change of the principal or members of the ministry-level scientific and technological task, and informing the result to the organization or individual leading the ministry-level scientific and technological task;

3. Adjustment of Funding for Ministry-Level Scientific and Technological Tasks shall be implemented in accordance with relevant laws concerning the allocation of funds for implementing ministry-level scientific and technological tasks using state budget and funding sources from the State Bank;

4. Documents related to the adjustment of contracts for implementing ministry-level scientific and technological tasks are integral parts of the contract for implementing ministry-level scientific and technological tasks.

Chapter IV

INSPECTION, EVALUATION, ACCEPTANCE AND TERMINATION OF CONTRACTS FOR IMPLEMENTING MINISTRY-LEVEL SCIENTIFIC AND TECHNOLOGICAL TASKS

Article 22. Inspection of the Implementation of Ministry-level Science and Technology Tasks

1. Every six months from the date of signing the contract to implement the ministry-level science and technology task, the leading organization shall be responsible for reporting according to Model No. 01 attached at Appendix IV of this Circular to the Department of Organization and Cadres.

2. In cases where necessary, the Department of Organization and Cadres shall establish an inspection team to inspect the implementation of the ministry-level science and technology tasks (including progress, results, and disbursement of funds) at organizations leading such tasks. The inspection report on the implementation of the task shall be prepared according to Model No. 02 attached at Appendix IV of this Circular. The inspection results serve as the basis for the Department of Organization and Cadres to submit to the Governor for consideration regarding suspension, adjustment, or continuation of the contract implementation.

3. The inspection expenses shall be taken from the budget allocated for the science and technology activities of the banking industry according to the annual plan and budget approved by the leadership of the State Bank.

Article 23. Submission of Research Results of Ministry-level Science and Technology Tasks

By the latest end date of the research period recorded in the contract to implement the ministry-level science and technology task, the leading organization or individual must submit the research product and self-assessment report on the implementation of the ministry-level science and technology task according to Model No. 04 attached at Appendix IV of this Circular to the Department of Organization and Cadres for evaluation and acceptance.

Article 24. Documentation for Evaluation and Acceptance of Ministry-level Science and Technology Task Results

The documentation for evaluation and acceptance of ministry-level science and technology task results includes:

1. The proposal for evaluation and acceptance of the ministry-level science and technology task of the task leader according to Model No. 03 attached at Appendix IV of this Circular.

2. Summary Report and Briefing Report on the Implementation Results of the Task according to Model No. 12 attached at Appendix IV of this Circular.

3. Products of the ministry-level science and technology task.

4. Copy of the contract and task description.

5. Confirmation documents and related materials concerning the publication, dissemination, training, reception, and utilization of research results (if applicable).

6. Report on the use of funds for the task according to Model No. 05 attached at Appendix IV of this Circular.

7. Self-assessment report on the implementation results of the task.

8. Other documents (if any).

Article 25. Advisory Board for Evaluation and Acceptance of Ministry-level Science and Technology Task Results

1. Within seven working days from the date of receiving valid documentation for evaluation and acceptance of the implementation results of the ministry-level science and technology task, the Department of Organization and Cadres shall submit to the Governor to establish an Advisory Board for Evaluation and Acceptance of the Implementation Results of the Ministry-level Science and Technology Task.

2. The Advisory Board shall consist of between seven and nine members and one administrative secretary. Members of the Advisory Board include: Chairman, one Deputy Chairman, two opposing members, one secretary member, and other members. Members of the Advisory Board are scientists and managers with expertise and capabilities appropriate to the field of research of the ministry-level science and technology task. Members participating in the selection or direct assignment of the ministry-level science and technology task are prioritized to join the Advisory Board for Evaluation and Acceptance of the Implementation Results of the Ministry-level Science and Technology Task. Representatives of the leading organization of the task may not serve as Chairman, Deputy Chairman, opposing member, or secretary member of the Advisory Board.

3. At least five working days before the meeting of the Advisory Board, the Department of Organization and Cadres shall be responsible for sending the documentation for evaluation and acceptance of the implementation results of the ministry-level science and technology task specified in Article 24 of this Circular to the members of the Advisory Board. Each member shall provide comments on the registration form for selection according to Model No. 06 attached at Appendix IV of this Circular and send it back to the Department of Organization and Cadres at least one working day before the meeting.

4. The Advisory Board meeting shall be organized within thirty days from the date of the decision to establish the Board. The person in charge of convening the Advisory Board meeting shall decide on the meeting format, either directly, online, or a combination of both. The Advisory Board shall only meet if at least two-thirds of its members participate, including the person in charge of convening the meeting, two opposing members, and the secretary member.

If necessary, the Board may invite representatives from related organizations to attend the Board meeting to seek their opinions.

5. The Advisory Board meeting shall be conducted according to the procedure specified in Model No. 17 attached at Appendix III of this Circular.

6. Principles of Evaluation by the Advisory Board:

a) The evaluation of the implementation results of the ministry-level science and technology task is conducted through an evaluation form bearing the stamp of the State Bank placed in the upper left corner of the first page;

b) Members of the Advisory Board evaluate independently;

c) An evaluation form is valid if it complies with the regulations for each evaluation content.

d) An invalid form is one that has been left blank or evaluated incorrectly by a member of the Advisory Board;

đ) The overall classification result of the ministry-level science and technology task is based on the evaluation results of each member according to the regulations.

7. Content of Product Evaluation of the Ministry-level Science and Technology Task:

a) Evaluation of the summary report: Evaluation of the completeness, clarity, authenticity, and logical consistency of the summary report and accompanying necessary documents (design documents, technical documents, intermediate products, cited documents);

b) Evaluation of the task product compared to the order, including: Quantity and volume of products; quality of products; types of products; features and technical specifications of products.

8. Evaluation and Classification of the Ministry-level Science and Technology Task The implementation results of the task are evaluated and classified into five levels based on the average score of valid scoring forms as follows:

a) Excellent: average score of 95 points or higher;

b) Good: average score from 85 to less than 95 points;

c) Fair: average score from 75 to less than 85 points;

d) Pass: average score from 50 to less than 75 points;

đ) Fail: average score below 50 points.

Article 26. Handling the Results of Department-level Science and Technology Tasks

1. For department-level science and technology tasks rated "Achieved" or higher:

a) Within thirty days from the date of the Advisory Board's meeting to evaluate and accept the results of the implementation of department-level science and technology tasks, the leading organization or individual is responsible for completing the task's dossier according to the Advisory Board's conclusions, drafting the Completion Report on the Product of Department-level Science and Technology Task in Form No. 10 attached as Appendix IV of this Circular, and sending it to the Cadre and Civil Servant Affairs Department.

b) The Cadre and Civil Servant Affairs Department will cooperate with the Chairman of the Advisory Board to inspect and supervise the completion of the evaluation dossier of the task.

2. For department-level science and technology tasks rated "Not Achieved":

a) In cases where the results of department-level science and technology tasks are rated "Not Achieved," if the task has not been extended and the Advisory Board recommends an extension, the leading organization or individual of the department-level science and technology task must complete the extension procedures to continue improving. The extension period shall comply with the provisions of point a, Clause 1, Article 21 of this Circular.

After the extension period, the evaluation and acceptance shall be carried out in accordance with the provisions of this Circular. All costs for completing the contents recorded in the contract for implementing the science and technology task and re-evaluating the results shall be borne by the leading organization or individual of the department-level science and technology task.

b) In cases where the results of department-level science and technology tasks are rated "Not Achieved" and have not been extended as stipulated in point a of this clause or the second acceptance still does not achieve the standard, the Cadre and Civil Servant Affairs Department shall base on the Advisory Board's conclusion to submit to the Governor for consideration to terminate the contract according to the terms specified in the contract. If necessary, the Governor may request the Cadre and Civil Servant Affairs Department to seek additional independent expert opinions before making a decision.

Article 27. Registration, Preservation, and Publication of the Results of Department-level Science and Technology Tasks

1. Within forty days from the date of the Advisory Board's meeting to evaluate and accept the results of the implementation of department-level science and technology tasks, for department-level science and technology tasks rated "Achieved" or higher, the leading organization or individual of the department-level science and technology task is responsible for submitting the result dossier of the department-level science and technology task to the Cadre and Civil Servant Affairs Department and registering the results of the department-level science and technology task in accordance with the law.

2. The result dossier of the department-level science and technology task shall be established in three paper copies and one electronic copy (in MS Word and PDF formats, preserving all products fully). The dossier includes:

a) Summary report;

b) Summary report of research results in Vietnamese;

c) Two pages of summary of research results in English;

d) Recommendation report (completed after formal acceptance).

All reports are bound together, hardcover, square spine, information on the cover according to Form No. 12 attached as Appendix IV of this Circular.

Article 28. Recognition of Results, Termination of Contracts for Implementing Department-level Science and Technology Tasks, and Transfer of Research Results

1. The dossier for recognizing the results of the implementation of department-level science and technology tasks includes:

a) Minutes of the Advisory Board's meeting to evaluate and accept the results of the implementation of department-level science and technology tasks;

b) Report on the completion of department-level science and technology products in Form No. 10 attached as Appendix IV of this Circular;

c) Opinions of independent consulting experts (if any).

2. Recognition of the results of the implementation of department-level science and technology tasks:

Within fifteen days from the date of receiving the dossier as stipulated in Clause 1 of this Article, the Cadre and Civil Servant Affairs Department shall submit to the Governor for signing the Decision recognizing the results of the task in Form No. 11 attached as Appendix IV of this Circular.

3. Termination of contracts for implementing department-level science and technology tasks:

a) When the department-level science and technology task ends, the leading organization or individual of the task must submit the final settlement report to the Office;

b) After the Governor's decision recognizing the results of the implementation of the department-level science and technology task takes effect, the Cadre and Civil Servant Affairs Department and the Office shall cooperate with the leading organization or individual to inventory and submit to the Governor for deciding on the handling of assets purchased with the task's budget (if any);

c) The termination of the contract for implementing the department-level science and technology task between the parties involved shall be conducted after the final settlement and asset inventory (if any) of the department-level science and technology task according to the model in Appendix VI attached to this Circular.

4. Transfer of research results:

a) Within fifteen days from the date the Decision recognizing the results of the implementation of the department-level science and technology task becomes effective, the Cadre and Civil Servant Affairs Department is responsible for coordinating with the leading organization to transfer research results to the approved addresses;

b) Heads of organizations receiving the transfer of research results from department-level science and technology tasks are responsible for cooperating with the leading individuals of the task to build the Application Information Sheet on the Utilization of the Results of the Implementation of the Science and Technology Task according to the guidelines of the Ministry of Science and Technology, and sending it to the Cadre and Civil Servant Affairs Department before October 15 each year for five consecutive years to compile and report to the Governor (except in cases where the utilization and application of the results have already been completed);

c) The funds for the transfer work, evaluation of the application and use of research results from the budget allocated for scientific and technological activities in the banking sector according to the annual plan and budget approved by the State Bank leadership.

Chapter V

RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS INVOLVED

Article 29. Responsibilities of Units under the State Bank

1. Department of Organization and Cadres:

a) Advise and assist the Governor in organizing the management of the implementation of scientific and technological tasks in the banking industry;

b) Deputize for the Governor of the State Bank to sign contracts for the implementation of scientific and technological tasks with organizations and individuals in charge;

c) Serve as the focal point for managing the content of the Banking Industry's Science and Technology Portal, update the database of results from the implementation of scientific and technological tasks of the State Bank, implement regulations on announcing information on the results of scientific and technological tasks according to current provisions; guide organizations and individuals in exploiting and updating online information on the management of scientific and technological tasks;

d) Take the lead and coordinate with the Department of Finance and Accounting, Office to inspect disbursement, use, and settlement of funds for scientific and technological tasks when required;

đ) Serve as the focal point to coordinate with relevant units to handle difficulties and obstacles arising during the implementation of the Circular;

e) Perform other tasks as stipulated in this Circular.

2. Department of Finance and Accounting:

a) Advise the Governor to issue regulations or guidelines on the management and use of funds for scientific and technological tasks;

b) Implement the functions of a first-level budget unit as prescribed by the State Budget Law for scientific and technological tasks funded by the state budget;

c) Take the lead and coordinate with the Department of Organization and Cadres to determine the annual budget allocation for scientific and technological tasks from the State Bank's allocated budget to submit to the Governor for approval.

3. Office:

a) Guide organizations and individuals in charge in the disbursement, settlement of funds for scientific and technological tasks in accordance with regulations;

b) Coordinate with the Department of Organization and Cadres to compile the need for allocated budgets for scientific and technological tasks into the annual income-expenditure plan, submit to the competent authority for approval.

4. Department of Information Technology:

a) Be responsible for technical management and operation of the Banking Industry's Science and Technology Portal;

b) Coordinate with the Department of Organization and Cadres in the exploitation, use, and management of science and technology information on the Banking Industry's Science and Technology Portal.

5. Banking Academy, Ho Chi Minh City University of Banking: Prepare and settle the budget for scientific and technological activities using state budget funds and send it to the State Bank (first-level budget unit) in accordance with the State Budget Law.

6. Other units under the State Bank:

a) Coordinate with the Department of Organization and Cadres to develop the Annual Scientific and Technological Task Orientation for the banking industry;

b) Research, identify, and propose scientific and technological tasks;

c) Organize the implementation of scientific and technological tasks assigned by the Governor as the main organizer;

d) Carry out reporting and statistical work on scientific and technological activities, participate in providing opinions on scientific and technological issues within their professional field according to the functions and tasks of the unit;

đ) Organize the application of the results of scientific and technological tasks in the practical operations of the unit.

Article 30. Responsibilities of the Leading Organization for Scientific and Technological Tasks

1. Create conditions regarding human resources, time, and other necessary conditions to implement scientific and technological tasks, while monitoring, supervising, and correcting errors that affect the objectives, contents, progress, and outcomes of assigned scientific and technological tasks.

2. Bear responsibility for the content of the explanatory notes and budget estimates of scientific and technological tasks to meet the objectives and produce products according to the contract for implementing scientific and technological tasks.

3. Bear responsibility for the legality and rationality of the results of implementing scientific and technological tasks.

4. Select individuals with sufficient professional qualifications and organizational capabilities to lead the task when assigning tasks directly.

5. Sign contracts to implement scientific and technological tasks, fully perform the responsibilities of the contracting party, and submit the results of the implementation of the scientific and technological task contract.

6. Sign work assignment contracts and specialized service contracts with organizations and individuals participating in the implementation of the contents of scientific and technological tasks (if necessary). Fully fulfill all commitments and responsibilities of the contracting party with the leading individual and organizations and individuals participating in the implementation of scientific and technological tasks.

7. Urge, monitor, supervise, and create favorable conditions for the leading individual to implement the task according to the content and schedule stipulated in the scientific and technological task implementation contract and the explanatory notes of the scientific and technological task.

8. Adhere to online management procedures for scientific and technological tasks on the Science and Technology Information Portal of the Banking Industry. Coordinate with the leading individual of the scientific and technological task to compile reports to the Governor (through the Department of Organization and Cadres) on the situation of implementing scientific and technological tasks regularly and urgently. Create favorable conditions and provide complete information to management, inspection, and audit agencies regarding the implementation of the task.

9. Utilize the allocated funds effectively to implement scientific and technological tasks according to signed scientific and technological task implementation contracts; timely and adequately disburse funds from committed sources in the scientific and technological task implementation contract to the leading individual and organizations and individuals participating in the implementation of the task; annually base on approved tasks to prepare budget estimates sent to the Department of Organization and Cadres for consolidation (for scientific and technological tasks using the State Bank's allocated funds); comply with current regulations for settlement and finalization of funds.

10. Organize the registration of intellectual property rights protection from the results of the task for organizations and individuals in accordance with the provisions of the law.

11. Organize the management, exploitation, application, and transfer of the results of the task, enjoy benefits, and bear responsibility for distributing interests from such activities in accordance with the provisions of the law and the scientific and technological task implementation contract.

Article 31. Responsibilities of the individual in charge of scientific and technological tasks

1. Implement assigned scientific and technological tasks, use funds in accordance with current State regulations and the scientific and technological task implementation contract signed.

2. Propose to the organization in charge of scientific and technological tasks to create conditions regarding time and other support for implementing scientific and technological tasks.

3. Select members to participate in implementing scientific and technological tasks; sign task assignment contracts and specialized service contracts with organizations and individuals inside and outside the unit (if necessary) to implement research content in accordance with current regulations.

4. Adhere to online management procedures and processes for scientific and technological tasks on the Banking Science and Technology Information Portal. Report on time about the content, progress, products created, and financial expenditure situation of the scientific and technological task to the organization in charge and the Department of Organization and Cadres.

5. Annually, based on approved tasks, prepare budget estimates for financial resources to send to the Department of Organization and Cadres for consolidation (for scientific and technological tasks using the allocated financial resources of the State Bank); be responsible for providing complete documentation for inspection, audit, and review when required.

6. Be responsible for the financial records and receipts during the implementation of scientific and technological tasks, the use of funds, and the repayment of funds for the implementation of scientific and technological tasks in cases where activities are suspended, the acceptance level is "Unsatisfactory," and the implementation task contract is terminated.

7. Carry out registration and preservation of the results of scientific and technological tasks and comply with current regulations regarding the publication, use, and transfer of research results of scientific and technological tasks funded by the State budget and the State Bank's financial resources in accordance with the law.

Chapter VI

IMPLEMENTING PROVISIONS

Article 32. Effectiveness

1. This Circular takes effect from August 14, 2025.

2. This Circular abolishes Circular No. 45/2024/TT-NHNN dated August 30, 2024, issued by the Governor of the State Bank of Vietnam on the management and organization of implementation of scientific and technological tasks of the State Bank of Vietnam.

3. Scientific and technological task implementation contracts at the ministry and grassroots levels signed before this Circular takes effect shall continue to be implemented according to the contents of the signed contracts. In case the name of the organization or position of the individual in charge of the task changes due to organizational restructuring, or the individual in charge changes their workplace, both parties shall agree to sign an Appendix to the Contract regarding information changes. The new managing organization continues to fulfill the responsibilities of the organization in charge and the Department of Organization and Cadres, and the Office continues to perform the responsibilities of the Institute of Banking Strategy under the signed contract in compliance with this Circular. If the organization or individual in charge finds that the research content is no longer suitable for the task requirements after organizational restructuring, both parties shall agree to consider terminating and liquidating the contract in accordance with the regulations.

Article 33. Implementation Organization

The Director of the Office, the Head of the Department of Organization and Cadres, the Heads of units under the State Bank, and related organizations and individuals are responsible for organizing the implementation of this Circular./.
