Decree No. 13/2026/TT-BGDĐT amending and supplementing certain provisions of the Examination Regulation for High School Graduation Diploma promulgated in conjunction with Decree No. 24/2024/TT-BGDĐT dated December 24, 2024 by the Minister of Education and Training.

DECREE

AMENDING AND ENRICHING CERTAIN ARTICLES OF THE REGULATIONS ON EXAMINATION FOR HIGH SCHOOL GRADUATION CERTIFICATE ISSUED ACCOMPANYING THE DECREES NO. 24/2024/TT-BGDĐT DATED 24 DECEMBER 2024 BY THE MINISTER OF EDUCATION AND TRAINING

BASED ON THE EDUCATION LAW No. 43/2019/QH14, AMENDED BY THE EDUCATION LAW No. 123/2025/QH15;

BASED ON THE HIGHER EDUCATION EDUCATION LAW No. 125/2025/QH15;

BASED ON THE DECREE No. 37/2025/NĐ-CP DATED 26 FEBRUARY 2025 OF THE GOVERNMENT REGULATING THE FUNCTION, MISSION, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;

BASED ON THE RESOLUTION No. 202/2025/QH15 DATED 12 JUNE 2025 OF THE NATIONAL ASSEMBLY ON THE ARRANGEMENT OF PROVINCE ADMINISTRATIVE UNITS;

IN ACCORDANCE WITH THE REQUEST OF THE DIRECTOR OF THE QUALITY MANAGEMENT COUNCIL;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS DECREE TO AMEND AND ENRICH CERTAIN ARTICLES OF THE REGULATIONS ON EXAMINATION FOR HIGH SCHOOL GRADUATION CERTIFICATE ISSUED ACCOMPANYING THE DECREES NO. 24/2024/TT-BGDĐT DATED 24 DECEMBER 2024 BY THE MINISTER OF EDUCATION AND TRAINING (HEREINAFTER REFERENCE AS THE REGULATIONS ON EXAMINATION).

ARTICLE 1. ABOLISH THE PHRASE “INSPECTOR” IN CLAUSE 1, ARTICLE 1 OF THE REGULATIONS ON EXAMINATION FOR HIGH SCHOOL GRADUATION CERTIFICATE ISSUED ACCOMPANYING THE DECREES NO. 24/2024/TT-BGDĐT DATED 24 DECEMBER 2024 BY THE MINISTER OF EDUCATION AND TRAINING (HEREINAFTER REFERENCE AS THE REGULATIONS ON EXAMINATION).

ARTICLE 2. AMEND AND ENRICH POINT C, CLAUSE 1, ARTICLE 8 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

“c) Members of the Examination Board are leaders of departments in the Department of Education and Training, leaders of relevant ministries, agencies, and related organizations; leaders of people's committees at the commune/district/special zone level within a province (hereinafter collectively referred to as commune-level authorities), where the examination centers are located;”

ARTICLE 3. AMEND AND ENRICH POINT D, CLAUSE 7, ARTICLE 14 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

“d) Require the Chief Examiner to prepare a record of candidates who violate the Regulations on Examination; cooperate with inspection and supervision teams in handling violations.”

ARTICLE 4. AMEND AND ENRICH THE FOURTH LINE OF POINT C, CLAUSE 7, ARTICLE 20 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

“- Organize the review of registration application forms and publicly announce cases that do not meet the eligibility criteria for examination as stipulated in paragraph 2 of this Regulation no later than five days before the examination; manage registration application files and transfer registration data to the Department of Education and Training;”

ARTICLE 5. AMEND AND ENRICH SEVERAL POINTS, CLAUSES OF ARTICLE 21 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

1. Amend and enrich point b of paragraph 2 as follows:

“b) Present the Identity Card/CCCD/Passport and examination notification;”

2. Amend and enrich point a of paragraph 4 as follows:

“a) Sit in the designated seat with their registration number; present the Identity Card/CCCD/Passport, examination notification when requested by the Chief Examiner or personnel at the Examination Center;”

ARTICLE 6. AMEND AND ENRICH CLAUSE 1 OF ARTICLE 28 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

“1. Based on candidate registration data, the Secretariat completes the list of candidates (including candidate photos) for each examination room.”

ARTICLE 7. AMEND AND ENRICH CLAUSE 1 OF ARTICLE 31 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

“1. The examination site must ensure security and safety, have sufficient fire-fighting equipment, and be continuously guarded by the police for 24 hours a day; the examination room, essay marking area, and storage of essay papers are arranged close to each other. Essay answer sheets are stored in the processing room or separately in a dedicated storage room depending on the actual conditions of the unit.”

ARTICLE 8. AMEND AND ENRICH SEVERAL POINTS, CLAUSES OF ARTICLE 34 OF THE REGULATIONS ON EXAMINATION AS FOLLOWS:

1. Amend and enrich point c of paragraph 2 as follows:

“c) Receive the software key from the Ministry of Education and Training, candidate list, and examination center list in Excel files from the Examination Board, save all to USB/CD/DVD (hereinafter collectively referred to as CD) for use in the essay examination marking area;”

2. Amend and enrich paragraph 6 as follows:

“6. CDs produced at each step under paragraphs 3, 4, 5 of this article must be sealed and packaged under the supervision of the Supervision Team, police, and a record should be made. One set is sent to the Ministry of Education and Training (via the Quality Management Council) where CD0 is sent by express mail, while CDs1 and CDs2 are handed over to the Secretariat for delivery via the examination management system to the Ministry of Education and Training. One set is sent to the Chairman of the Examination Board for storage (use of these CDs0, CDs1, CDs2 requires approval from the National Examination Command). After completing the CD transfer process and obtaining permission from the Chief Examiner, proceed to the next step.”

Article 9. Amend and supplement Article 36 of the Examination Regulations as follows:

"Article 36. Management of examination scores

1. After all subjects have been graded, the Chairman of the Examination Board shall transmit the examination results data to the Ministry of Education and Training (through the Department of Examination and Assessment) for storage and verification. The examination results data must be stored on two identical CD discs, sealed and witnessed by the police; one disc is given to the Chairman of the Examination Board for storage, and one disc is handed over to the Secretariat Committee to send to the Ministry of Education and Training through the Examination Management System.

2. To ensure the accuracy of the examination results data, the Ministry of Education and Training shall use the data submitted by the Examination Boards to update the Examination Management System; the Chairman of the Examination Board shall instruct the Secretariat Committee of the Examination Board to use the CD disc stored by the Chairman of the Examination Board for comparison with the data on the Examination Management System. After all Examination Boards have completed the data verification and prepared all necessary conditions, the examination results will be announced in accordance with regulations.

3. After announcing the examination results and evaluating the completion of high school graduation, secondary schools shall print and issue a certificate of examination results to candidates. Each candidate shall receive one certificate of examination results with a unique identification code.

4. All documents related to examination scores must be sealed and stored by the Chairman of the Examination Board in accordance with regulations."

Article 10. Amend and supplement certain points and clauses at Article 37 of the Examination Regulations as follows:

1. Amend and supplement Clause 2 as follows:

"2. The examination center shall receive the appeal application from candidates within five days from the date of announcement of the examination results, and transfer the candidate's examination data to the Examination Board. Within fifteen days from the end of the appeal submission period, the Examination Board must announce and notify the candidate of the re-examination result."

2. Amend and supplement Point d of Clause 5 as follows:

"d) Any examination score that has a discrepancy in the re-examination result of 0.25 points or more from the previously announced score shall be adjusted, whether it is an increase or decrease. All cases of score adjustments must involve direct dialogue between the examiners conducting the re-examination and those who conducted the initial examination (with minutes recorded). If any suspicious behavior is observed, it must be reported to the leadership of the Re-examination Committee for handling in accordance with regulations."

3. Amend and supplement the third line of Point b of Clause 6 as follows:

"- The re-examination grading data are exported from the software, recorded on two identical CD discs, sealed under the supervision of the Supervision Team, police, and a minutes book with signatures from the leadership of the Re-examination Committee. Of these, one disc is handed over to the Secretariat Committee for submission to the Ministry of Education and Training through the Examination Management System for management; one disc is given to the Chairman of the Examination Board for updating the examination results in the Examination Management System database and storage;"

4. Amend and supplement Clause 7 as follows:

"7. The scores of any examination papers adjusted after re-examination shall be decided by the Head of the Re-examination Committee, presented to the Chairman of the Examination Board for decision. The Chairman of the Examination Board shall update the candidate's score in the Examination Management System according to the regulations of the Ministry of Education and Training; transmit the data to the Ministry of Education and Training through the Examination Management System."

Article 11. Replace the phrase "issued by hospitals at or above the county level" in Clauses 1, 2 of Article 40 of the Examination Regulations with the phrase "issued by authorized health facilities."

Article 12. Amend and supplement certain points and clauses of Article 42 of the Examination Regulations as follows:

1. Amend and supplement point d of clause 2 as follows:

"d) Persons of ethnic Kinh, foreign nationals residing in Vietnam who study at secondary schools in special difficult communes, border communes, safe zone communes under the scope of Program 135 according to Decision No. 135/QĐ-TTg dated July 31, 1998, of the Prime Minister (counting from the time these communes completed Program 135 up to before); special difficult communes in coastal and island areas; communes in regions I, II, III and communes with special difficult villages among ethnic minority and mountainous areas according to current regulations for at least two-thirds of the secondary school education period;"

2. Amend and supplement point a of clause 3 as follows:

"a) Persons from ethnic minorities who study at secondary schools in special difficult communes, border communes, safe zone communes under the scope of Program 135 according to Decision No. 135/QĐ-TTg dated July 31, 1998, of the Prime Minister (counting from the time these communes completed Program 135 up to before); special difficult communes in coastal and island areas; communes in regions I, II, III and communes with special difficult villages among ethnic minority and mountainous areas according to current regulations for at least two-thirds of the secondary school education period;"

Article 13. Amend and supplement clause 2 of Article 47 of the Examination Regulations as follows:

"2. Procedures for recognizing completion of secondary education:

a) Within five days from the date of announcement of examination results, the Director of the Department of Education and Training shall recognize the completion of secondary education for candidates who meet the criteria and be responsible to the Ministry of Education and Training for the recognition of completion of secondary education in their province;

b) The Departments of Education and Training shall submit a list of candidates recognized as having completed secondary education to the Ministry of Education and Training immediately after the examination (considering recognition for candidates after re-examination) for management, monitoring."

Article 14. Abolish the term "Inspectorate" in Chapter IX of the Examination Regulations.

Article 15. Amend and supplement Article 52 of the Examination Regulations as follows:

“Article 52. Inspection

1. The work of inspecting various stages of the examination is carried out in accordance with the guidelines for inspection work during examinations issued by the Ministry of Education and Training.

2. The Ministry of Education and Training organizes the implementation of inspection work at local levels; the Minister of Education and Training decides to establish inspection teams or delegates the Director of the General Office of the Ministry of Education and Training to decide.

3. The People's Committee Chairman directs the implementation of examination supervision for the completion of secondary education in their locality according to the guidelines for examination supervision issued by the Ministry of Education and Training.

4. The Director of the Department of Education and Training decides to establish inspection teams for preparation, administration, marking, re-examination, and recognition of completion of secondary education at local levels.

5. In case necessary, the Minister of Education and Training requests the Inspectorate of the Government to conduct inspections of various stages of the examination in accordance with the Law on Inspection and relevant laws; the People's Committee Chairman directs the organization of inspection work for various stages of the examination according to the request of the Ministry of Education and Training or the provincial examination steering committee.”

Article 16. Abolish point c of clause 1 of Article 55 of the Examination Regulations.

Article 17. Amend and supplement clause 4 of Article 59 of the Examination Regulations as follows:

"4. Direct, guide, organize examination supervision in accordance with legal provisions."

Article 18. Amend and supplement Article 60 of the Examination Regulations as follows:

“Article 60. Responsibilities of Provincial People's Committee

1. Bear full responsibility for directing the organization of the examination at local levels.

2. Establish a provincial examination steering committee; approve plans, budgets and funding for organizing examinations submitted by the Department of Education and Training; direct and assign tasks to the Department of Education and Training and relevant departments, agencies, and local governments of the province, as well as commune/ward people's committees regarding the organization of the secondary education completion examination ensuring full implementation in accordance with the Examination Regulations and guidelines on examinations issued by the Ministry of Education and Training.

3. Direct and organize examination supervision and inspection at local levels according to their authority in accordance with regulations.”

Article 19. Amend and supplement certain Clauses 5 and 6 of the Examination Regulation as follows:

“5. Preside over the establishment, direct, and organize the implementation of tasks by the Examination Board and its subcommittees; determine the number of In-Printing Subcommittees, Verification Subcommittees, Grading Subcommittees, and Reconsideration Subcommittees (must develop a plan to ensure quality, efficiency, and uniformity among multiple In-Printing, Verification, Grading, and Reconsideration Subcommittees if more than one such subcommittee is formed); organize business training for the examination; direct educational institutions to prepare conditions regarding physical infrastructure for the examination.

6. Organize the recognition of high school graduation for candidates; direct the organization of issuance of High School Graduation Certificates, Completion Certificates of General Education Programs; direct the organization of issuance of Examination Result Certificates for candidates; publicly announce the test scores in each subject, compare average test scores across subjects with corresponding average academic year 12 scores from secondary schools within the province.”

Article 20. Amend and supplement Clause 4 and 5 of the Examination Regulation as follows:

“4. Receive applications, compile a list of candidates seeking reconsideration of examination papers, and forward to the Department of Education and Training.

5. Issue Examination Result Certificates and Completion Certificates of General Education Programs.”

Article 21. Amend and supplement Clause 2 of the Examination Regulation as follows:

“2. Implement tasks related to examination organization and inspection according to the requirements of the Minister of Education and Training./”

Article 22. Replace Appendices I, II, III of the Examination Regulation with those appended hereto in this Circular.

Article 23. Provisions for Implementation

1. This Circular shall take effect on April 24, 2026.

2. The Deputy Director of the Office, Director of the Quality Management Department, Head of the Planning and Finance Department, Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and municipalities directly under the Central Government; Directors of Departments of Education and Training; Directors of universities and academies; Principals of higher education institutions; Principals of secondary schools shall be responsible for implementing this Circular./.
