SUPPLEMENTING CIRCULAR NUMBER 10/LD-TT OF 16/5/1960 ON
GUIDELINES FOR DISTRIBUTION OF WORKBOOKS

Implementing Decree No. 7/CP dated April 8, 1960 of the Council of Ministers, the Ministry of Labour issued Circular No. 10/LDD-TT on May 16, 1960 guiding and detailing the implementation of the issuance of workbooks for workers and labourers in production units and state agencies. Up to now, the first phase has been basically completed in most localities.
The distribution of workbooks is entirely new, with a wide scope across all sectors where cadres have no experience, and it was carried out during a period when localities had many urgent tasks. However, thanks to the strict guidance of the Prime Minister's Office, relevant ministries, the efforts of local administrative committees, especially the direct leadership of Party cells, specialized agencies, and the close cooperation of trade unions and youth branches at grassroots levels, the distribution of workbooks has achieved certain results. Initially, it helped units to understand the vocational skills, backgrounds, and living conditions of workers and labourers. On the other hand, it motivated workers and labourers to be more enthusiastic, increase productivity, and enhance their sense of labour discipline.
Through the implementation of the first phase, we have gained many practical experiences in guiding the distribution of workbooks. However, the demand for managing and utilizing human resources for production is increasing daily, the number of workers and labourers is growing, and the scope of distributing workbooks must be expanded to meet management requirements and align with current human resource utilization needs in various industries. Due to the continuous development of production units, organizing the distribution of workbooks in phases is no longer suitable, and there are some experiences in distribution. Therefore, the distribution of workbooks should become a regular task of enterprises, industrial, agricultural, forestry, and fishery farms.
To ensure uniformity in the distribution of workbooks among industries and make it a regular task for production units, the Ministry issues this circular to supplement some points of Circular No. 10/LD-TT dated May 16, 1960 as follows:
I. ORGANIZATION OF REGULAR DISTRIBUTION OF WORKBOOKS
a. At the central level, the Ministry of Labour and the General Confederation of Labour monitor the distribution of workbooks. The Ministry of Labour has dedicated staff responsible for liaising with relevant departments and localities regarding the distribution of workbooks, providing application forms, workbooks, and maintaining records of provincial registrations and unit lists (master list) according to annual plans of localities.
Relevant ministries have the responsibility to inspect and urge subordinate units to comply with the distribution of workbooks for workers and labourers in their respective industries, track statistics, and utilize data to serve labour and production planning within their industries. They also exchange experiences with the Ministry of Labour on the exploitation and effects of workbooks.
b. At the local level, the People's Committee of provinces, cities, and districts is responsible for the distribution of workbooks in their jurisdictions. Local Labour Departments provide professional support, guide, inspect, and urge the distribution of workbooks, review applications and workbooks of units under their management, and report on the distribution situation according to the Ministry of Labour's management plan. Annually, they compile plans for materials to be sent to the Ministry for printing.
c. Production units employing workers are directly responsible for the distribution of workbooks. They regularly check the number of workers in their units, and those meeting the criteria for receiving workbooks should be reviewed and recommended by the head of the unit to the local People's Committee for issuance. The Labour and Wages Department assists the head in handling all procedures for the distribution and management of workbooks within the unit. Quarterly, they report the situation to the local People's Committee (Labour Department) according to the Ministry of Labour's management plan.
The organization of workbook distribution at the unit level should be thorough but not interfere with production. Grassroots trade unions cooperate with specialists to assist the head in the distribution of workbooks.
Production units prepare plans for workbooks, application forms, and master lists to send to the local Labour Department to ensure uniformity in distribution. Regarding film and images, units coordinate with the General Trading Corporation and Cultural Products Company to resolve them, and the Labour Department does not distribute them.
II. SCOPE AND OBJECTS OF DISTRIBUTION OF WORKBOOKS
A. SCOPE OF DISTRIBUTION:
Following the distribution of workbooks to production units and state agencies in the first phase, the distribution will now be extended to local enterprises and joint public-private enterprises that have stabilized production.
B. OBJECTS OF DISTRIBUTION OF WORKBOOKS:
All workers with and without specific trades who work regularly in production chains of enterprises, industrial, agricultural, forestry, and fishery farms, state-owned trading stores, state management agencies, mass organizations, public services, and those subject to national mobilization shall be issued workbooks.
Detailed objects are guided in Circular No. 1511/LD-NC dated October 15, 1960, which is supplemented as follows:
1. Pharmacy technicians directly selling goods in pharmaceutical stores. Pharmacy technicians directly producing medicines in pharmaceutical factories (including those producing non-pharmaceutical products at the Tuberculosis Institute).
2. In traditional medicine stores and processing workshops, issue workbooks to those directly selling goods and processing workers similar to those in pharmaceutical stores (excluding licensed physicians prescribing prescriptions).
3. Catering staff, childcare providers, and general service personnel in state management agencies, mass organizations, and public services.
4. In joint public-private enterprises that have stabilized production, issue workbooks to state-employed workers directly involved in production, old workers who have continuously worked since before the reform, and catering and childcare staff who have continuously worked since before the reform and are currently receiving wages from enterprise funds.
5. Workers with trades outside the establishment who have continuously worked for six months or more in regular forces, and workers without trades who have continuously worked for twelve months or more in regular forces.
Note: To determine the nature of regular forces, ministries and supervising sectors base their determination on labor quotas prescribed by the State and the production characteristics of each unit. The basic unit may only be issued a labor book according to paragraph 5 above after its regular force has been reviewed and approved by the supervising ministry.
The definition of workers outside the establishment within regular forces, who have continuously worked for six months, refers generally to all types of trades, not limited to mechanical, architectural, or transportation trades as before. Units employing these workers and supervising sectors must focus on those with trades that are currently being utilized to serve production needs of the sector. For workers with trades that are not used in their current work, their current work should be considered. Setting continuous production time aims to allow units sufficient time to thoroughly understand each worker's profession, and only after work has stabilized should labor books be issued.
C. OBJECTS NOT YET ISSUED LABOR BOOKS:
- Persons working under piecework systems including centralized piecework stations of domestic and foreign trade sectors.
- Persons working under long-term or short-term contracts.
- Persons working seasonally.
- Persons working in cooperatives, transport and loading groups... serving enterprises.
- Elderly persons nearing retirement according to Circular No. 13 TTg dated January 7, 1960 of the Prime Minister's Office.
