OF THE PRIME MINISTER NO. 013/TTG DATED JANUARY 6, 1958 ON THE TRAINING AND SKILL ENHANCEMENT FOR WORKERS AND
NEW APPRENTICESHIP

Education.
Since the restoration of peace to the present, the need to restore and develop the economy has prompted various sectors to train and enhance skills for workers, thereby resolving many difficulties in production and construction. However, the work of training and enhancing worker skills still has many shortcomings and obstacles.
- Many sectors have not fully recognized the necessity and importance of the work of enhancing worker skills and training new apprentices.
- The Government has not yet had specific policies, has not defined financial resources, time, and other means of operation, so the sectors still face many difficulties.
- The machinery for training and enhancing worker skills at all levels of organization is still inadequate, tasks are unclear, the relationship between the Ministry of Labor and other Ministries is not tight enough, therefore, the work of training and enhancing worker skills lacks overall coordination, having a fragmented and independent nature within each sector, causing many unreasonable situations and waste.
The work of enhancing worker skills and training new apprentices to build a skilled workforce and politically conscious now is very important and urgent. Having a skilled workforce will be able to effectively utilize new equipment, increase labor productivity, and prepare for future industrial development.
To facilitate the work of enhancing worker skills and training new apprentices, the Prime Minister decides on the following:
1. On-the-job skill enhancement:
Based on the current economic development situation of the State and the existing occupational skills of workers, sectors must prioritize the work of on-the-job skill enhancement for workers. It is necessary to firmly organize skill enhancement to improve the professional level of workers and grassroots technical staff.
The work of enhancing worker skills aims to build knowledge about:
- Basic theories in the profession;
- Proficient use of machines, tools, raw materials;
- A- Application of advanced methods from our country and friendly countries;
- Ensuring production techniques, labor safety, and maintenance of machines;
- Production management methods;
- Improving political and cultural levels for workers...
Taking on-the-job enhancement as the main form, and depending on the technical conditions and production characteristics of each sector and enterprise, apply measures such as pairing skilled workers with less skilled ones, exchanging experiences, learning from foreign experts, organizing technical talks, etc.
Sectors should study and arrange time for cultural and political studies, reserving time for specialized studies for technical staff and workers. Organizing studies outside working hours is the main approach. In special cases, enterprises and construction sites that consider it extremely necessary and have sufficient conditions to organize on-the-job enhancement classes during working hours without affecting production plans should arrange substitutes or mutual support during working hours so that workers can take turns to attend classes.
Attention should be paid to enhancing grassroots technical staff (shift leaders, team leaders), workers with great potential for progress in their professions, key sectors, or sectors facing many difficulties in production. While implementing the on-the-job training and enhancement program for workers, sectors must urge enterprises to research and stipulate that within a certain period, each worker undergoing pairing and enhancement must achieve a certain standard. Enterprise and construction site managers must have plans to monitor the progress of each individual to promote and reward them appropriately and timely, to encourage both learners and teachers. Avoid arbitrary promotion and rewards or neglect...
2. Training new apprentices:
Continue to strengthen the schools currently training under the Ministries to be really good, focusing on training for essential professions and sectors first, paying attention to training ethnic minority brothers in autonomous regions into necessary workers for the economy in ethnic minority areas.
For vocational schools, admission criteria must be specific and appropriate, there must be exams, and a good examination board. Students admitted must commit to serving the people according to the distribution and mobilization by the State upon graduation.
Particularly emphasize educating students with a new sense of labor, love for their profession, and loyalty to the socialist regime.
End the situation where graduates refuse to accept jobs assigned by the State.
The State Planning Commission will work with relevant Ministries to use workers to plan an inventory of current workers and technical staff within and outside the establishment, the number required in the coming years, surplus or shortage, to formulate specific training plans, and whenever there is a plan to build a new factory, there must be a plan to train workers for that factory in a timely manner.
3. Sending workers and students to study in friendly countries:
Sending workers and students to study in friendly countries should be allowed to learn professions that are not available or cannot be trained in the country. For professions that already exist in the country but have poor technology and require people to go and study, they must select technical staff and workers who have the profession and the ability to learn, relatively politically conscious. Professional sectors should calculate the study time to ensure successful completion of the profession, avoiding sending someone who knows one profession to study another, or sending someone who does not know any profession to study, and not allowing personal feelings or family relationships to influence the decision to send someone to study.
4. Funding for skill enhancement and training of workers:
The Ministry of Finance together with the competent Ministries shall study and specify the detailed funding for the work of skill enhancement and training of technical staff and professional workers based on the following two principles:
- Training according to the plan of the Ministry, Department, or enterprise to prepare for production approved by the State in the national economic plan shall be budgeted by the Ministry, Department, and enterprise and funded by the State.
- For vocational supplementation and training conducted at enterprises and construction sites, the costs for such supplementation and training shall be borne by the enterprises and construction sites and recorded as non-production expenses.
Pending specific regulations, relevant sectors must urgently address matters related to this issue and discuss with the Ministry of Finance to reach a unified resolution.
5. Responsibilities of Ministries:
Current vocational supplementation for workers and training of new apprentices is primarily the responsibility of the ministries and sectors employing workers. Ministries, sectors, and directors of enterprises and construction sites must prioritize vocational supplementation and training for workers and organize appropriate structures or appoint capable staff based on production conditions and workload requirements.
The responsibilities of these departments include: researching programs and plans, developing measures, compiling materials, budgeting funds, organizing classes for workers, etc. The Ministry of Labor is responsible for synthesis, collaborating with the State Planning Commission and other ministries to research and develop worker supplementation and training plans, establish policies, provide guidance on recruitment, stipulate allowances, contribute opinions on curricula, content, teaching hours, monitor and inspect, facilitate experience exchanges, assist sectors in implementing government policies; and mobilize vocational learning among workers together with the Vietnam General Confederation of Labor and mass organizations.
While implementing this directive, if any ministries encounter obstacles, they shall discuss and resolve them with the Ministry of Labor. If the Ministry of Labor cannot resolve an issue, it will report to the Prime Minister's Office for resolution.
