THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Ho Chi Minh City,
DECREE:
Article 1. Now, the administrative boundaries of Binh Chanh district are adjusted to establish District Binh Tan and its affiliated wards, the administrative boundaries of Tan Binh district are adjusted to establish District Tan Phu and its affiliated wards, and the administrative boundaries of some wards under Tan Binh district are adjusted to establish communes and towns under the districts of Binh Chanh, Can Gio, and Hoc Mon, Ho Chi Minh City as follows:
1. Establishing District Binh Tan based on the entire natural area and population of the communes Binh Hung Hoa, Binh Tri Dong, Tan Tao, and the town An Lac under Binh Chanh district.
District Binh Tan has 5,188.67 hectares of natural area and 254,635 inhabitants.
The administrative boundary of District Binh Tan: East borders Districts 6, 8, Tan Phu; West borders Binh Chanh district; South borders District 8; North borders District 12 and Hoc Mon district.
2. Establishing wards under District Binh Tan:
a) Establishing Ward Binh Hung Hoa based on 470.23 hectares of natural area and 22,382 inhabitants of commune Binh Hung Hoa.
The administrative boundary of Ward Binh Hung Hoa: East borders District Tan Phu; West borders Ward Binh Hung Hoa B; South borders Ward Binh Hung Hoa A; North borders District 12.
b) Establishing Ward Binh Hung Hoa A based on 424.49 hectares of natural area and 46,658 inhabitants of commune Binh Hung Hoa.
The administrative boundary of Ward Binh Hung Hoa A: East borders District Tan Phu; West borders Ward Binh Hung Hoa B; South borders Wards Binh Tri Dong, Binh Tri Dong A; North borders Ward Binh Hung Hoa.
c) Establishing Ward Binh Hung Hoa B based on the remaining natural area and population of commune Binh Hung Hoa.
Ward Binh Hung Hoa B has 752.47 hectares of natural area and 21,870 inhabitants.

d) Establishing Ward Binh Tri Dong based on 346.20 hectares of natural area and 24,214 inhabitants of commune Binh Tri Dong.

đ) Establishing Ward Binh Tri Dong A based on 395.05 hectares of natural area and 22,907 inhabitants of commune Binh Tri Dong.
The administrative boundary of Ward Binh Tri Dong A: East borders Ward Binh Tri Dong; West borders Binh Chanh district; South borders Ward Tan Tao; North borders Wards Binh Hung Hoa A, Binh Hung Hoa B.
e) Establishing Ward Binh Tri Dong B based on the remaining natural area and population of commune Binh Tri Dong.
Ward Binh Tri Dong B has 462.41 hectares of natural area and 29,760 inhabitants.
The administrative boundary of Ward Binh Tri Dong B: East borders Ward An Lac A; West borders Wards Tan Tao, Tan Tao A; South borders Ward An Lac; North borders Wards Binh Tri Dong, Binh Tri Dong A.
g) Establishing Ward Tan Tao based on 566.17 hectares of natural area and 25,050 inhabitants of commune Tan Tao.
The administrative boundary of Ward Tan Tao: East borders Ward Binh Tri Dong B; West borders Binh Chanh district; South borders Ward Tan Tao A; North borders Ward Binh Tri Dong A.
h) Establishing Ward Tan Tao A based on the remaining natural area and population of commune Tan Tao.
Ward Tan Tao A has 1,172 hectares of natural area and 15,976 inhabitants.
The administrative boundary of Ward Tan Tao A: East borders Wards Binh Tri Dong B, An Lac; West and South border Binh Chanh district; North borders Ward Tan Tao.
i) Establishing Ward An Lac based on 459 hectares of natural area and 18,879 inhabitants of town An Lac.
The administrative boundary of Ward An Lac: East borders District 8; West borders Wards Tan Tao A, Binh Tri Dong B and Binh Chanh district; South borders District 8; North borders Ward An Lac A.
k) Establishing Ward An Lac A based on the remaining natural area and population of town An Lac.
Ward An Lac A has 140.65 hectares of natural area and 26,939 inhabitants.
The administrative boundary of Ward An Lac A: East borders District 6; West borders Ward Binh Tri Dong B; South borders Ward An Lac; North borders Ward Binh Tri Dong.
After adjusting the administrative boundaries to establish the affiliated wards:
- District Binh Tan has 5,188.67 hectares of natural area and 254,635 inhabitants; it includes 10 subordinate administrative units comprising Wards: Binh Hung Hoa, Binh Hung Hoa A, Binh Hung Hoa B, Binh Tri Dong, Binh Tri Dong A, Binh Tri Dong B, Tan Tao, Tan Tao A, An Lac, An Lac A.
3. Establishing Town Tan Tuc - the district capital of Binh Chanh district based on the entire natural area and population of commune Tan Tuc.
Town Tan Tuc has 856.41 hectares of natural area and 10,939 inhabitants.
The administrative boundary of Town Tan Tuc: East borders Commune An Phu Tay; West borders Long An province; South borders Communes Tan Quy Tay, Binh Chanh; North borders Communes Tan Nhut, Tan Kien.
After adjusting the administrative boundaries to establish District Binh Tan and establish Town Tan Tuc:
- Binh Chanh district remains with 25,268.56 hectares of natural area and 224,165 inhabitants; it includes 16 subordinate administrative units comprising Communes: Phong Phu, Da Phuoc, Qui Duc, Hung Long, Tan Quy Tay, Binh Chanh, An Phu Tay, Tan Kien, Tan Nhut, Binh Loi, Le Minh Xuan, Pham Van Hai, Binh Hung, Vinh Loc A, Vinh Loc B and Town Tan Tuc.
4. Establishing District Tan Phu based on the entire natural area and population of Wards 16, 17, 18, 19, 20; 110.23 hectares of natural area and 23,590 inhabitants of Ward 14; 356.73 hectares of natural area and 26,414 inhabitants of Ward 15 under District Tan Binh.
District Tan Phu has 1,606.98 hectares of natural area and 310,876 inhabitants.
The administrative boundary of District Tan Phu: East borders District Tan Binh; West borders District Binh Tan; South borders Districts 6, 11; North borders District 12.
5. Establishing wards under District Tan Phu:
a) Establish Tân Sơn Nhì Ward based on 102.63 hectares of natural area and 22,418 population from Ward 14; 2.63 hectares of natural area and 464 population from Ward 16; 7.56 hectares of natural area and 2,430 population from Ward 17.
Tân Sơn Nhì Ward has 112.82 hectares of natural area and 25,312 population.
Administrative boundary of Tân Sơn Nhì Ward: East borders District Tân Bình; West borders Tân Quý Ward; South borders Tân Thành Ward; North borders Tây Thạnh and Sơn Kỳ Wards.
b) Establish Tây Thạnh Ward based on 356.73 hectares of natural area and 26,414 population from Ward 15.
Administrative boundary of Tây Thạnh Ward: East borders District Tân Bình; West borders Sơn Kỳ Ward; South borders Sơn Kỳ and Tân Sơn Nhì Wards; North borders District 12.
c) Establish Sơn Kỳ Ward based on 212 hectares of natural area and 18,812 population from Ward 16.
Administrative boundary of Sơn Kỳ Ward: East and North border Tây Thạnh Ward; West borders District Bình Tân; South borders Tân Quý and Tân Sơn Nhì Wards.
d) Establish Tân Quý Ward based on 4.33 hectares of natural area and 679 population from Ward 14; 174.16 hectares of natural area and 41,764 population from Ward 16.
Tân Quý Ward has 178.49 hectares of natural area and 42,443 population.
Administrative boundary of Tân Quý Ward: East borders Tân Sơn Nhì and Tân Thành Wards; West borders District Bình Tân; South borders Phú Thọ Hòa Ward; North borders Sơn Kỳ Ward.
đ) Establish Tân Thành Ward based on 3.27 hectares of natural area and 493 population from Ward 14; 1.27 hectares of natural area and 328 population from Ward 16; 94.95 hectares of natural area and 28,994 population from Ward 17.
Tân Thành Ward has 99.49 hectares of natural area and 29,815 population.
Administrative boundary of Tân Thành Ward: East borders District Tân Bình; West borders Tân Quý Ward; South borders Phú Thọ Hòa and Hòa Thạnh Wards; North borders Tân Sơn Nhì Ward.
e) Establish Phú Thọ Hòa Ward based on 123.22 hectares of natural area and 31,461 population from Ward 18.
Administrative boundary of Phú Thọ Hòa Ward: East borders Hòa Thạnh Ward; West borders District Bình Tân; South borders Phú Thạnh Ward; North borders Tân Quý and Tân Thành Wards.
g) Establish Phú Thạnh Ward based on 114 hectares of natural area and 28,847 population from Ward 18.
Administrative boundary of Phú Thạnh Ward: East borders Hòa Thạnh Ward; West borders District Bình Tân; South borders Hiệp Tân Ward; North borders Phú Thọ Hòa Ward.
h) Establish Phú Trung Ward based on 89.65 hectares of natural area and 38,397 population from Ward 19.
Administrative boundary of Phú Trung Ward: East borders District Tân Bình; West and North border Hòa Thạnh Ward; South borders District 11.
i) Establish Hòa Thạnh Ward based on 93.08 hectares of natural area and 21,278 population from Ward 19.
Administrative boundary of Hòa Thạnh Ward: East borders Phú Trung Ward; West borders Phú Thọ Hòa, Phú Thạnh, and Hiệp Tân Wards; South borders Tân Thới Hòa Ward; North borders Tân Thành Ward.
k) Establish Hiệp Tân Ward based on 112.90 hectares of natural area and 21,968 population from Ward 20.
Administrative boundary of Hiệp Tân Ward: East borders Hòa Thạnh and Tân Thới Hòa Wards; West borders District Bình Tân; South borders Tân Thới Hòa Ward; North borders Phú Thạnh Ward.
l) Establish Tân Thới Hòa Ward based on 114.60 hectares of natural area and 26,129 population from Ward 20.
Administrative boundary of Tân Thới Hòa Ward: East borders District 11; West borders District Bình Tân; South borders District 6; North borders Hòa Thạnh and Hiệp Tân Wards.
After adjusting administrative boundaries to establish District Tân Phú and its affiliated wards:
- District Tân Phú has 1,606.98 hectares of natural area and 310,876 population, with 11 administrative units including Wards: Tân Sơn Nhì, Tây Thạnh, Sơn Kỳ, Tân Quý, Tân Thành, Phú Thọ Hòa, Phú Thạnh, Phú Trung, Hòa Thạnh, Hiệp Tân, Tân Thới Hòa.
- District Tân Bình retains 2,238.22 hectares of natural area and 417,897 population; it has 15 administrative units which are Wards numbered from Ward 1 to Ward 15.
- Ward 14 of District Tân Bình retains 21.61 hectares of natural area and 7,329 population.
- Ward 15 of District Tân Bình retains 1,012.69 hectares of natural area and 34,581 population.
6. Adjust administrative boundaries of wards under District Tân Bình:
- Transfer 3.22 hectares of natural area and 758 population from Ward 13 to Ward 11 management.
- Transfer 1.49 hectares of natural area and 1,425 population from Ward 13 to Ward 12 management.
- Transfer 79.75 hectares of natural area and 26,019 population from Ward 13 to Ward 14 management.
- Transfer 9.26 hectares of natural area and 3,201 population from Ward 14 to Ward 13 management.
After adjusting administrative boundaries of wards under District Tân Bình:
a) Ward 11 has 58.33 hectares of natural area and 26,526 population.
b) Ward 12 has 143.66 hectares of natural area and 26,628 population.
c) Ward 13 has 118.24 hectares of natural area and 43,989 population.
d) Ward 14 has 92.10 hectares of natural area and 30,147 population.
7. Establish Cần Thạnh Town - town seat of Cần Giờ District based on the entire natural area and population of Cần Thạnh Commune.
Cần Thạnh Town has 2,408.93 hectares of natural area and 9,834 population.
Administrative boundary of Cần Thạnh Town: East borders the East Sea; West borders Long Hòa Commune; South borders the East Sea; North borders Thạnh An Commune.
8. Establish Trung Chánh Commune under Hóc Môn District based on 174.30 hectares of natural area and 19,715 population from Tân Xuân Commune.
Administrative boundary of Trung Chánh Commune: East borders District 12; West borders Xuân Thới Đông and Bà Điểm Communes; South borders District 12; North borders Tân Xuân and Thới Tam Thôn Communes.
9. Establish Xuân Thới Đông Commune under Hóc Môn District based on 308.90 hectares of natural area and 15,877 population from Tân Xuân Commune.
Administrative boundary of Xuân Thới Đông Commune: East borders Tân Xuân and Trung Chánh Communes; West borders Xuân Thới Sơn Commune; South borders Bà Điểm and Xuân Thới Thượng Communes; North borders Xuân Thới Sơn Commune.
After adjusting administrative boundaries to establish Communes Trung Chánh and Xuân Thới Đông, Tân Xuân Commune retains 266.63 hectares of natural area and 10,897 population.
Article 2. This Decree shall take effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decree are hereby abolished.
Article 3. The Chairman of the People's Committee of Ho Chi Minh City, the Minister of Home Affairs, and heads of relevant agencies are responsible for implementing this Decree./.
