Article 1. Scope of Regulation

Article 2. Applicability

||| Article 3. Organizing the implementation of Party directives, resolutions, and state policies on national defense work

Article 4. National Defense and Security Education Work

1. Strengthening, improving, and enhancing the quality and effectiveness of the activities of the National Defense and Security Education Councils at all levels. The Ministry of National Defense shall take the lead and coordinate with the Ministry of Public Security and relevant ministries and sectors to direct and guide the training of national defense and security knowledge for various target groups; the Ministry of National Defense shall directly direct the implementation of the plan to train national defense and security knowledge for target group 1 at the National Defense Academy; target group 2 of ministries and sectors at the Political Academy and Military Schools of Military Zones; continue to train national defense and security knowledge for religious dignitaries and clergy.policiescontinue to provide national defense and security knowledge training for religious dignitaries and monks.

2. The Ministry of National Defense shall coordinate with the Central Propaganda Commission, and cooperate with the Ministry of Information and Communications to direct newspapers and radio stations at central and local levels to strengthen propaganda and education on patriotism, Party viewpoints and policies, and state laws on national defense and security; improve the quality and effectiveness of propaganda and dissemination of national defense and security knowledge to the entire population.onCoordinate with the Ministry of Education and Training, and the Ministry of Labor, Invalids, and Social Affairs to implement national defense and security education for students and trainees; continue to direct the implementation of the construction of National Defense and Security Education Centers according to Decision No. 638/QĐ-TTg dated May 21, 2009 of the Prime Minister; implement the project to train teachers for national defense and security education for secondary schools, vocational colleges, and vocational training centers during the period from 2010 to 2016 according to Decision No. 472/QĐ-TTg dated April 12, 2010 of the Prime Minister.

3. Coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs to implement national defense and security education for students and trainees; continue to direct the implementation of building National Defense and Security Education Centers according to Decision No. 638/QĐ-TTg dated May 21, 2009 of the Prime Minister; implement the teacher training project for National Defense and Security Education for secondary schools., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Article 5. Building Local Armed Forces and Implementing Mobilization, Recruitment, and Conscription Work

Building local military agencies at all levels as comprehensive strong units; improving the Military Command Board of ministries and sectors, the Military Command Board of agencies and organizations at the grassroots level, and full-time and part-time personnel responsible for national defense work in agencies and organizations; enhancing the quality and effectiveness of advisory work by local military agencies, the Military Command Board of ministries and sectors at the central level, and the Military Command Board of agencies and organizations at the grassroots level for the same-level party committees, authorities, and heads of agencies and organizations in performing national defense and military tasks.developmentselect and call up citizens for military service.

a) The Central Council for Military and Political Education organizes inspections of Military and Political Education work for the Military Region 2 Council, the Councils of three provinces: Phu Tho, Vinh Phuc, Tuyen Quang, and the Vietnam Electricity Corporation.

c) Ministries, sectors, military units, and localities direct the implementation of reporting, inspection, interim review, and final evaluation of defense work, Military Service, and Military and Political Education according to regulations of the Ministry of National Defense and the Government.
