CIRCULAR
Amending and supplementing certain Articles of Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense, stipulating the procedures and formalities for certifying the technical quality and environmental protection of imported, produced, and assembled motor vehicles within the scope of management of the Ministry of National Defense
On the basis of The Road Traffic Safety Law on June 27, 2024;
Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025, promulgated by the Government, amending and supplementing certain Articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
In accordance with the proposal of the Director of the General Logistics Department - Technical Service;
The Minister of National Defense issues this Circular amending and supplementing certain Articles of Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense, stipulating the procedures and formalities for certifying the technical quality and environmental protection of imported, produced, and assembled motor vehicles within the scope of management of the Ministry of National Defense.
Article 1. Amending and supplementing Point a Clause 3 Article 5 as follows:
"a) Within seven days from the date of receiving complete and valid files, the Director of the Motor Vehicle Transport Department under the General Logistics and Technical Department shall decide to approve or recognize the design production and assembly file according to Model No. 03 attached as an appendix to Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense, stipulating the procedures and formalities for certifying the technical quality and environmental protection of imported, produced, and assembled motor vehicles within the scope of management of the Ministry of National Defense. In cases where the review content is complex, the maximum time shall not exceed fourteen days;
In case the file is incomplete, within three working days, the Motor Vehicle Transport Department under the General Logistics and Technical Department shall notify in writing to the production and assembly facility or the ordering unit to supplement the file;"
Article 2. Amending and supplementing Point a Clause 3 Article 6 as follows:
"a) Within twenty-one days from the date of receiving complete and valid files, the Director of the Motor Vehicle Transport Department under the General Logistics and Technical Department shall inspect and issue the Certificate of Technical Quality and Environmental Protection for imported or domestically produced and assembled motor vehicles;
In case the file is incomplete, within three working days, the Motor Vehicle Transport Department under the General Logistics and Technical Department shall notify in writing to the unit directly assigned by the Ministry of National Defense to purchase or the production and assembly facility or the ordering unit to supplement the file;"
Article 3. Implementation Provisions
This Circular takes effect from November 26, 2025./.
