DIRECTIVE
Regarding strengthening the work of receiving citizens, handling letters and complaints to serve
the party congresses at all levels
In recent years, the work of receiving citizens, resolving complaints and grievances has been given attention and implemented by various sectors and levels, achieving many results, contributing to stabilizing political security and social order. However, the organization and implementation in some ministries, sectors, and localities still have limitations such as not properly implementing the system for receiving citizens, inaccurate handling of letters and complaints, being cumbersome; slow resolution of complaints and grievances within their jurisdiction, lacking finality, failing to ensure full compliance with legal procedures; timely and strict implementation of decisions on resolving complaints and grievances is lacking, leading to prolonged and complex cases.
To contribute to political and social stability, serving the party congresses at all levels towards the 11th National Congress of the Party, the General Inspector requests:
1. Heads of inspection at all levels and sectors must strengthen and enhance their responsibility in advising heads of state management agencies to direct and organize the timely and proper handling of citizen reception, letter processing, and complaint resolution according to the law at the grassroots level, minimizing citizen frustration that leads to mass protests, including the implementation of solutions outlined in the Conclusion Notice No. 130-TB/TW dated January 10, 2008 of the Politburo; guidance from the Prime Minister (in Document No. 321/TB-VPCP dated November 21, 2008, Document No. 89/TB-VPCP dated March 19, 2009 of the Government Office); and guidelines of the State Inspectorate in Plan No. 345/KH-TTCP dated March 6, 2008, Plan No. 33/KH-TTCP dated January 12, 2010.
2. Heads of inspection in localities must proactively advise the Chairmen of People's Committees to develop plans, establish inspection teams, and working groups to examine and resolve complex and prolonged cases after reviewing and checking according to Plan No. 319/KH-TTCP dated February 20, 2009 of the State Inspectorate. During the examination and resolution process, close cooperation with relevant agencies is necessary to exchange, resolve difficulties, and unify resolution measures, paying attention to flexible application of laws suitable to local realities, ensuring rationality, fairness, and feasibility to conclude cases; focusing on coordinating with inspection committees at all levels to promptly handle letters of complaint related to personnel for party congresses at all levels.
Inspection agencies must strengthen inspections of the responsibilities of administrative agency heads in implementing laws on inspections, complaint resolution, and grievance handling, linking this with examining and directing the resolution of pending, complex, and prolonged cases; urging the implementation of decisions on complaint resolution and grievance handling that have become legally binding.
Departments, bureaus, and units under the State Inspectorate are responsible for monitoring, inspecting, urging, and summarizing the implementation results of the Directive, reporting periodically every quarter to the General Inspector (through the Office).
