||| ON THE DISTRIBUTION OF LABOR BOOKS

After the Government issued Decree No. 7-CP on April 18, 1960 and the Ministry of Labor issued Circular No. 10-LĐ/TT regarding the distribution of labor books to workers, up to now, some sectors, localities, and many enterprises have not actively carried out the distribution of labor books. Although Ministries have issued regulations to guide the distribution within their respective sectors, they lack supervision over the implementation at grassroots units. Provincial Administrative Committees have shown leadership in distributing labor books, but some provinces and committees have not paid sufficient attention to leading sectors in implementing the distribution. In some places, personnel responsible for distributing labor books have been reassigned to other tasks. Many enterprises consider the distribution of labor books as a task delegated to human resources and wage staff, resulting in many workers incorrectly filling out the forms, with some enterprises having a failure rate of up to 70% to 80%. This has led to significant waste and hindered production, wasting workers' efforts, and obstructing the implementation of future policies.

The policy of distributing labor books aims to help sectors and enterprises manage human resources uniformly and accurately, enabling them to grasp both the quantity and quality of workers within their units for rational utilization. Additionally, the first phase must be completed before the second quarter of 1961. Record-keeping must be accurate and truthful, reflecting each individual's reality and history. Only by doing so can we have a basis for studying and implementing social and welfare policies, ensuring the rights of workers.

To ensure that the distribution of labor books is done quickly, efficiently, and well, the Prime Minister reminds Ministries, General Departments, and localities to pay attention to the following points:

1. Ministries, General Departments, and Departments need to strengthen supervision and inspection of units within their sectors, implementing the distribution of labor books according to the plans of local administrative committees.

2. Administrative Committees of regions, cities, and provinces should appoint a member responsible for the distribution of labor books in their respective areas. Where distribution is already underway, they should intensify supervision and training for unit staff to thoroughly understand the contents of the labor book, guiding workers to fill out the forms correctly. Staff assigned to distribute labor books should not be reassigned to other tasks or given too many responsibilities while the distribution is ongoing. Areas that have not yet organized the distribution should urgently implement it according to the guidance of the Ministry of Labor.

3. At enterprises, agricultural, forestry, and fishery farms, and units employing labor, direct leaders must personally oversee and urge the distribution of labor books to workers, rather than delegating the task entirely to human resources and wage staff.

The distribution of labor books is a task related to many other tasks, and it is also a right and honor of workers. It is a relatively complex task. Given that Ministries, sectors, localities, and grassroots units are currently busy with many important tasks, leadership must skillfully combine these tasks to avoid delays and difficulties. The Prime Minister hopes that Ministries, sectors, and localities will actively lead the distribution of labor books to achieve good results.
