Supplementing certain substances to the list of narcotic drugs and precursor chemicals issued together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Prevention and Control of Narcotics dated December 9, 2000;
Considering the proposals of the Minister of Public Security, the Minister of Health, the Minister of Industry, and the Minister of Science and Technology,
DECREE:
Article 1.
Article 1. Supplementing the substance Ketamine to List III "Narcotic drugs and toxic substances used for analysis, testing, scientific research, criminal investigation, or medical treatment according to therapeutic requirements" issued together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government.
Article 2. Supplementing the following substances to List IV "Chemicals indispensable in the production and manufacture of narcotic drugs" issued together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government:

Article 2. Research, identification, production, transportation, storage, possession, purchase, distribution, use, disposal, exchange, import, export, and transit of substances specified in Article 1 of this Decree must comply with the provisions of the Law on Prevention and Control of Narcotics and other relevant laws.
Article 3. The Ministry of Industry, the Ministry of Health, and the Ministry of Public Security shall, within their respective functions and duties, be responsible for specifying and organizing the management of substances specified in Article 1 of this Decree in accordance with medical, production, and business requirements.
Article 4. This Decree shall take effect fifteen days after its publication in the Official Gazette.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decree./.
