To ensure effective funding for population and family planning programs, the Ministry of Finance and the National Population Planning Board issue this circular to guide the distribution and management of operational funds for population and family planning as follows:

I - GENERAL PRINCIPLES

1. The population and family planning program is one of the key national programs, with funding sources reflecting the principle that "the state and people work together, central and local authorities share responsibilities." These funding sources include:

- Central government support according to specific target programs designated by the central authority.

- Local government budgets.

- Contributions from the public.

- International aid budgets.

2. All funding sources for population and family planning must be reflected in the state budget and allocated based on approved population and family planning plans and programs.

3. Annually, the National Population Planning Board prepares a budget estimate for population and family planning expenditures for the entire sector and coordinates with the Ministry of Finance to incorporate it into the state budget for approval by the Council of Ministers.

4. For international aid budgets, the National Population Planning Board develops plans to request assistance from international organizations for each period according to specific programs to serve population and family planning activities. Guidelines for the allocation and management of aid funds will be provided separately.

5. Annually, based on the plan assigned by the Council of Ministers, the National Population Planning Board will allocate budget limits according to specific target programs to localities and central sectors based on approved population and family planning activity plans.

II - SPECIFIC PROVISIONS

A - CONTENT OF BUDGET ALLOCATION

1. Central government funding for specific target programs supporting localities includes the following areas:

- Equipment, traditional communication tools, materials, and essential documents for population and family planning education, information dissemination, and publicity.

- Contraceptive devices and essential medications for contraception and family planning services at family planning technical service centers.

- Population and family planning statistical information.

- Establishment of research on population and family planning policies.

- Training and upgrading the skills of provincial-level population and family planning staff in technical and management fields.

2. Central government funding for sectors and mass organizations annually according to programs approved by the National Population Planning Board.

3. Local government funding for population and family planning work includes all expenses for the management machinery of the local Population and Family Planning Commission and other expenses as required and planned by the locality.

4. Central government funding for specific target programs supporting localities and sectors in population and family planning areas quarterly will be directly allocated by the Ministry of Finance to the National Population Planning Board in the form of a budget limit notification under Chapter 96A, Type 13, Clause 1, Item 4, and from there, the National Population Planning Board will transfer to the Provincial Population and Family Planning Commissions, special administrative regions, and central sector programs. In 1991, according to the spirit of Circular No. 1017-PPLT dated April 4, 1991, issued by the Council of Ministers' Office, the funding for implementing family planning technical services will be directly allocated by the Ministry of Finance from the population and family planning budget to the Ministry of Health after coordination with the National Population Planning Board for the Ministry of Health to support local health facilities in providing family planning technical services.

5. Settlement of central government funding for central sectors and localities; central sectors and local Population and Family Planning Commissions must settle the allocated funding with the National Population Planning Board every quarter and year, with confirmation from the local Department of Finance and Price Control (for localities), and the National Population Planning Board settles with the Ministry of Finance according to current regulations.

6. Expenses for population and family planning work funded by local government budgets will be allocated by the local Department of Finance and Price Control to the local Population and Family Planning Commission. Quarterly and annually, the local Population and Family Planning Commission prepares a budget for income and expenditure for the province's population and family planning work and coordinates with the local Department of Finance and Price Control to submit to the People's Committee of the province, city, or special administrative region for approval and allocation according to the announced plan.

Settlement of local government funding for population and family planning work will continue to follow current regulations.
