CIRCULAR

Regulations on the list and criteria for skill levels of defense workers corresponding to specialized technical professions of special forces In accordance with Decree No. 83/2016/NĐ-CP dated July 1, 2016 of the Government stipulating skill levels, conditions for promotion of defense workers;

Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

The Minister of National Defense issues this Circular regulating the list and criteria for skill levels of defense workers corresponding to specialized technical professions of special forces;

This Circular stipulates the list and criteria for skill levels of defense workers corresponding to specialized technical professions of special forces; responsibilities of agencies, units, and individuals.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular applies to defense workers in specialized technical professions of special forces performing tasks according to assigned positions and job descriptions; relevant agencies, units, and individuals.

Article 2. Applicability

Article 3. General criteria for defense workers in specialized technical professions of special forces

1. Firm political conviction, good moral character, absolute loyalty to the Party, the country, and the people; strict compliance with state laws, military discipline; possessing health, work style, and working methods that meet task requirements.

2. Holding a high school diploma or equivalent; having been trained and certified in underwater equipment technical skills as required; understanding some general knowledge about the Regulations on Technical Work of the Vietnam People's Army, regulations in special forces technical work; possessing knowledge about military, political, economic, cultural, and social matters that meet task requirements.

3. Within the same profession, a person with a higher skill level must master the content and perform proficiently the tasks of lower levels; a person with a lower skill level must understand basic content and have practical skills for some tasks of higher levels under guidance from specialized agencies.

4. Understanding and strictly adhering to labor laws; internal rules, procedures, technical norms on occupational safety, fire prevention; regulations on safeguarding and protecting state property, military technical equipment; thoroughly practicing thrift, preventing corruption and waste.

Article 4. List of Professions

Underwater equipment technical maintenance profession.

Article 5. Skill Levels

The underwater equipment technical maintenance profession includes seven levels, as follows:

1. Lower Level: From Level 1/7 to Level 4/7.

2. Higher Level: From Level 5/7 to Level 7/7.

CRITERIA FOR SKILL LEVELS

Chapter III

Article 6. Criteria for Skill Level 1

1. Professional Knowledge

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

b) Having basic knowledge of physiological diving medicine.

2. Practical Skills

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

b) Able to check the operation of some open diving equipment, closed diving equipment; understanding simple technical parameters such as: air cylinder pressure, oxygen concentration measuring device, depth gauge, underwater compass.

c) Possessing the ability to receive, record, and transmit information as required and participate in team work; implementing technical maintenance tasks; being responsible for part of the results of assigned tasks.

c) Possess the ability to receive, record, and transmit information as required, and participate in working in teams or groups; implement technical assurance contents; bear partial responsibility for the assigned工作任务的结果。

Article 7. Skill level criteria for the second grade

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

a) Understand the purpose, characteristics; combat and technical features; structure, operating principles of various open diving equipment, closed diving equipment, semi-closed diving equipment, as well as some supporting equipment such as: air compressors, air transmission machines; contents, procedures, safety rules in preparation for use, storage, maintenance of diving equipment.

b) Have knowledge about technical inspection, quality classification; understand the types of chemicals used for closed, semi-closed diving equipment.

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

a) Proficiently perform the preparation for use, storage of open diving equipment, closed diving equipment, and some supporting equipment; able to carry out minor maintenance and repair work on open diving equipment.

b) Able to check the operation of diving equipment and some synchronized equipment; skillfully operate air compressors, fill air into gas cylinders, air tanks; disassemble and assemble components of open diving equipment, closed diving equipment, semi-closed diving equipment.

c) Possess the ability to analyze and interpret information; work independently in teams; take basic responsibility for assigned tasks.

Article 8. Skill level criteria for the third grade

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

a) Understand the purpose, characteristics; combat and technical features; structure and operating principles of all types of diving equipment, testing devices, and main supporting equipment currently available.

b) Understand technical requirements, methods for inspecting various diving equipment.

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

a) Skillfully use equipment and tools to measure, inspect, test technical parameters of open diving equipment, and some technical indicators of closed and semi-closed diving equipment.

b) Maintain, inspect, calibrate technical indicators of open diving equipment, such as: breathing apparatus, pressure reducer, safety valve, main gas valve assembly, gas cylinder, and overall sealing of diving equipment; maintain mouthpiece valve assembly, exhaust valve, safety valve bag, air filter, air source conversion unit, oxygen pressure reducer, mixed gas pressure reducer; make minor repairs to mouthpiece valve assembly, exhaust valve, safety valve bag; check pressure, oxygen concentration in gas cylinders; check the operation of air supply valves; check the overall sealing of diving equipment; calibrate the output pressure of the oxygen pressure reducer, mixed gas pressure reducer.

c) Store, disassemble and assemble, check sealing, underwater balance for diver propulsion units; store air filters, exhaust valve assemblies, oil-water separation assemblies of high-pressure air compressors; inspect and maintain air supply pipelines, engines, compressors, cooling systems.

d) Possess the ability to recognize, analyze, evaluate information from multiple sources; work independently in teams; take primary responsibility for assigned tasks.

Article 9. Skill level criteria for the fourth grade

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

a) Understand the purpose, characteristics; combat and technical features; structure, operating principles of various pressure adjustment chambers; diver monitoring and control devices; sonar machines, underwater searchlights.

b) Understand small-scale repair processes, encapsulation processes for diving equipment; maintenance and repair quotas for various diving equipment.

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

a) Disassemble, inspect, calibrate proficiently mechanical components of diving equipment, air compressors, air transmission machines, and pressure adjustment chambers. Maintain straps, locking pins, three-way valve assemblies, chemical containers; maintain breathing apparatus, safety valve bags, breathing bags, oxygen cylinders, mixed gas cylinders, automatic air source conversion units of closed diving equipment; maintain major components and synchronized components of diver propulsion units.

b) Repair breathing apparatus, safety valves, main gas valve assemblies of various open diving equipment; oxygen pressure reducers, mixed gas pressure reducers, air source conversion units of closed and semi-closed diving equipment; air supply pipelines, safety valve systems, exhaust valves, alarm bells, lighting systems of various pressure adjustment chambers; fix minor damages and some medium-sized damages through replacement assemblies for diving equipment and supporting equipment.

c) Possess the ability to recognize, analyze, evaluate information from various sources; have the ability to work independently and guide others within teams when performing tasks; be responsible for the results and quality of their own work and part of the results and quality of work of team members.

Article 10. Skill level criteria for rank 5

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

a) Understand the purpose, characteristics; combat features, technical specifications; structure and operating principles of air transmission machines, various types of gas production units, synchronized equipment, supporting equipment within the inventory; detailed structure and operating principles of pressure reducers, gas supply source converters, high-pressure air filters; compression stages of high-pressure air compressors; suction and compression parts of air transmission machines.

b) Possess knowledge about measurement, quality inspection, and testing; content of management work at repair stations for watercraft equipment.

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

a) Be able to repair oxygen pressure reducers, mixed gas pressure reducers, gas supply source converters of closed diving equipment; propeller assemblies of diver propulsion devices; suction valves, exhaust valves, safety valves, replace detail assemblies of various types of air transmission machines.

b) Be able to check the speed, flow rate, and output pressure of air compressors and air transmission machines.

c) Have the ability to analyze and evaluate information from multiple sources to serve management and research; be capable of working independently; manage and direct teams assigned tasks; be responsible for the quality of the work results and products produced; be responsible for the work results and products of other team members.

Article 11. Skill level criteria for rank 6

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

a) Understand the purpose, characteristics, and operating principles of technological equipment, machinery in workshops; technical safety inspection procedures for equipment that produces, stores, and transmits compressed air.

b) Understand the composition, physical and chemical properties of metals, alloys; rubber, synthetic plastics; possess knowledge of descriptive geometry and technical drawing.

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

a) Repair cooling systems of air compressors, air filtration systems; oil and water separation exhaust valve assemblies of various types of high-pressure air compressors; communication systems; observation systems of pressurized chambers.

b) Maintain, service, repair, and replace assemblies of diving equipment, synchronized equipment, and supporting equipment within the inventory.

c) Know how to analyze and evaluate information and have the ability to generalize to propose initiatives; work independently, have the ability to manage and direct teams during the execution of tasks; be responsible for the quality of the work results and products produced; be responsible for the work results and products of other team members.

Article 12. Skill level criteria for rank 7

a) Understanding the combat effectiveness, technical features; structure and operation of various types of open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment: underwater compass, depth gauge, diver propulsion device; preparation, storage, maintenance procedures, and safety rules when using diving equipment.

a) Understand the purpose, characteristics; structure and operating principles of equipment within the inventory; measurement standards, tolerances, assembly regulations; be able to create drawings for complex components.

b) Have basic knowledge about automatic control and regulation.

a) Able to carry out preparation, storage, and maintenance procedures for open diving equipment, closed diving equipment, semi-closed diving equipment, and some supporting equipment.

a) Repair drive engines of air compressors, compression stages of various types of air compressors; piston assemblies, cylinder assemblies, one-way gas supply valves of various types of air transmission machines and measuring equipment; inspect and test the quality of watercraft equipment.

b) Proficiently use workshop equipment to produce spare parts and components for watercraft equipment maintenance and repair.

c) Know how to analyze and evaluate information and have the ability to generalize to propose effective initiatives; work independently, have the ability to manage and direct teams during the execution of tasks; be responsible for the quality of the work results and products produced; ensure technical parameters and comply with specified standards for the work results and products of the team.

Chapter IV

IMPLEMENTING PROVISIONS

Article 13. Effective Date

This Circular takes effect from July 10, 2017.

1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees under the central government, and related agencies, units, and individuals are responsible for implementing this Circular.

The Director of the General Technical Department, the Commander of the Special Forces Corps, heads of agencies, units, and individuals related to this Circular are responsible for its implementation./.
