IMPLEMENTATION OF CIRCULAR REGARDING FREE MOVEMENT FORMS
THE MINISTER OF PUBLIC SECURITY
Respected: Directors of the Public Security Departments of Hanoi and Haiphong, Directors of
Public Security in the Northern Vietnam Region, Northwest Region, Regions 3 and 4, Left Bank.
After a period of monitoring the implementation of Article 2 of the Circular on free movement forms, the Ministry has observed inconsistencies in its enforcement and finds it necessary to supplement.
To avoid wasting time and hindering the production activities of the people due to having to go up to the district or police station for travel permits, to suit the part-time working conditions of village cadres, and to enable village authorities and wards to monitor the movement of residents, the Ministry specifies further the implementation of Article 2 of the Circular as follows:
Upon receiving applications for travel permits, villages and wards must immediately forward them to the district or city police station. If the district or city police station finds no violation of Article 3 of the Circular, they shall issue the travel permit and send it directly back to the village or ward for delivery to the applicant.
Every 15 days, the district or city police station must compile a list of those who have received permits, type it up, and send it to the villages or wards so that they can keep track of the situation.
