PRIME MINISTER
Pursuant to Resolution No. 9-CP dated January 9, 1980 of the Council of Ministers on food policy and Resolution No. 25-NQ/TW dated April 1, 1980 of the Political Bureau on some guidelines and measures to address current difficulties in food supply;
Considering the actual capacity of the state's food supply in 1980;
At the proposal of the Minister of Food and Commodities after having reached consensus with relevant ministries and the Vietnam General Confederation of Labor,

Article 1: To address current difficulties in food supply, the fundamental measure remains that central sectors and local authorities at all levels must closely coordinate, create all necessary conditions to vigorously promote food production in the cooperative agricultural sector and among farmers, as well as in state-owned farms, while strongly mobilizing the entire military and civilian population to participate in food production; clearly assigning responsibilities to military units, agencies, enterprises, construction sites, state-owned farms, forestry farms, schools, hospitals, non-agricultural households in urban areas to produce food self-sufficiently based on their actual circumstances. Alongside promoting production, it is necessary to mobilize the entire population to strictly implement food conservation. On the other hand, it is essential to strengthen the guidance of tax collection, debt recovery, and food procurement activities to ensure that the state controls the majority of food commodities for rational distribution according to plans and to meet social needs. Simultaneously, market management must be strengthened to combat speculation and hoarding of food, and those who steal state food during receipt, transportation, storage, and distribution must be severely punished.
Article 2: The distribution of food in areas under state responsibility must be strictly managed, preventing any false reporting of population figures and misuse of standards to obtain more food than prescribed by the state.
In the short term, given the current general food shortage, starting from May 1980 until new directives are issued, the state will temporarily adjust food supply standards for the following groups:
1. For state employees in the civil service:
- Those currently receiving 24 kg, 21 kg, and 13 kg of rice per month shall continue to receive the current amount as they have already had reductions previously.
- Those receiving 16.5 kg, 17.5 kg, 18.5 kg, 19.5 kg, and 20.5 kg of food equivalent to rice per month shall now have their monthly allocation reduced by 1.5 kg.
2. For military forces:
The general principle is to maintain the current food supply level for officers and soldiers directly engaged in combat, training, production, and defense readiness, while adjusting and reducing the standard supply for officers and soldiers stationed behind the front lines or involved in administrative work within the military, as well as for other categories managed by the Ministry of Interior. The Ministry of Food and Commodities will immediately consult with the Ministry of Defense and the Ministry of Interior to propose a special decision to the Standing Committee of the Council of Ministers regarding this matter.
3. For vocational students and high school students:
Currently receiving 17 kg of food equivalent to rice per month, this will be reduced by 1 kg to 16 kg.
4. For individuals living in the households of state employees, especially children: Maintain the current supply level.
5. For producers (collective or individual) who have established reciprocal economic contracts with the state and have been supplied food by the state (such as small-scale craftsmen, fishermen, salt workers, vegetable growers in specialized regions, plantation workers in concentrated production areas according to national planning and programs, etc.), provincial and district People's Committees need to direct state economic organizations responsible for supply and purchase to carefully review the categories and individuals eligible for state food supply, linking food supply to the fulfillment of reciprocal contracts, and simultaneously reduce the supply level appropriately based on the current state food supply capacity. Initially, reduce by 10 to 15 percent depending on specific categories (compared to the current supply level). The Ministry of Food and Commodities will provide guidance on implementation.
6. For those engaged in trade, services, catering, or independent production without economic ties to the state, food supply agencies will not provide food according to the current quantitative standards and state-guided prices implemented in some cities, towns, and townships, but will provide food based on actual capabilities at prices ensuring business viability, with the state not covering losses.
The Ministry of Food and Commodities directs provincial and municipal People's Committees to specifically guide district and township People's Committees to coordinate with food, public security departments, relying on grassroots authorities (neighborhoods, wards, communes, residential groups) to identify individuals falling within the above categories.
Specifically for individuals in categories requiring policy consideration and poor households in urban areas, provincial and municipal People's Committees need to direct food supply departments to rely on grassroots authorities to accurately grasp the situation and address food supply for them in accordance with the spirit of Resolution No. 25-NQ/TW of the Political Bureau.
Article 3: Comrades Ministers of the Prime Minister's Office, relevant ministries, central sectors, and chairpersons of provincial and municipal People's Committees are responsible for implementing this decision. During the implementation process, great importance must be placed on political and ideological work, utilizing information, cultural, and propaganda organizations, and relying on trade union, women's, and youth organizations to widely explain and disseminate policies to ensure that military personnel, civil servants, and the public fully understand and voluntarily comply with them.
